CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2024 - 0/
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA, AMENDING THE ADOPTED SPENDING
PLAN FOR THE STATE AND LOCAL FISCAL RECOVERY FUNDS
(SLFRF) TOTALING $897,007 ALLOCATED TO THE HOUSING
DIVISION OF THE COMMUNITY DEVELOPMENT DEPARTMENT
AS A PART OF THE AMERICAN RESCUE PLAN ACT (ARPA);
AUTHORIZING THE CITY MANAGER OR APPROPRIATE CITY
OFFICIALS TO EXECUTE DOCUMENTS NECESSARY TO
INITIATE THE IMPLEMENTATION PROCESS; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS, On March 11, 2021, President Biden signed The American
Rescue Plan Act (ARPA) into law; and
WHEREAS, The Coronavirus State and Local Fiscal Recovery Funds
(SLFRF) program, a part of the American Rescue Plan Act (ARPA), delivered $350
billion to state, local, and Tribal governments across the country to support their
response to and recovery from the COVID-19 pandemic; and
WHEREAS, SLFRF program provides substantial flexibility for each
jurisdiction to meet local needs within the four separate eligible use categories; and
WHEREAS, the four eligible use categories are (1) Replace lost public sector
revenue, (2) Support the COVID-19 public health and economic response, (3)
Provide premium pay for eligible workers performing essential work, and (4) Invest
in water, sewer, and broadband infrastructure; and
WHEREAS, through the US Treasury, the City of Tamarac was allocated
$10,897,007 in SLFRF; and
WHEREAS, $10 million dollars were used to replace lost public sector
revenue; and

WHEREAS, $897,007 was allocated to the Housing Division of the
Community Development Department; and
WHEREAS, the Housing Division proposed activities are eligible under the
"support the COVID-19 public health and economic response" category; and
WHEREAS, Resolution R-2023-057 established the following spending plan:
Housing Stability Services ($52,000), Single Family Weatherization-Roof and
Windows ($505,307), Rental Gap Assistance ($200,000), Public Services for
victims of domestic violence ($50,000), Administration ($89,700); and
WHEREAS, on January 24, 2024, the City Commission, by consensus,
authorized the use of the Rental Gap $200,000 allocation to also fund a Mortgage
Assistance Program; and
WHEREAS, to ratify the City Commission's consensus, the amended
spending plan as authorized by the City Commission is as follows: Housing Stability
Services ($52,000), Single Family Weatherization-Roof and Windows ($505,307),
Residential Assistance (Rental Gap and Mortgage Assistance) ($200,000), Public
Services for victims of domestic violence ($50,000), Administration ($89,700); and
WHEREAS, staff is authorized to transfer funds between Single Family
Weatherization- Roof and Windows and Residential Assistance activities to ensure
a timely response to residents in need; and
WHEREAS, the Community Development Director recommends adopting
the amended spending plan and allowing staff to transfer funds as needed, and that
the City Manager or appropriate city officials be authorized to execute any
documents necessary to effectuate the intent of this resolution; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to

be in the best interest of the residents of the City of Tamarac to amend the spending
plan and allow staff to transfer funds as needed to assist residents with the
Coronavirus State and Local Fiscal Recovery Funds (SLFRF).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified
and confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits referenced herein are hereby incorporated into this
Resolution and made a specific part hereof.
SECTION 2: That the City Commission hereby amends the spending
plan for the Coronavirus State and Local Fiscal Recovery Funds (SLFRF)
SECTION 3: The City Manager or appropriate City officials is hereby
authorized to execute any documents necessary to effectuate the intent of this
resolution.
SECTION 4: All resolutions or parts of resolutions in conflict herewith
be, and the same are hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or

invalid, in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.
SECTION 6: This Resolution shall become effective immediately upon
its passage and adoption.
