R-2024-0� A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPROVING TASK AUTHORIZATION NO. 23-16S AND AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE TASK AUTHORIZATION NO. 23-16S WITH TETRA TECH, INC., TO PROVIDE PROFESSIONAL SERVICES TO UPDATE THE CITY'S WASTEWATER MASTER PLAN IN ACCORDANCE WITH THE CITY'S CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-2022-138, FOR AN AMOUNT NOT TO EXCEED $316,840.00; APPROVING FUNDING FROM THE APPROPRIATE ADOPTED UTILITIES CAPITAL BUDGET; FUNDING IN THE AMOUNT OF $300,000.00 IS AVAILABLE IN PROJECT NUMBER UT22L; THE REMAINDER OF THE PROJECT, IN THE AMOUNT OF $16,840.00 IS AVAILABLE IN PROJECT NUMBER UT21X FOR ENGINEERING SERVICES FOR FORCE MAIN REPLACEMENT STUDY; A BUDGET TRANSFER WILL BE REQUIRED FOR PROPER ACCOUNTING PURPOSES AND WILL BE INCLUDED IN A FUTURE BUDGET AMENDMENT, PER F.S. 166.241(8); AUTHORIZING THE PROPER CITY OFFICIALS TO ADMINISTER THE CONTRACT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac owns, operates, and maintains a wastewater collection and transmission system consisting of 86 wastewater pump stations, 159 miles of gravity collection mains, and 33 miles of transmission force mains; and WHEREAS, it has been eleven years since the previous Wastewater Master Plan Study was completed by Mathews Engineering in 2013; and WHEREAS, this Wastewater Master Plan update will address the rehabilitation and capacity improvements for the gravity sewers, lift stations, and force mains. The study will identify the City's wastewater goals, strategies, and level of service; evaluate the capacity and condition of the existing wastewater system; and evaluate the future needs Temp. This year's update will include, for the first time, a condition assessment of the force mains, utilizing a process developed by the Environmental Protection Agency (EPA) and others, and WHEREAS, this Wastewater Master Plan will evaluate the existing wastewater utility system and make recommendations for necessary improvements needed to maintain an adequate level of service for the City of Tamarac for the next 20-year planning period -,and WHEREAS, the City requires the service of a consulting firm knowledgeable in this area and capable of providing professional services to prepare a Wastewater Master Plan for the City of Tamarac; and WHEREAS, Tetra Tech, Inc., possesses the required knowledge and experience to provide professional services needed to update the Wastewater Master Plan for the City of Tamarac; and WHEREAS, Tetra Tech, Inc., has been pre -qualified as an approved consultant for engineering services by the City of Tamarac as authorized by Resolution No. R-2022- 138; and WHEREAS, it is the recommendation of the Director of Public Services, Director of Financial Services, and the Procurement and Contracts Manager that the City Commission authorize the execution of Task Order Authorization No. 23-16S with Tetra Tech, Inc.; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Task Order Authorization No. 23-16S which is attached hereto as "Exhibit 1" with Tetra Tech, Inc., to provide professional services to update the Wastewater Master Plan for the City of Tamarac for an amount not to exceed $316,840.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, THAT. - SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: The City Commission approves Task Order Authorization No. 23-16S and authorizes the appropriate City Officials to execute Task Order Authorization No. No. 23-16S with Tetra Tech, Inc. to provide engineering services to update the Wastewater Master Plan for the City of Tamarac, in accordance with the City's Consulting Engineering Agreement as authorized by Resolution No. R-2022-138, for an amount not to exceed $316,840.00. SECTION 3: The City Commission HEREBY approves the expenditures from the appropriate accounts not to exceed $316,840.00 for the Wastewater Master Plan Study. SECTION 4: Funding for this project in the amount of $300,000.00 is available in Project Number UT22L, the balance of the project cost, in the amount of $16,841.00, is available in Project Number UT21X for Engineering Services for Force Main Replacement Study, a budget transfer for proper accounting will be required and will be included in a future Budget Amendment per F.S. 166.241(8), for a cumulative project cost of $316,841.00. SECTION 5: The City Manager, or his designee, is hereby authorized to make changes, issue change orders, not to exceed $65,000.00, in accordance with Section 6-147 of the City Code, and close the contract award including, but not limited to, making final payment within the terms and conditions of the contract and within the contract price. SECTION 6: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 7: If any clause, section, other part or application of this Temp. Reso. #14089 March 13, 2024 Page 4 of 5 Resolution is held by any count of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. HA