R-2023 -IA57 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, RATIFYING THE GRANT APPLICATION AND ACCEPTING A $25,000 GRANT FOR CULTURAL PROGRAMMING, FROM THE STATE OF FLORIDA, DEPARTMENT OF STATE, DIVISION OF ARTS AND CULTURE; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE GRANT AGREEMENT ATTACHED HERETO AS EXHIBIT "A", AND NECESSARY DOCUMENTS, PENDING LEGAL REVIEW, TO RECEIVE SAID GRANT FUNDING AND AGREEING TO A 1:1 LOCAL MATCH; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac is a growing and diverse community; and WHEREAS, the City Commission of the City of Tamarac recognizes the need for cultural programming within the City to be diverse and accessible to all; and WHEREAS, prior to the COVID epidemic, the City hosted over 14 outdoor events, annually, to entertain Tamarac residents, while fostering inclusivity, communication, and mutual respect for each other; and WHEREAS, the City submitted a grant application to the State of Florida, Department of State, Division of Arts and Culture (hereinafter referred to as "Division"), for funding to support the City's continued efforts to produce its unique, cultural festivals throughout the year; and Temp. Reso. #14032 October 25, 2023 Page 2 of 4 WHEREAS, the City qualified for and was awarded a Specific Cultural Project grant, in the amount of $25,000, by the Division, grant number 24.c.pr.180.304; and WHEREAS, the Division's grant program requires a 1:1 cash or in -kind (donated goods or services) local match from the City; and WHEREAS, the Assistant Director of Parks and Recreation recommends: (i) ratification of the grant application submitted to the Division; (ii) acceptance of the Specific Cultural Project grant, award number 24.c.pr.180.304, for grant funding in the amount of $25,000; (iii) agreement to provide a 1:1 local match by the City; and (iv) pending legal review, execution of the grant agreement and any other necessary documents between the Division and the City of Tamarac, for the receipt of the grant funds; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interests of the citizens and residents of the City of Tamarac: (i) to ratify the grant application submitted to the Division; (ii) to accept the Specific Cultural Project grant, award number 24.c.pr.180.304, for grant funding in the amount of $25,000; (iii) to agree to the 1:1 cash or in -kind local match of $25,000 by the City; and (iv) pending legal review, to execute the grant agreement and any other necessary documents between the Division and the City of Tamarac, for the receipt of the grant funds. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA THAT: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Temp. Reso. #14032 October 25, 2023 Page 3 of 4 Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this Resolution. SECTION 2: The City Commission of the City of Tamarac HEREBY ratifies the grant application submitted to the Division. SECTION 3: The City Commission of the City of Tamarac HEREBY accepts the Specific Cultural Project grant, award number 24.c.pr.180.304, for grant funding in the amount of $25,000. SECTION 4: The City Manager and/or other appropriate City Officials are HEREBY authorized to execute the grant agreement and any other necessary documents, pending legal review, between the City of Tamarac and the Division, for grant funding in the amount of $25,000, with a 1 : 1 cash or in -kind local match by the City. A copy of said agreement is attached HERETO as Exhibit A and is incorporated HEREIN by this reference. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part, or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
