RESOLUTION R-2024- OI 1
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPOINTING MEMBERS TO THE
CITY'S AFFORDABLE HOUSING ADVISORY COMMITTEE
AND REMOVING MEMBERS THAT HAVE TERMED OUT AS
REQUIRED BY SECTION 420.9076 (2) FLORIDA STATUTES
AND CITY ORDINANCE NO.2008-04; PROVIDING FOR THE
EXPIRATION OF TERMS OF OFFICE; DIRECTING CITY
STAFF TO TAKE ANY AND ALL ACTION NECESSARY TO
EFFECTUATE THE INTENT OF THIS RESOLUTION;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the State of Florida enacted the State Housing Initiatives Partnership
Act ("Act") also known as the William E. Sadowski Affordable Housing Act, which
allocates a portion a new and existing documentary stamp taxes on deeds to local
governments for development and of affordable housing through the SHIP Program; and
WHEREAS, the Act requires that in order to receive SHIP funds, the local
government appoint an Affordable Housing Advisory Committee to recommend monetary
and non -monetary incentives for the Affordable Housing Incentive Plan and that its
members be appointed; and
WHEREAS, on March 12, 2008 the City of Tamarac (hereinafter referred to as the
"City"), pursuant to State Housing Initiatives Partnership Act ("Act"), adopted Ordinance
No. 2008-04, thereby creating the City's Affordable Housing Advisory Committee; and
WHEREAS, Ordinance No. 2008-04, provides that members of the Committee
shall be appointed by resolution; and
WHEREAS, On October 24, 2012, the City Commission adopted Resolution 2012-
117, authorizing a partial waiver of the appointment process specified in Chapter 2. Article

III, Section 2-58 of the City's Code of Ordinances, allowing staff to solicit members within
the specified disciplines; and
WHEREAS, the Act expressly requires that at least 8 but not more than eleven (11)
members be appointed to the Affordable Housing Advisory Committee; and
WHEREAS, On June 23, 2016, the City Commission adopted Resolution 2016-69,
appointing 8 members to the Affordable Housing Advisory Committee; and
WHEREAS, Per Section 3. of Resolution No. R-2016-69, staff is authorized to
appoint new Affordable Housing Advisory Committee until a resolution can be brought to
the City Commission; and
WHEREAS, on May 29, 2019 City Staff appointed David Mohabir, via resolution
R-2019-48 who was actively engaged as a real estate professional and Carlton Harris,
via resolution R2018-133, a citizen who resides within the jurisdiction, and
WHEREAS, Carlton Harris and David Mohabir have termed out and will no longer
serve; and
WHEREAS, Carlton Harris and David Mohabir will be removed due to term limits
upon adoption of Temporary Resolution number #14069 at the January 24, 2024 City
Commission meeting; and
WHEREAS, at the January 24, 2024, City Commission meeting, staff recommends
the appointment of Viola Watson, a citizen who actively serves on the local planning agency,
Brian Haywood, a citizen who resides within the jurisdiction, and Cynthia Reynoso, a citizen
who resides within the jurisdiction; and
WHEREAS, Affordable Housing Advisory Committee is tasked with the
responsibility of advising the City Commission on matters related to monetary and non-

monetary incentive strategies for the Affordable Housing Incentive Plan and producing a
annual report; and
WHEREAS, the City, through its Local Housing Assistance Plan, provides for the
housing needs of its citizens, and promotes the efficient location, design, and provision
of affordable housing; and
WHEREAS, the Affordable Housing Advisory Committee is further intended to be
another resource for the City to utilize when examining ways to offer and promote
affordable housing options within the City; and
WHEREAS, the City Commission deems it to be in the best interests of the health,
safety and welfare of the citizens and residents of the City to appoint the following members
to the City's Affordable Housing Advisory Committee:
• Viola Watson, a citizen who actively serves on the local planning agency
• Brian Haywood, a citizen who resides within the jurisdiction
• Cynthia Reynoso, a citizen who resides within the jurisdiction
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA THAT:
Section 1. The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this Resolution.
Section 2. The City Commission of the City of Tamarac, Florida hereby appoints
the following individuals to the City's Affordable Housing Advisory Committee:
• Viola Watson, a citizen who actively serves on the local planning agency
• Brian Haywood, a citizen who resides within the jurisdiction

Section 3. The Advisory Committee shall serve a term of 4 years. If a vacancy
occurs prior to the expiration of any member's full term, Staff will appoint a new member
until a resolution can be brought to City Commission. Any member whose term has
expired may continue in his/her capacity until such time as the City Commission, by
resolution, reappoints that member or appoints a new member to fill his/her seat.
Section 4. The City Staff is hereby directed to take any and all action necessary
to effectuate the intent of this resolution.
Section 5. All resolutions or parts of resolutions on in conflict herewith be, and the
same are hereby repealed to the extent of such conflict.
Section 6. If any clause, section, other part or application of this Resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or application,
it shall not affect the validity of the remaining portions or applications of this Resolution.
Section 7. This Resolution shall become effective immediately upon its passage
and adoption.
