Lauren Jackson Ericks Consultants, Inc. 1. Call to Order Coconut Creek Mayor Joshua Rydell called the meeting to order at 12:24 p.m. 2. Approval of Minutes – April 10, 2023 – Hosted by the City of Lauderhill The minutes of the April 10, 2023, meeting were approved by unanimous consent. Mayor Rydell highlighted the Junior Achievement facility and recommended members attend when students from their cities attend. He noted every fifth grader in Broward County visits the facility and stated there would be a tour following the meeting. 3. Legislative Update – Ericks Consultants, Inc. Mayor Rydell introduced Coconut Creek’s lobbying firm, Ericks Consultants, Inc. Northwest Council of Elected Officials Meeting Minutes May 15, 2023 Page 2 Candice Ericks, Ericks Consultants, Inc., thanked those who had traveled to Tallahassee for Broward Days and the League of Cities Day of Action, noting those visits had an impact. She provided an overview of the 2023 State Legislative Session and discussed the current legislators in Tallahassee. Lauren Jackson, Ericks Consultants, Inc., continued with the session overview, noting a number of challenges during the session, including bill drafting getting backed up by the timing of special sessions, which resulted in last-minute hearings and amendments. She discussed navigation of the super majority and stated a special session for “open carry” was rumored. Ms. Jackson discussed the main priorities of Senate President Kathleen Passidomo, including the Affordable Housing Bill and the Live Local Act. She reviewed the programs and funds integrated into the bills, as well as the preemptions. Discussion ensued briefly regarding development under the bills and options for mitigation. Ms. Jackson continued to review the Senate President’s priorities, including expansion of the Sun Trail and legislation related to business challenges of local ordinances. She reviewed House Speaker Paul Renner’s priorities, including private school vouchers and environmental and social governance (ESG) investing. Continuing, Ms. Jackson shared regarding Form 6 Financial Disclosures for local officers, noting the issue had been around a while and concerns had been raised repeatedly. She stated City Managers and County Administrators had been removed from the requirement to file the Form 6. She stated the changes to the disclosures came as part of a larger ethics package, portions of which were supported by the Florida League of Cities. Discussion ensued regarding interpretation of the legislation and application of ESG investing. Ms. Jackson highlighted the Growth Management package, which addressed negotiated settlements, increased the planning horizon, and identified what data could and could not be used. She continued to review additional legislation of note that passed during the session, including: • Permitless carry; • Abortion restrictions; • Public employee union bill; and • Surfside (condo) glitch bill. Ms. Jackson reviewed a list of preemptions that had failed, including: • Sovereign immunity; • Vacation rentals; • Solid waste management; and • Residential permitting. Ms. Ericks recognized Junior Achievement in Tallahassee for their work for young people. Northwest Council of Elected Officials Meeting Minutes May 15, 2023 Page 3 4. Old Business There was no discussion regarding old business. 5. New Business Broward County Commissioner Hazelle Rodgers spoke briefly regarding the third amendment to an interlocal agreement with public school facilities. Parkland Commissioner Bob Mayersohn shared an invitation to the upcoming Broward League of Cities Gala and commented on the Solid Waste Interlocal Agreement. He encouraged those with questions to reach out. There being no further discussion from the members, Mayor Rydell invited Casey Dellapenna, Director of Development at Junior Achievement, to briefly speak about the Junior Achievement facility. Mr. Dellapenna invited those wishing to tour the facility to join him following the meeting adjournment. 6.
