3.PUBLIC PARTICIPATION
Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. When an issue has been
designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has
been properly noticed for that matter.
Members of the public wishing to provide comments to the City Commission, on any matter, including items
on the agenda, may submit their comments via email to cityclerk@tamarac.org. All comments submitted by
email shall be made part of the public record. The City has authority under the City Code to regulate the
manner in which comments are made during any public meeting. Please be advised, the City will not read
publicly any emails.
Announcement of Time Allocations-Motions to Table
The Chair, at this time, will announce those items have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The
Commission may agendize by majority consent matters of an urgent nature which have come the
Commission's attention after publication.
4.CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the recommendation will
be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution
2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered individually.
4.a Approval of the January 24, 2024 Regular Commission Meeting Minutes
4.b Approval of the January 31, 2024 Joint Commission Workshop with the Planning Board
Minutes.
4.c TR14040 - A Resolution of the City Commission of the City of Tamarac, Florida approving the
purchase of horticultural chemicals; authorizing the appropriate City Officials to select,
approve and award the purchase of horticultural chemicals annually utilizing competitive
procurement methods with prequalified vendors for a period of twenty-four (24) months;
authorizing an annual expenditure from the appropriate accounts not to exceed the approved
annual budget of $448,736.00 and as may be amended by the City Commission for said
purpose; providing for conflicts; providing for severability; and providing for an effective date.
4.d TR14073 - A Resolution of the City Commission of the City of Tamarac, approving the
purchase of ADA compliance software Monsido and AudioEye from CivicPlus, utilizing the
interlocal purchasing system (TIPS) Contract 220105, at an initial cost of $12,666.67;
authorizing the appropriate City Officials to execute associated contract documents;
approving the continuance of already existing, contracted services through CivicPlus;
authorizing expenditures from the appropriate accounts; authorizing the appropriate City
Officials to approve renewal options; approving additional new purchases from CivicPlus up
to a total of $65,000, in accordance with the Tamarac procurement code, during the current
fiscal year and for succeeding fiscal years for the duration of this agreement; providing for
conflicts; providing for scrivener errors; providing for severability; and providing for an
effective date.
4.e TR14089 - A Resolution of the City Commission of the City of Tamarac, Florida, approving
Task Authorization No. 23-16S and authorizing the appropriate City Officials to execute Task
Authorization No. 23-16S with Tetra Tech, Inc., to provide professional services to update the
City’s Wastewater Master Plan in accordance with the City's Consulting Engineering
Agreement as authorized by Resolution No. R-2022-138, for an amount not to exceed
$316,840.00; approving funding from the appropriate adopted utilities capital budget; funding
in the amount of $300,000.00 is available in Project Number UT22L; the remainder of the
project, in the amount of $16,840.00 is available in Project Number UT21X for Engineering
Services for Force Main Replacement Study; a budget transfer will be required for proper
accounting purposes and will be included in a future budget amendment, per F.S. 166.241(8);
authorizing the proper City Officials to administer the contract; providing for conflicts;
providing for severability; and providing for an effective date.
4.f TR14092 - A Resolution of the City Commission of the city of Tamarac, Florida, approving an
amendment to the restated Interlocal Agreement between the City of Tamarac, and the Clerk of
Courts for the Seventeenth Judicial Circuit of the State of Florida to provide for modifications
to the fee structure for the processing and collection of parking citations, for a term of three
(3) years; authorizing the appropriate City Officials to execute the necessary documents to
effectuate this resolution; providing for conflicts; providing for severability; and providing for
an effective date.
4.g TR14096 - A Resolution of the City Commission of the City of Tamarac, Florida, adopting a
Resolution of Support for three Municipal Capital Projects for the Broward County Mobility
Advancement Program (30-Year One Percent Surtax for Transportation) funding;
acknowledging that the projects are located within the City of Tamarac; ratifying an
application for Cycle 5 funding for three Municipal Capital Projects in an amount not to exceed
$2,415,085; providing for conflicts; providing for severability; and providing for an effective
date.
5.REGULAR AGENDA
5.a TR14085 - A Resolution of the City Commission of the City of Tamarac, Florida, authorizing a
reasonable time extension of the notice to the public of a pending ordinance for an additional
one hundred and eighty (180) days in accordance with chapter 10, section 10-5.4(U)(3)(b)(iii) of
the City of Tamarac code of ordinances; and authorizing and directing the City Manager to
undertake further study and review of Florida State Statutes as set forth in Chapter 2023-17,
laws of Florida, Section 166.04151, Florida Statutes (2023), Senate Bill 328, and other land
development regulations addressing affordable housing, mixed-use and multi-family projects
to develop and process for adoption an ordinance to provide for certification of compliance of
affordable housing projects and other land development regulations addressing affordable
housing, mixed-use and multi-family projects and providing an effective date and an
expiration date of six (6) months.
5.b TR14095 - A Resolution of the City Commission of the City of Tamarac, Florida, approving a
Restrictive Covenant for the property commonly known as the Colony West Championship
and Glades Golf Courses located in the City of Tamarac and restricting the use of the property
in perpetuity as recreational, golf course use, open space, and cultural facility, attached
hereto as exhibit “a”; providing the City Manager and the City Attorney to do all things
necessary to effectuate this resolution ; providing for conflicts; providing for severability;
and providing for an effective date.
6.ORDINANCE(S) - FIRST READING
6.a TO2553 - An Ordinance of the City Commission of the City of Tamarac, Florida establishing the
Woodlands Section 9 Community Development District; making certain findings regarding the
district; describing the external boundaries of the district; naming five persons designated to
be the initial members of the Board of Supervisors; providing for severability; providing for
conflicts; and providing an effective date.
6.b TO2554 - An Ordinance of the City Commission of the City of Tamarac, Florida granting a one
year extension, Nunc Pro tunic to March 9, 2025, by approval of the second amendment to the
amended and restated development agreement, attached hereto as Exhibit “A”, between the
City of Tamarac, Pulte Home Corporation (“PULTE”), and Woodmont Country Club, Inc., for the
development of property located within the Woodmont plat, as recorded in Plat Book 88, Page
20, of the public records of Broward County, Florida, and authorizing the appropriate City
Officials to do all things necessary to effectuate the intent of this ordinance; providing for
conflicts; providing for severability; and providing for an effective date.

8.ORDINANCE(S) - SECOND READING
8.a TO2551 - An Ordinance of the City Commission of the City of Tamarac, Florida amending
Chapter 10, Article 3, Section 10-3.2, entitled “Table of Allowed Uses”, of the City of Tamarac
Land Development Code, specifically Table 10-3.1: allowed uses, establishing “Religious
Assembly” use in the (BP) Business Park zoning district; providing for codification; providing
for conflicts; providing for severability; and providing for an effective date.
