HomeMy WebLinkAbout2019-02-13 - City Commission Regular Meeting MinutesCITY OF TAMARAC CITY COMMISSION MEETING WEDNESDAY, FEBRUARY 13, 2019 CALL TO ORDER: Mayor Gomez called the Commission Meeting of the City of Tamarac to order at 7:10 p.m. on Wednesday, February 13, 2019, in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko, Commissioner Marlon Bolton, Commissioner E. Mike Gelin, and Commissioner Julie Fishman were in attendance. Also in attendance were Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. Mayor Gomez said following the Pledge of Allegiance she is asking for a moment of silence to honor the memory of those individuals that we lost last year at Marjory Stoneman Douglas. Mayor Gomez said she would also like to once again express our gratitude to Tamarac's First Responders for doing what they do so well, even in the face of unspeakable tragedy. Mayor Gomez acknowledged several guests and elected officials that were present at the meeting. PLEDGE OF ALLEGIANCE: Mayor Gomez led the Pledge of Allegiance. 1. PROCLAMATIONS AND PRESENTATIONS: a. State of the City Address by Mayor Michelle J. Gomez: Mayor Gomez said this evening we take the opportunity to look back on a year of significant accomplishments in our City, as well as looking forward to the Tamarac of tomorrow. Mayor Gomez invited her colleagues to join her in the audience for two video presentations, which are on file in the City Clerk's Office. b. Presentation of a proclamation by Mayor Michelle J. Gomez Honoring Sandra Elizabeth Bernard-Bastien (Requested by Commissioner Julie Fishman) c. Presentation of a proclamation by Mayor Michelle J. CITY COMMISSION REPORTS: Mayor Gomez waived the Commission Reports for this meeting. 3. CITY ATTORNEY REPORT: City Attorney Goren said they just sent out the most recent report on the pending legislation for 2019 and he will talk about more in the near future. He asked the Commission to take a look at SB 518 and HB 265 relative to the Sunshine Law and the notice of public meetings. City Attorney Goren said he just spent 6+ hours being deposed today on a Sunshine Law case. This potential bill is a re -birth of a document filed last year. This bill will require Commissioners to respond to the public in connection with requests made by the public at a podium and to conduct a meeting without trappings as required by posting a notice and the agenda. It will subject public officials to not just a simple infraction of $500 per infraction; it will be a civil infraction, or it can be a criminal penalty to attend a meeting at which trappings etc. in the proposal are not met. City Attorney Goren said this includes such things as 3 days advance notice of all such meetings and such notice must include the publication of all agenda items and any materials that will be distributed at the meeting. The board or commission may schedule an emergency meeting and 24 hours advance notice must be provided and if necessary, the board or commission may amend the meeting agenda after publication. This bill also provides penalties for the sitting members of the commission for not complying with the proposal. City Attorney Goren said they will talk more about the proposals coming in as the evolve and at the next meeting he will be prepared to give a more in-depth analysis. City Attorney Goren said he had no litigation to report. 4. CITY MANAGER REPORT: Assistant City Manager Gunn reported that BSO will hold its annual Shred-A-Thon and Operation Medicine Cabinet event on Saturday, February 16th from 10:00 a.m. to 1:00 p.m. at Kings Point, 7620 Nob Hill Road, where you can safely dispose of unused and unwanted medicine and turn in documents with sensitive data to be shredded. Assistant City Manager Gunn invited people to attend the One Tamarac event on Saturday, February 23, 2019 from 4:00 p.m. to 8:00 p.m. at the Tamarac Sports Complex, featuring Grammy Award Winning Reggae Band "Inner Circle". The Multicultural Festival is a free event with entertainment, cultural exhibits, food trucks, a children's fun zone and a fireworks grand finale. Upcoming Events: The Tamarac Teen Summit will take place on Saturday, February 16, 2019 from 9.00 a.m. to noon. The 2019 Tamarac Teen Summit, Cyber Talk Edition, is for Page 2 of 4 COMMISSION MEETING February 13, 2019 teens 13 to 18 years and will be held at the Tamarac Community Center. Topics of discussion include: texting, online communication, cyber bullying, and setting boundaries. There will be a 31d Annual 3-point basketball challenge, raffles and giveaways. The Bicycle Safety Rodeo and Dr. Seuss's Birthday Celebration, a free event, is on Saturday, March 2nd, from 10:00 a.m. to 1:00 p.m. at Tamarac Park and you can enjoy obstacle courses, bike inspections, safety tips and much more. Bring your Bicycle and wear your helmet. In celebration of Dr. Seuss's Birthday, there will be reading of Dr. Seuss books, raffles, arts and crafts. The event is open to children ages 5 and older. Be sure to register for the free bike give -a -way. Assistant City Manager Gunn reported that yesterday morning, the City of Tamarac held their groundbreaking for Fire Station 36, located at 7200 N University Dr. This project includes the design, permitting and construction of a new hardened 11,400 square foot four bay Fire Station. It is estimated that the Fire Station will be completed in the Spring of 2020. 5. PUBLIC PARTICIPATION: Mayor Gomez opened Public Participation and the following individuals spoke: Ron Wasserman, 8577 Jade Dr., spoke on various items. Peter Mason, Tamarac/North Lauderdale Chamber of Commerce thanked the Commission for the in -kind support for the recent Business to Business Expo. 6. CONSENT AGENDA: Mayor Gomez asked Assistant City Manager Gunn if there were any changes/additions to the Consent Agenda and Assistant City Manager Gunn said there were no changes/additions to the Consent Agenda. Commissioner Gelin asked item 6 (c) be pulled for discussion. Commissioner Bolton seconded by Vice Mayor Placko moved approval of the Consent Agenda with the exception of item 6 (c) — TR13229. Motion passed unanimously (5- 0). a. Approval of the January 9, 2019 Regular Commission Meeting Minutes - APPROVED b. Approval of the January 23, 2019 Regular Commission Meeting Minutes - APPROVED City Attorney Goren read TR13229 by title into the record. Commissioner Gelin seconded by Commissioner Bolton moved approval of TR13229. Mayor Gomez opened the floor for Commission discussion. Public Services Director Strain and Purchasing/Contracts Manager Glatz responded to questions from Commissioner Gelin about the RFP and vendor selection process. Motion passed unanimously (5-0). c. TR13229 - Citywide HVAC Replacement (Bid No. 18-23RB): A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 18-23RB to and approving Agreements with HyVac, Inc. and Master Mechanical Services, Inc. for the replacement of the HVAC units in various City facilities for a combined total contract amount of $571,232.00 and a combined contingency in an amount of $57,123.00, will be added to the project for a total project budget of $628,355.00; authorizing an appropriation in an amount not to exceed $94,798.00 to fund said Project; providing for conflicts; providing for severability; and providing for an effective date.
