R-2023 - /3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE ADOPTION AND IMPLEMENTATION OF THE JOB CLASSIFICATION AND COMPENSATION PLAN PREPARED BY HUMAN RESOURCES COMPENSATION CONSULTANTS, LLC ("HRCC") EFFECTIVE OCTOBER 1, 2023, PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in order to meet our strategic objective to attract and retain a highly talented and motivated workforce, the City initiated a Comprehensive Classification and Compensation Study in early 2023; and WHEREAS, the City contracted with HRCC to evaluate, update and recommend a comprehensive job classification and compensation system to ensure that the City is able to competitively recruit new employees, retain a current high -performing work force, and motivate employee work performance.; and WHEREAS, after a comprehensive review and evaluation process, HRCC submitted a draft report in May, 2023 with recommendations to create the classifications and compensation plan for bargaining and non -bargaining employees; and WHEREAS, City staff worked closely with HRCC consultants to ensure that the issues identified by employees and managers were addressed in the study; and WHEREAS, HRCC submitted a comprehensive Job Classification and Compensation Study that included the methodology and process used to conduct the study, a description of the City's current classification and compensation environment, data and findings from the analysis of positions and salary surveys, and proposed solutions and recommendations, and Temp. Reso. 14002 November 8, 2023 Page 2 of 3 WHEREAS, the Federation of Public Employees (FPE) was presented with the study during a negotiation session; and WHEREAS, it is the recommendation of the City Manager and the Director of Human Resources that the Job Classification and Compensation Study be implemented effective October 1, 2023 for FPE bargaining and non -bargaining unit employees; and WHEREAS, funds were allocated in the FY2024 budget to cover the costs of implementing the Job Classification and Compensation Study. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA THAT: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this Resolution. SECTION 2: The City Commission approves the adoption and implementation of the Classification and Compensation Study attached as "Exhibit I". SECTION 3: The City Commission approves the adoption and implementation of the proposed Classification and Pay Plans as detailed in "Exhibit I" for FPE Bargaining, Non -Bargaining, Fire Management and Executive classifications. SECTION 4: All approved budget transfers required to fund the provision of the Resolution are hereby approved. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, or other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. This project executive summary focuses on all City positions. Review Info and Confirm Job Update JDs Framework Analyze Labor Market Create Pay Framework HR Compensation Consultants, LLC (HRCC) created a new Job and Pay Framework for all positions (excluding Firefighters). In addition, HRCC created new job descriptions for each position. The enhanced pay framework classifies jobs by role and level and assigns jobs to a market competitive pay grade and range structure. This framework consists of the followingtwo elements: • Job Framework — provides an internal standard to evaluate all jobs now and in the future; updated job descriptions are slotted into a structure • Pay Framework — provides a pay structure so that we can recruit and retain key talent and consistently and fairly administer pay This project was conducted from January to May 2023. Project Objectives Major Tasks Reviewed job o Gathered the City's organizational charts, employee information, job information and descriptions, and pay practices created internal o The Expanded Management Team (EMT) completed Department consistency of job Questionnaires (DQs) to share recent and potential job changes and any classifications recruitment and retention challenges with HRCC o HRCC met with the Department Directors as a group to discuss the process, steps, and what to expect; and the City's HR Team hold EMT information sessions o All non -sworn fire employees were asked to complete Position Questionnaires (PQs) to provide updated job content information; 95% of employees completed a PQ o HRCC conferenced with Department Directors individually to understand operations and how current jobs align; they updated our job descriptions based on PQ information and assigned Roles and Levels to each job, establishing / confirming internal job alignment Survey the labor o HRCC analyzed current labor market data by collecting pay range data from market these government employers: o Boca Raton o Boynton Beach o Broward County o Coconut Creek o Coral Springs o Davie o Delray Beach o Fort Lauderdale o Lauderhill o Margate o Oakland Park o Plantation o Pompano Beach o Sunrise o West Palm Beach THE CITY OF TAMARAC CLASSIFICATION & COMPENSATION STUDY wcc HR COMPENSATION CONSULTANTS, LLC Project Objectives I Major Tasks I The current pay ranges for non -bargaining jobs were compared to the average pay range minimums, midpoints and maximums and were found to be under market: o minimum 8% below average o midpoint S% below average o maximum 2% below average The current pay ranges for the bargaining (not Fire) jobs were also found to be under market: o minimum 1% below average o midpoint 2% below average o maximum 2% below average Role & Level Job Framework establishes internal equity by aligning jobs across an organization, regardless of department or function, by assigning each job to 1 of 4 Roles. Within each Role, there are multiple Levels (Entry, Intermediate, Senior, etc.) which allows for changes as the organization grows. Each job title has a role and level assignment. Each job has a Role, Level and Grade assignment; represents the value of jobs within the organization relative to the outside job market. HRCC has aged the pay ranges by 3% for use in FY2024. Proposed Pay Plans for each employee group are included on the following pages. New Job Descriptions and Updated Pay Administration Guidelines, provided under separate cover, will help the City make consistent pay decisions as it recruits new candidates and ensure retention amongst existing staff.
