CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2023 -OS /
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, APPOINTING
JOHN DOHERTY AS PUBLIC SERVICES
DIRECTOR, EFFECTIVE MAY 11, 2023 OR AT SUCH
DATE AS IS MUTUALLY AGREED UPON;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Charter, Section 5.04(a) provides that the City Manager
"shall appoint and supervise the heads of all departments and Assistant City Manager
...subject to the approval of the majority of the Commission..." ; and
WHEREAS, it is the recommendation of the City Manager that JOHN
DOHERTY be appointed as Public Services Director, effective May 11, 2023 or at
such date as is mutually agreed upon; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to
be in the best interest of the citizens and residents of the City of Tamarac to approve
the City Manager's appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits attached hereto are incorporated herein and made a specific
part of this Resolution.
SECTION #2: That on recommendation of the City Manager, attached hereto
as Exhibit 1, JOHN DOHERTY is appointed as Public Services Director, effective May
11, 2023 or at such date as is mutually agreed upon.

SECTION #3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION #4: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.
SECTION #5: This Resolution shall become effective immediately upon

More than twenty-five (25) years of local government and twenty-three years (23) of professional engineering
experience, focused on Public Services Departments; providing exceptional customer service, managing large
scale Capital Improvement Projects, Utilities and Public Works Operations, and large-scale service contracts.

administration, fleet, water treatment plant, engineering, capital projects management, stormwater, streets,
facilities, ground maintenance, water distribution, and wastewater collection.
• Present Public Services initiatives and Capital Improvement Projects to the Executive Staff, City Manager,
Mayor and City Commission.
• Develop aa.x�j manage a $76.5M annual operating budget and a $42.2M capital improvement budget.
• Prepare and review Requests for Proposals (RFP) and Request for Qualifications (RFQ) for large scale
capital design and construction projects, and large-scale service contracts.
• Forecast and plan for future Public Services needs and requirements - including water, wastewater, storm
water, streets, and facilities infrastructure.
• Develop and manage a six (6) year general fund and stormwater fund Capital Improvement Program and a
twenty (20) year Utilities Capital Improvement Program.
• Develop and implement Public Services related policies and procedures, utilizing industry best practices and
standards together with the specific requirements of the City of Tamarac.
• Develop and implement short -and -long range strategic plans to improve the effectiveness and efficiency of
public works and utilities operations.
• Prepare and review agenda items for City Commission action, including ordinances and resolutions.
• Interact and communicate with various groups, agencies, and individuals such as the City Manager, Assistant
City Manager, Public Services Personnel, department heads, Mayor and Commission, City Attorney,
regulatory agencies, consultants, contractors, community groups and the public.
