CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2024—
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA APPROVING THE PURCHASE
OF WASTEWATER LINING SERVICES FOR
WASTEWATER MAINLINE, LATERALS, AND MANHOLES,
NOT TO EXCEED A CUMULATIVE AMOUNT OF
$1,000,000.00 FOR SAID SERVICES; AND AUTHORIZE
THE APPROPRIATE CITY OFFICIALS TO SELECT,
APPROVE, AND AWARD THE PURCHASE OF SAID
SERVICES UTILIZING COMPETITIVE PROCUREMENT
METHODS INCLUDING, BUT NOT LIMITED TO, VORTEX
SERVICES, LLC UTILIZING CITY OF TALLAHASSEE
CONTRACT NO. 4523 AND JEA CONTRACT NO.
JEA11200; SAK CONSTRUCTION, LLC, UTILIZING CITY
OF ST. PETERSBURG BPA# 236499; AND BLD SERVICES,
UTILIZING CITY OF PLANTATION BID NO. 07-21 IN AN
AMOUNT NOT TO EXCEED A CUMULATIVE AMOUNT OF
$1,000,000.00 FOR SAID PURPOSE; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, The City of Tamarac conducted a Wastewater Master Plan Study in
2012, excessive Inflow & Infiltration (I & 1) was identified by wastewater pump station
basins; and
WHEREAS, Public Services chose to utilize available contracts awarded by other
governmental entities for Wastewater Collection System Inflow and Infiltration
Rehabilitation, as provided by City Code Section 6-148 (d), which states that the
purchasing officer may utilize contracts with other governmental agencies; and
WHEREAS, the Director of Public Services, Director of Financial Services, and
Purchasing and Contracts Manager have determined that it is in the City's economic
interests to purchase Wastewater Lining Services utilizing competitive procurement

methods including, but not limited to Vortex Services, LLC utilizing City of Tallahassee
Contract No. 4523 and Contract No. JEA11200; SAK Construction, LLC, utilizing City of
St. Petersburg BPA# 236499; and BLD Services, utilizing City of Plantation Bid No. 07-
21 in an amount not to exceed the approved annual budget for said purpose, copies of
the Agreements and cost proposals are incorporated herein by reference and on file in
the Office of the City Clerk, and
WHEREAS, due, in part, to the proactive maintenance of the City's Wastewater
infrastructure, the City does not have a sufficient quantity of work to warrant the
competitive bid of large-scale, and requires the ability and flexibility to select, approve,
and award the most cost-effective, best suited, and available contractor for the specific
type and quantity of lining services needed at the time of purchase utilizing the competitive
procurement method described above; and
WHEREAS, funds in the amount of $1,000,000 are available in the Utilities
Renewal and Replacement Fund for the annual Wastewater Lining Work (Project No.
UT23B and Project No. UT24B); and
WHEREAS, City Commission approval is required for expenditures in excess of
the State of Florida threshold for Category Three as defined in the F.S. §287.017(3),
currently set at $65,000 per City of Tamarac Code §6-145; and
WHEREAS, the Public Services Director recommends the City Commission of the
City of Tamarac approve the purchase of Wastewater Lining Services utilizing competitive
procurement methods described above at the time of purchase, and authorize a
cumulative expenditure not to exceed the Budgeted Amount of $1,000,000.00 for said
purpose; and

WHEREAS, the City Commission of the City of Tamarac Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to authorize purchase
of Wastewater Lining Services utilizing competitive procurement methods described
above at the time of purchase, and authorizes a cumulative expenditure not to exceed
the Budgeted Amount of $1,000,000.00 for said purpose.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof. All Exhibits attached hereto are incorporated herein and made a
specific part of this Resolution.
SECTION 2: The annual purchase of Wastewater Lining Services utilizing
competitive procurement methods including, but not limited to Vortex Services, LLC
utilizing City of Tallahassee Contract No. 4523 and Contract No. JEA11200; SAK
Construction, LLC, utilizing City of St. Petersburg BPA# 236499; and BLD Services,
utilizing City of Plantation Bid No. 07-21 in an amount of the approved annual project
budget of $500,000.00, not to exceed a cumulative amount of $1,000,000.00 for said
purpose is HEREBY authorized.
SECTION 1 The appropriate City Officials are hereby authorized to select,

approve, and award annually utilizing competitive procurement methods at the time of
purchase including, but not limited to Vortex Services, LLC utilizing City of Tallahassee
Contract No. 4523 and Contract No. JEA11200; SAK Construction, LLC, utilizing City of
St. Petersburg BPA# 236499 ; and BLD Services, utilizing City of Plantation Bid No. 07-
21, utilizing the Contract and Contractor which is most beneficial to the City at the time of
purchase, and to take all steps necessary to effectuate the intent of this Resolution.
SECTION 4: Funding is available in the Utilities Renewal and Replacement
Fund, specifically in Account No. 441-6040-533.63-40 in an amount of $500,000.00 for
Project No. UT23B and $500,000.00 for Project No. UT24B, for a cumulative budget of
$1,000,000.00.
SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.
