WHEREAS, a City of Tamarac Master Landscape Study was prepared in 1996 by
CCL Consultants; and
WHEREAS, the City of Tamarac Master Landscape Studywas adopted bythe City
Commission pursuant to Resolution No. R-96-199; and
WHEREAS, Policy 6.1 of the City of Tamarac 2007 Comprehensive Plan states,
"The City will continue to implement the Citywide Master Landscape Plan approved by
the City Commission"; and
WHEREAS, Policy 12.1 of the City of Tamarac2007 Comprehensive Plan states,
"By December 2009, the City shall adopt guidelines for unified design, architectural, and
landscaping regulations for major corridors to further assist in creating a sense of place
and enhancing aesthetics throughout the City"; and

WHEREAS, the update of the City of Tamarac Master Landscape Study will
provide a successive Master Plan for the major roadway corridors reflecting the
improvements performed since the 1996 Master Landscape Study and the City's
redevelopment and corridor enhancement initiatives; and
WHEREAS, the update of the City of Tamarac Master Landscape Study will
provide guidelines for the development of City streetscapes and contain typical
conceptual designs that show preferred landscape and hardscape designs for each major
street type identified; and
WHEREAS, the City requires the services of a consulting firm knowledgeable in
this area and capable of providing professional services to prepare a Roadway
Landscape Master Plan for the City of Tamarac; and
WHEREAS, Miller Legg has been pre-qualified as an approved consultant for
engineering services by the City of Tamarac as authorized by Resolution No. R-2016-80,
incorporated herein by reference and on file at the Office of the City Clerk; and
WHEREAS, it is the recommendation of the Director of Community Development
that Task Authorization No. 19-055 from Miller Legg be approved, executed and funded,
attached hereto as "Exhibit A" and incorporated herein and made a specific part of this
Resolution; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to accept and
execute Task Authorization No. 19-055 with Miller Legg to provide professional services
to prepare the Roadway Landscape Master Plan for the City of Tamarac for an amount
not to exceed $91,000.00.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMM]SSION OF THE
CIry OF TAMARAC, FLORIDA:
SECTION 1:The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution; al! exhibits attached hereto are incorporated herein and made a specific part
of this Resolution.
SECTION 2:The City Commission approves Task Authorization No.19-
05S and authorizes the appropriate City Officials to execute Task Authorization No. 19-
05S with Miller Legg to provide engineering services to prepare a Roadway Landscape
Master Plan for the City of Tamarac, in accordance with the City's Consulting Engineering
Agreement as authorized by Resolution No. R-2016-80, for an amount not to exceed
$91,000.00.
SECTION 3. An appropriation in the amount of $21,000 is hereby
authorized and will be included in a budget amendment prior to November 30, 2019.
SECTION 4 The City Manager, or his designee, are hereby authorized to
make changes, issue change orders in accordance with Section 6-156(b) of the City
Code, and close the contract award including, but not limited to making final payment
within the terms and conditions of the contract and within the contract price.
SECTION 5 All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6 lf any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or in application, it shall not affect the validity of the remaining portions or

applications of this Resolution
SECTION 7 This Resolution shall become effective immediately upon its
adoption.

The services rendered pursuant to this Scope of Services are in accordance with
the terms and conditions of the Consultant Agreement (Document No. 16'23Q),
including all conditions therein, with the City of Tamarac for General Engineering
Services.
1.0 PROJECT DESCRIPTION
1.1 The Tamarac Roadway Landscape Master Plan (the "Project") is generally
described as follows: Miller Legg shall prepare an updated study of the
City of Tamarac Maior Roadway Landscapes. An original Master
Landscape Study was prepared in 1996 by GCL Gonsultants. The City
of Tamarac desires an update of this study to provide a go-forward
Master Plan for the major roadway corridors reflecting the
improvemenE performed since the 1996 study and the City's
redevelopment and corridor enhancement initiatives.
2.0 BASIS OF SCOPE
An original Master Landscape Study was prepared in 1996 by CCL Consultants.
The City desires an update of this study to provide a go-forward Master Plan for
the major roadway corridors affecting the improvements performed since the
1996 study and the City's redevelopment and corridor enhancementinitiatives.
2.1 General:
The Client for this proposal shall be the City of Tamarac (the 'City")
The Consultant is Miller Legg.