S OTTINOT CITY ATTORNEY TR No. 14089 - Exhibit 1 ATTACHMENT A SCOPE OF SERVICES CITY OF TAMARAC, FLORIDA WASTEWATER MASTER PLAN UPDATE (TA No. 23-165) The City of Tamarac (City) completed their Wastewater Master Plan in 2013. The City has requested that Tetra Tech provide this proposal to update the Wastewater Master Plan. The City's wastewater infrastructure consists of gravity sewers, lift stations, and force mains. Wastewater is transmitted through force mains to Broward County and the City of Fort Lauderdale for treatment and disposal. The City does not receive nor utilize reclaimed water. The existing wastewater infrastructure consists of the following: • 160 miles of gravity sewers ranging in diameter between 8-inches and 12-inches, • 96 lift stations (18 top well mounts, 70 submersibles, 8 private systems), and • 33 miles of force mains ranging in diameter between 1-1/4 to 30 inches. This master plan will address the rehabilitation and capacity improvements for the gravity sewers, lift stations, and force mains. The Tasks within the proposal are arranged to correspond with the sections to be updated (i.e. Task 1 Section 1 Update), followed by other tasks which do not correspond to specific sections in the Wastewater Master Plan Update (WWMPU). TASK 1— SECTION 1 UPDATES Tetra Tech will utilize pdf files from the previous WWMP to create Section 1 Introduction of the WWMPU. Data will be collected related to the: • purpose, • background, • service area and customer base, and • overview of existing wastewater system. Supporting tables and figures will be developed for Section 1, along with updating of the section. TASK 2 — SECTION 2 WASTEWATER GOALS, STRATEGIES, AND LEVEL OF SERVICE Tetra Tech will utilize pdf files from the previous WWMP to create and update Section 2 Wastewater Goals, Strategies, and Level of Service of the WWMPU. Data will be collected related to the: • historical and future population projections • historical wastewater flows • planned redevelopment projects • traffic analysis zones with the City, • lift station basins • projected flows by lift station service area • wastewater system goals and level of service Wastewater Master Plan Update 042223.docx O TETRATECH Tt #BP Gen Tamarac -1- 04/22/23 • regulatory requirements • large user wastewater agreements, Supporting tables and figures will be developed for Section 2, along with updating of the section. Regulatory Review Tetra Tech will perform a review of regulations pertinent to the City's collection system. This includes Florida Department of Environmental Protection (FDEP) wastewater rules such as the 62-600 series of Florida Administrative Code (F.A.C.). This review will also include a review of sanitary sewer overflows and onsite sewage treatment and disposal systems (OSTDS) related rules or rule sections that could affect the City's wastewater facilities. Numerous wastewater rules have been in the rule development process since 2020 as a result of the 2020 Florida Legislative Session. Tetra Tech will also review any draft changes to wastewater related rules that are in the rule development process. Finally, Tetra Tech will also track and review any legislation related to wastewater collection system rules proposed as part of the 2021 Legislative Session. The regulatory review will be summarized in a Technical Memorandum and incorporated into the Master Plan. TASK 3 — SECTION 3 INVENTORY AND ASSESSMENT OF EXISITNG WASTEWATER SYSTEM Tetra Tech will utilize pdf files from the previous WWMP to create and update Section 3 Inventory and Assessment of Existing Wastewater System of the WWMPU. Data collection listed in Task 2 will aide in the updates needed for Section 3. Other information to update the inventory and assessment will include: • new lift stations added to the City's system, • rehabilitated lifts stations, • new force mains added to the City's system, • other pertinent information. Supporting tables and figures will be developed for Section 3, along with updating of the section. An updated inventory of the City's gravity sewers, lift stations, and force mains will be developed. A desktop condition assessment program of the City's force mains will be developed, as outlined in the subsequent paragraphs, utilizing processes developed by the EPA or other sources. The City has implemented an Inflow and Infiltration Abatement Program. The results of this program will be summarized in this Section. A lift station assessment and rehabilitation program will also be developed and will include the following items: Lift Station Drawdown Testing Tetra Tech will perform drawdown testing at critical lift stations with the City's assistance to verify that the pump is operating near its pump curve if the flow and discharge pressure are not otherwise recorded. With drawdown testing on manifolded lift stations, Tetra Tech will need input from