CALL TO ORDER:
Mayor Michelle J. Gomez called the Monday, May 15, 2023, City Commission Workshop, being
held in Colony West, to order at 10:00 a.m.
ROLL CALL
Present were Mayor Michelle J. Gomez, Vice Mayor Marlon D. Bolton, Commissioner Kicia
Daniel, Commissioner Morey Wright Jr., and Commissioner Elvin Villalobos.
Also present were City Manager Levent Sucuoglu, Assistant City Manager Maxine Calloway, City
Attorney Hans Ottinot, and City Clerk Kimberly Dillon.
FOUNDATION DEVELOPMENT
City Manager Levent Sucuoglu introduced Bob Norton, Tenzinga Consultants, and provided a
brief overview of the agenda. He highlighted the historic nature of the day and stated they could
not have found a better coach to support the team in their goal setting, guiding principles, and long-
term planning.
Mr. Norton opened with a review of the ground rules, principles of engagement, and goals for the
meeting. He led the Commissioners and City staff in a series of team building activities.
Following a brief break, Mr. Norton invited the participants to list five (5) things that are important
to them personally and five (5) things that are important to them professionally. He broke the team
into groups to share and discuss their priorities. He highlighted the theme of growth and asserted
no organization becomes successful without growth and willingness to change.
Mr. Norton asked the groups to get back together and brainstorm five (5) things that are important
to the City of Tamarac. He noted the lists would be used as the first step toward the team's vision
for the City and transitioned into the next visioning activity.
COMPENSATION STUDY PRELIMINARY RESULTS
Lunch break
Human Resources Director Lerenzo Calhoun explained the City had engaged Human Resources
Compensation Consultants LLC (HRCC) to conduct a compensation study.
Katie Busch, Lead Compensation Consultant, HRCC, provided a brief background on her
organization and the study done to determine how competitive the City of Tamarac is in pay
compared to other organizations. She reviewed the study techniques, strategies, and benchmarking.
Continuing, Ms. Busch provided a presentation of her preliminary results, which is on file in the
City Clerk's Office.
Human Resources Director Calhoun briefly discussed challenges and opportunities in attracting
and retaining employees, as well as the impact of COVID-19.
City Manager Sucuoglu noted the results of the study would be built into the Fiscal Year 2024
budget proposal coming before the Commission in June.
FOUNDATION DEVELOPMENT
Mr. Norton played a movie clip to illustrate the concept of a vision. He stated that a vision should
include why you exist and where you are going and shared a story regarding the value to an
organization of a solid vision. The breakout groups contemplated the vision for the City and created
draft vision statements, then presented them to the group for discussion.
The breakout groups took the draft vision statement, "Community First, Excellence Always," and
discussed definitions and variations on the wording. Mr. Norton encouraged the team to think on
the language overnight.
Mr. Norton introduced the concept of core values and challenged everyone to list five (5) core
values needed to reach the City's vision. The team returned to the breakout groups to discuss and
prioritize the core values identified, then shared them with the group and further discussion ensued.
Mr. Norton explained the core values identified would help in creating a list of guiding principles
to work from while making a culture change in the City. He divided the team into five (5) groups
to define the individual values listed: Innovative, Integrity, Accountability, Teamwork, and
Professionalism.
ADJOURNMENT
Mr. Norton invited each member of the team to share one (1) positive from the day. He briefly
reviewed the agenda for the following day and the homework assignments.
There being nothing further to discuss, the meeting was adjourned at 5:00 p.m.