Public lnvolvement (workshops, suryeys, charrettes, etc.) will not be
included as part of the Master Plan process. Should Public
lnvolvement be requested by the City, this will be provided as an
additional service.
City Commission Public Meeting is included as part of the Master Plan
process. Preparation of additional document material, i.e. exhibits or
powerpoint presentations, other than described within the scope of
services are not included.
3.0 INFORMATION/SERVICES TO BE PROVIDED BY CLIENT/OWNER
3.1 Access to the sites and approval for Consultant to perform the services
listed below.
4.0 SCOPE OF BASIC SERVICES AND FEE
The scope of services to be provided by Consultant shall be as follows
Task 1 Existing Conditions and lnformation Assembly - Consultant will gather
relevant data available from pubticly acknowledged sources, including the
1996 Master Landscape Study, 2013 Conidor Study, 2014
Redevelopment Study, existing streetscape related plograms, demand
studies for roadway improvements, and current landscape maintenance
operations. This information shall be coordinated with the City, Broward
County and FDOT. Additionally, Consultant will review existing
streetscapes and corridor studies for streets within the scope of work.
Products of this Task include an evaluation and classifications of street
conditions, existing facilities and signage. All maps and related documents
are provided in a digital format and organized for ease of retrieval in a
centralized database. Meetings with City staff are critical in this Task to
ensure Consultant is aware of current information and planned projects or
budgets that would be critical to the Master Plan. Specific information
required from the City would include right-of-way maps, locations of
utilities, locations of existing signage and, in particular, locations of
existing landscaping and irrigation to the extent available.
A generalized species list per identified corridor will be provided and
described. A detailed inventory and assessment af existing trees and
palms within the identified conidors is not included in this lask. Refer to
Tree lnventory and Evaluation Task for these additional services.

provided and described. A detailed inventory and assessment of existing
hardscape within the identified corridors is nof included.

Consultant will then classify the existing roadways so that specific
Guidelines can be developed for up to five (5) roadway classifications. ln
addition, the Guidelines will need to address specific regions,
neighborhoods or zones of the City. These regions will be defined and
delineated in coordination with the City.
Consultant will identify any additional information needed for the study that
may not be currently available. The City will determine at that time to
either proceed without use of that information, or to engage additional
services from the Consultant or others to prepare/provide the necessary
missing information to complete the Plan.
Opportunities and Constraints Analysis Following classifying
roadways, delineating regions and collection of available data, maps, and
documents, Consultant will prepare an annotated series of maps
superimposed on aerial photographs indicating various findings of
importance to the development of the Master Plan. These findings will
identify specific Opportunities to be maximized and Constraints to be
overcome by the Guidelines. This analysis will consist of two (2)
components: mapped information and narrative descriptions. Particular
issues to be addressed are as follows:
o Hierarchy of streets within the Cityo Gateway and Key lntersection opportunity and constrainso Level of identity desired for areas/points with the Cityo Conditions of landscape and irrigation systems as well as
appropriateness of sarne. Opportunities for plant material.o Existing hardscape types, shapes and colors.. Adjacent property access issues and conditions which will be a
challenge to street landscaping and right-of-way enhancement. Solar microclimatic factors: wind tunneling, glare, deficient lighting,
etc.o Maintenance issues: trash, graffiti, dead plant material, etc.
The above information will be provided as part of the discussion at the City
coordination meeting. Digital copies of maps and narratives shall be
provided to the City at the conclusion of this task.
Roadway Landscape Master Plan Graphics Development - Consultant
will prepare typical conceptual Landscape Corridor graphics for each of
the identified street, gateway or key intersection classifications. This is the
start of the design process which provides information necessary to solicit
staff input. Up to two (2) alternative cross-sections and related plan view
segments of before and after conditions will be prepared for each street
classification. Street classifications include major and minor arterial
streets, with and without landscaped medians.