the City confirming stations are operating at the same time. Up to 12 lift stations within the City's collection system will be tested. Tetra Tech will coordinate with the City to develop a testing plan and select stations most beneficial for the hydraulic modelling effort. Drawdown testing will include measurements of the wet well diameter, depth, and operating levels. Drawdown tests will be performed on each pump at the station. Preliminary results will be calculated in the field and compared against pump curves to confirm acceptable test results. Wastewater Master Plan Update 042223.docx Tt #BP Gen Tamarac -2- 04/22/23 NTETRATECH Linear Assets — Risk Assessment Rating and Prioritization Criteria: Tetra Tech will develop a proposed likelihood and consequence of failure rating criteria for use in the master plan. The proposed criteria will be submitted for City review and approval prior to the risk assessment analysis. The rating criteria will be used to define corrective actions and prioritize rehabilitation or replacement of the force mains. Condition or likelihood of failure criteria will be developed to leverage the available data through GIS and other sources such as pipe age, materials, maintenance records and interviews with operations and maintenance staff. Consequence of failure criteria will be based on asset and geospatial characteristics such as pipe size, number of upstream lift station, proximity to major roads, water bodies and environmentally sensitive areas. Tetra Tech will utilize the criteria to characterize the risk of the force main system elements and define the necessary actions to be taken to reduce the overall risk. Workshop: Tetra Tech will conduct a workshop detailing the results and outcomes of the force main risk analysis. Tetra Tech will prepare the agenda and presentation materials ahead of the workshop and provide minutes summarizing the workshop discussion. Draft Risk Analysis Technical Memorandum Submittal and Review: Tetra Tech will prepare a Draft Technical Memorandum that presents the data analysis, maps, and projections described under the force main risk analysis above. Tetra Tech will submit an electronic copy of the documents to the City for review and comment. The memorandum will take the form of sections that will ultimately be included in the Master Plan. Tetra Tech will receive Draft comments from the City and enter them into a revisions log for purposes of tracking comments and their resolution. Tetra Tech will conduct a meeting to review and discuss City comments. Tetra Tech will record and distribute meeting minutes of the meeting. Tetra Tech will incorporate the City's review comments into the Technical Memorandum and submit one electronic copy of the final Technical Memorandum. Lift Station Assessment and Rehabilitation Program The City is currently implementing a lift station assessment and rehabilitation program, where it is converting lift stations with above ground pumps to submersible lift stations and rehabilitating submersible lift stations. The City desires that the wastewater master plan contain a summary of this program. The information from this program will be provided to Tetra Tech for summary in the master plan. The information to be provided by the City includes rehabilitation components and budgeted costs. The program received will be summarized in Section 3 and included into the master plan's Capital ImprovementProgram. TASK 4 — SECTION 4 EVALUATION OF FUTURE WASTEWATER SYSTEM REQUIREMENTS Tetra Tech will update Section 4 Evaluation of Future Wastewater System Requirements of the WWMPU. Data will be collected from the City related to the: • planned redevelopment projects, • lift station basins, • lift station run times, Wastewater Master Plan Update 042223.docx TETRATECH Tt #BP Gen Tamarac -3- 04/22/23 • Existing GIS shape files and data base of the systems, • lift station pump curves, • Selected SCADA data as available, • Record drawings for recent projects not covered in the GIS information, • Parcel boundaries, • Potential changes in FEMA Flood Maps, • Existing hydraulic models and master plans, • Comprehensive plans for City of Tamarac, • Existing and future land use maps for City of Tamarac, • Current permits associated with the systems, • Potable water and wastewater customer data, • recent and anticipated changes in Broward County codes, and • other information. Tetra Tech will analyze existing (2022) population data and wastewater flows for the purpose of developing both existing system hydraulic models to simulate the wastewater lift stations and force main systems operation for 2022 and future planning horizons. An existing system hydraulic model will be developed for the lift station and force main network, utilizing the GIS data after being updated with recent projects not in the GIS. The GIS data will be processed for model import. The model will include