CALL TO ORDER 2. ROLL CALL 3. PLEDGE OF ALLEGIANCE: Mayor Michelle J. Gomez 4. CITY MANAGER REPORT 5. PUBLIC PARTICIPATION Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. Members of the public wishing to provide comments to the City Commission, on any matter, including items on the agenda, may submit their comments via email to cityclerk@tamarac.org. All comments submitted by email shall be made part of the public record. The City has authority under the City Code to regulate the manner in which comments are made during any public meeting. Please be advised, the City will not read publicly any emails. Announcement of Time Allocations -Motions to Table The Chair, at this time, will announce those items have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come the Commission's attention after publication. 6. CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered individually. 6.a TR13863 -A Resolution of the City Commission of the City of Tamarac, Florida, accepting a FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) award in the amount of $13,947.93 and authorizing the appropriate City Officials to execute a Subrecipient Agreement between the City of Tamarac and Broward County pending legal review; authorizing Broward County to serve as lead agency providing for the administration of the FY 2022 JAG Grant; executing a Memorandum of Understanding (MOU) pending legal review between the City of Tamarac and Broward County for the dispersion of JAG Grant funds and with the Broward Sheriff's Office (BSO) for the retention of JAG Grant funds for use in the BSO Tamarac District pursuant to contracts for law enforcement services; providing for conflicts; providing for severability; and providing for an effective date. 6.b TR13864 -A Resolution of the City Commission of the City of Tamarac, Florida, accepting a FY 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) award in the amount of $12,952.80 and authorizing the appropriate City Officials to execute a Subrecipient Agreement between the City of Tamarac and Broward County pending legal review; authorizing Broward County to serve as lead agency providing for the administration of the FY 2021 JAG Grant; executing a Memorandum of Understanding (MOU) pending legal review between the City of Tamarac and Broward County for the dispersion of JAG Grant funds and with the Broward Sheriff's Office (BSO) for the retention of JAG Grant funds for use in the BSO Tamarac District pursuant to contracts for law enforcement services; providing for conflicts; providing for severability; and providing for an effective date. 6.c TR13869 -A Resolution of the City Commission of the City of Tamarac, Florida, declaring the results of the November 8, 2022, General Election for Mayor -at -Large, City Commission District 2 and City Commission District 4; providing for conflicts; providing for scrivener errors, providing for severability; and providing for an effective date. 6.d TR13868 -A Resolution of the City Commission of the City of Tamarac, Florida, Declaring the results of the Referendum Election voting at the November 8, 2022 Election on Amendments to the City Charter: Ordinance No. 0-2022-07 Amendments relating to Section 2.01 of the charter concerning the manner in which the city maintains an Official City Map and deleting Section 13.01 of the Charter concerning the boundaries of the city as redundant; Section 5.02 of the Charter concerning the manner of removal of the City Manager, Sections 5.04 and 10.01 concerning the powers of the City Manager; Section 6.06 concerning candidate residency requirements; Sections 7.09, 7.11 and 7.14 of the Charter to specify that the manner of selecting an auditor and procuring goods and services comply with applicable state law and all agreements and contracts the city enters into are subject to an annual appropriation of funds, Section 11.01 of the Charter concerning the manner of removal of the City Attorney; Deleting obsolete provisions of the Charter, making the Charter Gender Neutral; Standardizing Terminology, Definitions and References to State Law; Providing for Conflicts; Providing for Severability; and Providing for an Effective Date. 7. REGULAR AGENDA Ta TR13861 -A Resolution of the City Commission of the City of Tamarac, Florida, authorizing and directing, Howard Steinholz as Co -Trustee under the Declaration of Appointment of Co -Trustee dated April 13, 2016 of the Tamarac Land Trust Agreement dated July 10, 2013 to execute the third amendment to the Ground Lease Agreement for the commercial parcel, attached hereto as Exhibit "1", by and between Howard Steinholz as Co -Trustee and JKM TV C, LLC; for the purpose of extending the commercial parcel election period for the Tamarac Village property being more particularly described in Exhibit "1" attached hereto and incorporated herein from ninety (90) days to three hundred and sixty five (365) calendar days or sooner; providing for conflicts; providing for severability; and providing for an effective date. 8. ORDINANCE(S) - SECOND READING 8.a T02513 - An Ordinance of the City Commission of the City of Tamarac, Florida, amending Ordinance 2022-005, which amended the City of Tamarac operating budget, revenues and expenditures, the capital budget and the financial policies for the Fiscal Year 2022 by increasing the total revenues and expenditures by a total of $7,164,406 as detailed in Attachment "A" attached hereto and summarized in Attachment "B" attached hereto and incorporated herein; providing for conflicts; providing for severability; and providing for an effective date. 9. Thomas, to Morey Wright, Jr., Commissioner Elect, District 2, and presentation of Certificate of Election. 10.e Oath of Office - City Commissioner District 4 Oath of Office administered by Mrs. Jacquelyn Haywood, to Dr. Kicia Daniel, Commissioner Elect, District 4, and presentation of Certificate of Election. 10.f Public Participation 11. ADJOURNMENT The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the Special City Commission meeting.
