CITY COMMISSION WORKSHOP
MONDAY, FEBRUARY 25, 2019
CALL TO ORDER: Mayor Michelle J. Gomez called the Workshop of the City Commission to
order at 9:39 a.m. on Monday, February 25, 2019 in Conference Room 105, City Hall, 7525
NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Mike Gelin and Commissioner Julie Fishman were in attendance.
Also in attendance were City Manager Michael Cernech, Assistant City Manager Kathleen
Gunn, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Bolton led the Pledge of Allegiance.
1.Presentation on Slope Correction Project on N. Pine Island Road by Anh Ton, P.E.,
Director, Broward County Highway and Bridge Maintenance Division. Mr. Ton gave a
presentation, a copy of which is on file in the City Clerk's Office. He talked about
Superelevation Improvements and explained the benefits of using superelevation to
prevent traffic accidents as it assists drivers around curves. Mr. Ton talked about the
location of the project, at N. Pine Island Road between 79th Street and Southgate
Boulevard and provided detail information about what the construction entails. The length
of the project is four months and is asking City Commissioners to consider working during
the spring instead of the summer to avoid the rainy season which could slow down project
completion. Mayor Gomez opened the floor to City Commission for discussion. Vice Mayor
Placko spoke of her concerns about traffic in areas that are currently under construction,
requested data regarding the guardrail, and finding ways not to intrude in residential
neighborhoods. Commissioner Fishman expressed safety concerns and the protection of
students at Taravella High School suggesting moving the initial date of the project to after
June 27th, 2019 when school ends eliminating the possibility of children getting hurt. Mr.
Ton noted that bike lanes will be added in each direction and the sidewalk will be
completely replaced. Discussion continued in regard to working night hours, number of
BSO officers needed, and having a street light on Pine Island and 75th Street replacing the
Fire Station Intermittent yellow light, with the understanding of leaving the Fire Station in
control of the light.
Commissioner Gelin left the meeting at 10:10 a.m. returning at 10:14 a.m.
Additional discussion ensued regarding paving schedule to take place during weekends.
Mayor Gomez asked for a consensus with a 5-0 voting in favor of night work. Mr. Ton said
he will look into scheduling paving work on weekends and will provide information to
residents. With no further discussion, Mayor Gomez moved to the next item on the
agenda.
2. TR13234 - Design Build of Sports Complex Concession Building: A Resolution of the
City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials
to Award RFP #18-16R and execute an Agreement with West Construction, Inc., for the

design/build of Tamarac Sports Complex Concession Building for an amount not to
exceed $1,174,243; a contingency amount of $117,424 will be added to the project
account for a total project budget of $1,291,667; authorizing expenditures from the
appropriate accounts; providing for conflicts; providing for severability; and providing for an
effective date. Parks & Recreation Director Greg Warner, Parks & Recreation Assistant
Director Linda Probert, Public Services Assistant Director John Doherty and
Purchasing/Contracts Manager Keith Glatz appeared. Parks & Recreation Director
Warner gave a presentation, a copy of which is on file in the City Clerk's Office. Director
Warner talked about what the project includes, current facilities and new construction
design that included the benefits and enhancements to the Tamarac Sports Complex. He
also talked about the RFP process for the project, contractor selection and presented
conceptual images for the concession building. Director Warner made a recommendation
to approve RFP #18-16R and execute an Agreement with West Construction, Inc. then
responded to questions from the City Commission related to temporary concession trailer,
communicating to teams, space utilization and vendor selection.
With no further discussion, Mayor Gomez recessed the meeting at 10:42 a.m. and
reconvened at 10:56 a.m.
3. Presentation on Procurement Procedures - Financial Services Director Mark Mason and
Purchasing/Contracts Manager Keith Glatz appeared. City Manager Cemech provided
opening remarks noting that the procurement procedures presentation, as in the past, is to
remind and to help the City Commission understand the procurement process. He
concluded saying it is a refresher training on issues like business entities and business
discussions. Purchasing/Contracts Manager Glatz gave a presentation, a copy of which is
on file in the City Clerk's Office. Mayor Gomez opened the floor for questions and
discussions by the City Commission. Purchasing/Contracts Manager Glatz responded to
City Commission questions related to number of contracts by department, the difference
between private and public service, specifications meeting the needs of the departments,
scrutiny companies, training and educating, quality of items and value of each category.
With no further discussion, Mayor Gomez moved to the next item on the agenda.
4. Discussion on Sister Cities: Assistant to the City Manager Laura Karpaviciute. Assistant
to the City Manager Laura Karpaviciute gave a presentation, a copy of which is on file in
the City Clerk's Office. Ms. Karpaviciute provided feedback related to Sister Cities
International, and to find out if the City Commission is interested in receiving more
information. She spoke about the Sister Cities International mission and noted that the
2018 membership directory of over 400 members includes 25 Florida Cities. Ms.
Karpaviciute reported findings that are the product of her reaching out to other local Cities.
Mayor Gomez opened the floor for City Commission questions and discussion. Discussion
included 2001-2002 City of Tamarac Sister Cities Program. Commissioner Gelin left the
meeting at 12:02 p.m. returning at 12:04 p.m.
Mayor Gomez invited Ms. Carolina Rendeiro, Sister Cities International State
Representative for Florida in Washington, D.C., to speak on behalf of the Sister Cities
International programs in the State of Florida. A consensus to receive additional
information regarding Sister Cities International by the City Commission was reached

unanimously. With no further discussion, Mayor Gomez moved to the next item on the
agenda.
5. Discussion on Legislative Aides: City Manager Michael Cernech and Human Resources
Director Lerenzo Calhoun. Human Resources Director Lerenzo Calhoun gave a
presentation, a copy of which is on file at the City Clerk's Office. Director Calhoun noted
25 government agencies were surveyed of which 7 offered no administrative support. He
presented a copy of the City of Tamarac Code of Ordinances Section 2-32 — Legislative
Aides for their reference. Discussion ensued regarding a Legislative Aide and individual
Commissioner's needs and views. Mayor Gomez asked for a consensus on adding one
additional support staff with no consensus reached. Mayor Gomez directed City Manager
Cernech and Director Calhoun to meet and revisit today's discussion. City Manager
Cernech noted he will take and work with the comments discussed today and return with a
plan back to the City Commission.
6. Other
There being no further business to come before the City Commission, Mayor Gomez
adjourned the meeting at 12:57 p.m.