the force mains and not the gravity system or lift stations and force mains discharging to gravity sewers. Wastewater flows from 2022 will be disaggregated to the existing lift stations. The existing model will be calibrated utilizing the collected pressure data. Hydraulic modeling can be done using InfoWater or WaterGEMS modeling software, whichever is preferred. The existing and future system model scenarios will be run after calibration to identify any pumping, pressure, or velocity deficiencies. The model scenarios will simulate steady-state, peak -flow conditions. Capital improvement Projects to remedy existing deficiencies will be identified, through hydraulic modeling or other methods. In addition, pump run times will be evaluated for the City's lift stations to identify any pumps exceeding run time standards. Lift stations exceeding the run time standards will be considered for capacity upgrades. Future population projections will be utilized to project wastewater flows through 2045. Wastewater flows will be disaggregated to existing and future lift stations. Future planned redevelopment projects will also be included in the wastewater projections. Capital improvement projects to meet future capacities will be identified for the following planning horizons: • 2030 (existing plus known changes) • 2040 • 2050 Tetra Tech will summarize existing and proposed regulatory requirements that will affect the wastewater collection and transmission systems. Regulatory impacts affecting the capital improvement projects will be highlighted and their implementations considered in the planning process. Tetra Tech will perform two (2) force main redundancy evaluations, one for each system discharging to Broward County and City of Fort Lauderdale wastewater systems. The purpose of these evaluations will be to identify routing, size, and costs for redundant force mains. The City will use this information to determine and plan redundant force mains, if desired. Wastewater Master Plan Update 042223.docx O TETRATEGH Tt #BP Gen Tamarac -4- 04/22/23 Lift Station and Transmission Asset Improvements Tetra Tech will define projects for upgrades and improvements to the transmission systems to meet future growth needs as determined in the modeling scenarios above. Recommendations will include capital and operational modifications to meet demands, improve hydraulic efficiency, and system reliability within the transmission systems. The linear assets will cover: • Capacity limitations identified in the hydraulic modeling results. • Capacity increases due to growth and increases in wastewater flow. • Condition assessment and consequence analysis of the system linear assets. • Consideration of planned roadway improvements and their potential effect on pipeline assets. • Interconnection between WRF basins for improved reliability and resiliency. • Other goals and strategic opportunities identified through the master planning process. TASK 5 — SECTION 5 REPORT SUMMARY AND CAPITAL IMPROVEMENT PROGRAM Tetra Tech will update Section 5 Report Summary and Capital Improvement Program of the WWMPU. The Capital Improvement Program will be developed, in line with the evaluated planning horizon and timeframes. Each project will be identified with a title, description, purpose, implementation year, and cost. The Capital Plan will include costs and implementation schedules. Costs will be developed to AACE Class V standards, for each project. A Draft Wastewater Master Plan Update will be developed and submitted to the City for review and comments. The appendices supporting the WWMPU will also be assembled with the draft submittal. Comments will be combined by the City's project manager and submitted to Tetra Tech. Tetra Tech will address each comment, develop a comment and response log, and submit a final WWMPU to the City. TASK 6 — PROJECT MANAGEMENT, SITE VISITS, AND MEETINGS Tetra Tech will provide monthly project status reports and conduct monthly progress meetings. An agenda and minutes will be prepared for each meeting. Tetra Tech will also visit various wastewater infrastructure sites, including lift stations and connection points, over the course of two days to gather site specific information and familiarity. SCHEDULE Sections will be submitted as draft as they are completed. The completed draft WWMPU will be submitted 12 months after NTP. The final WWMPU will be submitted one month after all compiled comments are received from the City. Preparation of any groundwater models. 4. Evaluation of alternative water sources. 5. Review of water meter billing information. 6. Expert witness testimony. 7. Land use planning and annexation analysis. 8. Budget preparation assistance. 9. Extended period simulations of the hydraulic models. 10. Gravity sewer modeling of pumps and force mains that discharge to a gravity sewer. 11. Pressure or flow monitoring. 12. Material testing.
