3. PUBLIC PARTICIPATION
Any member of the public may speak to any issue that is not agendized for public hearing at this
meeting. Speakers will be limited to three minutes during this item and at public hearings. When
an issue has been designated as quasi-judicial, public remarks shall only be heard during a
quasi-judicial hearing that has been properly noticed for that matter.
Members of the public wishing to provide comments to the City Commission, on any matter,
including items on the agenda, may submit their comments via email to cityclerk@tamarac.org.
All comments submitted by email shall be made part of the public record. The City has authority
under the City Code to regulate the manner in which comments are made during any public
meeting. Please be advised, the City will not read publicly any emails.
Announcement of Time Allocations -Motions to Table
The Chair, at this time, will announce those items have been given a specific time to be heard,
and will entertain motions from the Commission members to table those items that require
research. The Commission may agendize by majority consent matters of an urgent nature which
have come the Commission's attention after publication.
4. CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the
recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then,
in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda
and will be considered individually.
4.a A Resolution of the City Commission of the City of Tamarac, Florida, authorizing
appropriate City Officials to execute a three (3) year Microsoft Enterprise Licensing
Agreement, payable in three (3) annual installments of $217,367.12, to be purchased
from SHI International Corp, for a total three (3) year cost and expenditure of
$652,101.36; authorizing execution of associated contract documents; authorizing
expenditures from the appropriate accounts; providing for conflicts; providing for
severability; and providing for an effective date.
4.b TR13854 -A Resolution of the City Commission of the City of Tamarac, Florida,
approving collection and disposal services of household hazardous waste;
authorizing an expenditure of funds for an amount not to exceed the Approved
Annual Budget of $84,000.00, or as amended by City Commission; Utilizing RFP No.
06-06-18-11 solicited, awarded, and renewed by the City of Coconut Creek, Florida as
the Lead Agency for the Southeast Florida Governmental Purchasing Cooperative
Group; effective upon approval through October 23, 2024 or as extended by the City
of Coconut Creek on behalf of the Southeast Florida Governmental Purchasing
Cooperative; authorizing the proper City Officials to execute contract renewals;
providing for conflicts; providing for severability; and providing for an effective date.
4.c TR13859 -A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing the appropriate City Officials to permit the sale and consumption of
alcoholic beverages on premises on Friday, October 28 , 2022, through Sunday,
October 30, 2022 for the Saint Malachy Catholic Church Rummage Sales &
International Food Festival, located at 6200 John Horan Terrace, in accordance with
Section 10-3.5(E)(4)(a) of the City of Tamarac Land Development Code; providing for
conditions of approval; providing for conflicts; providing for severability; and
providing for an effective date.
5. REGULAR AGENDA
5.a TR13857 -A Resolution of the City Commission of the City of Tamarac, Florida,
approving the renewal of the Agreement with Cigna, authorizing the appropriate City
Officials to execute the Agreement with Cigna providing for a Dental Insurance
program, and to make certain modifications to the program for employees and
retirees; providing for the continuation of the existing cost allocation of the Dental
Insurance premium between the City and employees; providing for conflicts;
providing for severability; and providing for an effective date.
5.b TR13858 -A Resolution of the City Commission of the City of Tamarac, Florida,
approving the renewal of the Agreement with Cigna and authorizing the appropriate
City Officials to execute the Agreement with Cigna, providing for a Voluntary Vision
Insurance program, and to make certain modifications to the program for employees
and retirees; providing for conflicts; providing for severability; and providing for an
effective date.
5.c TR13849 -A Resolution of the City Commission of the City of Tamarac, Florida,
approving the renewal of the Agreement with Cigna authorizing the appropriate City
Officials to execute the Agreement with Cigna, providing for Administrative Services
for claims and Flexible Spending Plans and the Employee Assistance Program, the
Telehealth Connection Program and the Motivateme Value Program, and to make
certain modifications the Health Insurance program for employees and retirees;
providing for conflicts; providing for severability; and providing for an effective date.
5.d TR13850 -A Resolution of the City Commission of the City of Tamarac, Florida,
approving the renewal of the Agreement with Cigna, authorizing the appropriate City
Officials to execute the Agreement with Cigna, providing for Stop Loss Insurance;
providing for conflicts; providing for severability; and providing for an effective date.
6. ORDINANCE(S) - FIRST READING
6.a TO2513 - An Ordinance of the City Commission of the City of Tamarac, Florida,
amending Ordinance 2022-005, which amended the City of Tamarac operating budget,
revenues and expenditures, the capital budget and the financial policies for the
Fiscal Year 2022 by increasing the total revenues and expenditures by a total of
$7,164,406 as detailed in Attachment "A" attached hereto and summarized in
Attachment "B" attached hereto and incorporated herein; providing for conflicts;
providing for severability; and providing for an effective date.

ADJOURNMENT The City Commission may consider and act upon such other business as may come
before it. In the event this agenda must be revised, such revised copies will be available to the public
at the City Commission meeting.