ln addition, preliminary concepts and locations of hardscape, wayfinding
signage by type, pedestrian crossing pavement details, and locations of
street furnishings will be suggested for each street type. Any unique
community-desired Citywide Streetscape elements determined prior to this
study shall be included, where appropriate, for discussion.
Digital copies of maps and nanatives shall be provided to the City at the
conclusion of this Task.
Task 4 Coordination Meeting - Consultant will attend and present findings to
City Staff to aid in determining needs and desires of the City to further
present conceptual landscape alternatives for identified streeUcorridor
types. At this meeting, Consultant will conduct a discussion of Goals and
Procedures of the session, review site opportunities and constraints,
review a preliminary determination of street hierarchy including entry
points, identify opportunities for Medjool Date Palms and review one (1)
conceptual landscape approach for up to five (5) street classifications.
The purpose of showing alternatives is to stimulate discussion by using
potential designs. lt is not intended to circumvent a creative participatory
process, but to bring the discussion into an interactive process.
Preparation of agenda outline / staff copies / powerpoint including up to
two (2) staff attendance is included.
Task 5 Draft Roadway Landscape Master Plan - Following the Coordination
Meeting; Consultant will assemble final components of the Landscape
Master Plan. Components of this work include the following, at a
minimum:
i. Goals Statement - A narrative of the Master Plan's goals to be
achieved; provided as previously developed in the goal-setting, and
as modified as a result of community input from the workshop and
website.
ii. Major Opportunities and Constraints - This includes the maps and
narrative from the data gathering stage provided in simplified format
as a means of providing a checklist of accomplishments by the
Master Plan in response to these existing conditions.
ii. Roadway Landscape Master Plan Narrative - A draft of written
Guidelines for the development of City streetscapes will be
prepared. The format of these Guidelines will be coordinated with
City staff to ensure their compatibility with existing codes and
development regulations. This narrative will be supported by the
graphics and exhibits also prepared as part of this task.
iv. Typical Conceptual Designs - Each major street type is identified
and matched with a preferred typical landscape and hardscape
design approach. This is a refinement of the alternative graphics
by either selection of a preferred alternative or modification of any

of them to create a more appropriate one. lssues of locations for
canopy trees, major palm plantings, use of color, and groupings of
plantings to achieve various preferred results are also provided.
v. lt is anticipated that up to five (5) roadway classifications will be
addressed in this design application. Each roadway classification
will be illustrated by use of cross-section drawings and typical plan
view segments.
vi. Typical street corridor plans will be prepared to indicate placement
of major plant materials.
vii. Gateway and key intersections concepts will be developed and
identify improvement to maximize emphasis of City identity and
theme.
vf,i. An estimate of conceptual construction costs will be prepared by
using a cost-per-linear foot basis for each street classification in the
study area.
bc The following topics will be incorporated, where appropriate, into
the Landscape Master Plan: Recommendations, lmplementation,
Timing, Funding Strategies and Revenue Sources for the updated
Master Landscape Study.
Task 6
x ldentify and assess City parks and City owned properties that can
be utilized by for future or replacement vegetation propagation and
storage if necessary.
Final Roadway Landscape Master Plan Package - Upon feedback from
City staff; Consultant will prepare the Final Roadway Landscape Master
Plan.
Task 7 City Commission Public Meeting - Consultant will attend one (1)
meeting to communicate the Roadway Landscape Master Plan. This Task
includes one (1) staff attendee. Minor document and powerpoint
development are included within this task.
The following additiona! Tasks to be provided by Consultant upon authorization by
Client
Task I Tree lnventory and Assessment - Consultant shall conduct an update to
the 2O12 tree inventory including trees and palms along the identified
corridors (approximately 3500 trees/Palms). lf additional plant material is
found the following data consistent with the 2012 inventory will be
provided: sub meter accurate G.P.S. location (Northering and Easting),
botanical name, common name, height and spread of tree or palm.
Mapping or plan sheet representation is not included.
