SPECIAL CITY COMMISSION WORKSHOP
MONDAY, JANUARY 14, 2019
CALL TO ORDER: Mayor Michelle J. Gomez called the Special Budget Workshop of the City
Commission to order at 8:50 a.m. on Monday, January 14,2019 at the Tamarac Recreation
Center, 7501 N. University Dr., Tamarac, FL, 33321.
ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko, Commissioner Marlon
Bolton and Commissioner Julie Fishman were in attendance. Commissioner Mike Gelin
joined the meeting at 9:14 a.m.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Kathleen
Gunn, Assistant City Attomey Julie Klahr, City Clerk Patricia Teufel, Financia! Services
Director Mark Mason, BSO Captain Neal Glassman, Building Officia! Claudio Grande,
Assistant Building Director Patrick Richardson, Permit Services Supervisor Anjanette
Rodriguez, Community Development Director Maxine Calloway, Fire Chief Percy Sayles,
Assistant Community Development Director Frank Zickar, Planner Robert Johnson, BSO Lt.
James Murray, Chief Structural lnspector George Folles, Traf Tech, Engineering, lnc. Traffic
Consultant Karl Peterson, City Engineer Mustafa Albassam, Assistant Fire Marshal Tommy
Demopoulos, Public lnformation & Media Specialist Elise Boston and Assistant to the City
Manager Laura Karpaviciute.
City Manager Cernech said the reason we are here this morning is because Tamarac will be
faced with a lot of development and redevelopment and we want to share with the
Commission the process when a developer comes in and goes before the Development
Review Committee (DRC) who reviews the project in great detail before it goes to the
Planning Board and then the Commission. We want to introduce you to the people that make
sure the development process goes forward in accordance with our Codes and then walk you
through an application and what it goes through before it reaches the Commission.
Assistant Community Development Director Zickar gave a presentation, a copy of which is on
file in the City Clerk's Office. Assistant Community Development Director Zickar went over
the powers and duties of the DRC, the Land Development Code Authorization (LDC) and
introduced the members of the DRC to the Commission. Assistant Community Development
Director Zickar then went over the application process including the pre-application staff
conference and neighborhood meetings and notice requirements. Assistant Community
Development Director Zickar briefly went over the Pollo Tropical project. Staff responded to
questions from Mayor Gomez and Vice Mayor Placko.
Mr. Peterson gave a presentation on the Pollo Tropical Traffic lmpact Study and responded
to questions from the Commission. Mr. Johnson went over Community Development's review
of the Site Plan for the Pollo Tropical project and went over and demonstrated the Electronic
Plan Review process. Assistant Community Development Director Zickar and Community
Development Director Calloway responded to questions from the Commission.
Mayor Gomez recessed the meeting at 10:01 a.m. and reconvened the meeting at 10:10 a.m
Commissioner Marlon Bolton re-joined the meeting at 10:14 a.m.

City Engineer Albassam gave a presentation on the Public Services' Department DRC
review, also went over their portion of the Pollo Tropical project and responded to a few
questions from the Commission. Assistant Fire Marshall Demopoulos gave a presentation on
the Tamarac Fire Department DRC review and responded to a few questions from the
Commission. Chief Structural lnspector Folles gave a presentation on the Building
Department DRC review and went over their portion of their review of the Pollo Tropical
project. BSO Lt. James Murray gave a presentation on the Broward Sheriffs Office DRC
review and went over the four overlapping Crime Prevention through Environmental Design
principles: Natural Access Control, Natural Surveillance; Territorial Reinforcement and
Maintenance. Community Development Director Calloway responded to a few questions from
the Commission. Assistant Community Development Director Zickar went over the final steps
of the application process before going to the Planning Board and Commission.
Mayor Gomez recessed the meeting at 10.53 a.m. and reconvened the meeting at 1 1 :08 a.m
with all present as before.
Chief Building Official/Director Grande introduced Mr. Richardson, Ms. Rodriguez and Mr.
Folles to the Commission. Chief Building Official/Director Grande gave a presentation, a copy
of which is on file in the City Clerk's Office. Chief Building Official/Director Grande talked
about Building Permit Requirements; the permitting system; plan review standards; plumbing,
electrical and structural plan review. Staff responded to questions from Mayor Gomez.
Ms. Rodriguez gave a presentation on the Building Department Permitting System and Mr.
Richardson gave a demonstration of the Building Department Plan Review process. Mr.
Folles talked about the structural review process and Ms. Rodriguez gave a demonstration on
the Electronic Plan Review Workflow Routing Sheet and also spoke about scheduling
inspections. Mr. Richardson spoke about Safety Permits. Chief Building Official/Director
Grande responded to questions from the Commission.
Mayor Gomez thanked staff for the explanation of the DRC and Building Permit Process and
City Manager Cernech thanked the Commission for their patience.
There being no further business to come before the City Commission, Mayor Gomez
adjourned the meeting at 12.54 p.m.
