Speakers will be limited to three minutes during this item and at public hearings. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. Members of the public wishing to provide comments to the City Commission, on any matter, including items on the agenda, may submit their comments via email to cityclerk@tamarac.org. All comments submitted by email shall be made part of the public record. The City has authority under the City Code to regulate the manner in which comments are made during any public meeting. Please be advised, the City will not read publicly any emails. Announcement of Time Allocations-Motions to Table The Chair, at this time, will announce those items have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come the Commission's attention after publication. 4.CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered individually. 4.a Approval of the February 12, 2024 Workshop Meeting Minutes 4.b TR14045 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the purchase of emergency water main and force main repairs for the City’s potable water distribution and wastewater collection systems, not to exceed the annual budget of $300,000.00 or as may be amended by the City Commission for said purpose, utilizing competitive procurement methods, including Sourcewell Contract FL-R10-GC04-111821-DMS for indefinite delivery, indefinite construction contract services for emergency repairs; authorizing the City Manager or Designee to approve task authorizations associated with this Emergency Services Contract; authorizing proper City Officials to execute contract renewals; providing for conflicts; providing for severability; and providing for an effective date. 4.c TR14046 - A Resolution of the City Commission of the City of Tamarac, Florida, authorizing an aggregate annual expenditure in excess of $65,000.00, but not to exceed $100,000.00 annually, with Cintas Corporation for annual Uniform Rental and Cleaning Services utilizing Cooperative Contract R-BB-19002 through Prince William County Schools as awarded by OMNIA Partners valid through October 31, 2027; authorizing the appropriate City Officials to extend or renew the agreement; providing for conflicts; providing for severability; and providing for an effective date. 4.d TR14090 - A Resolution of the City Commission of the City of Tamarac, Florida, approving execution of Task Authorization No. 24-05S and authorize the appropriate City Officials to execute Task Authorization No. 24-05S with Chen Moore & Associates Inc. to provide professional engineering services for the preparation of a Comprehensive Stormwater Vulnerability Assessment (FDEP Grant Funded Project No. 23PLN83) in accordance with the City’s Continuing Service Agreement as authorized by Resolution No. R-2022-138; authorizing an appropriation for the receipt and expenditure of grant funds, not to exceed $414,367.00, to be included in a future budget amendment pursuant to F.S. 166.241(8); authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. 4.e TR14097 - A Resolution of the City Commission of the City of Tamarac, Florida, ratifying the Appropriations applications, attached hereto as Exhibit “A”, and accepting a $600,000 grant, to support the Construction of a new Water Treatment Plant Control Building; authorizing the appropriate City officials to execute the grant agreement, attached hereto as Exhibit “B”, and necessary documents, with the State of Florida, Department of Environmental Protection, pending legal review; providing for conflicts; providing for severability; and providing for an effective date. 4.f TR14099 - A Resolution of the City Commission of the City of Tamarac, Florida, appointing two members to the Veterans Affairs Committee, to serve a four-year term, or until such time as new appointments are made; providing for conflicts; providing for severability; and providing for an effective date. 5.REGULAR AGENDA 5.a Motion to Reconsider TR14095 - Approving a Restrictive Covenant for the property commonly known as the Colony West Championship and Glades Golf Courses. TR14095 - A Resolution of the City Commission of the City of Tamarac, Florida, approving a Restrictive Covenant for the property commonly known as the Colony West Championship and Glades Golf Courses located in the City of Tamarac and restricting the use of the property in perpetuity as recreational, golf course use, open space, and cultural facility, attached hereto as exhibit “a”; providing the City Manager and the City Attorney to do all things necessary to effectuate this resolution ; providing for conflicts; providing for severability; and providing for an effective date. 6.ORDINANCE(S) - FIRST READING 7.ORDINANCE(S) - SECOND READING 7.a TO2554 - An Ordinance of the City Commission of the City of Tamarac, Florida granting a one year extension, Nunc Pro tunc to March 9, 2025, by approval of the second amendment to the amended and restated development agreement, attached hereto as Exhibit “A”, between the City of Tamarac, Pulte Home Corporation, and Woodmont Country Club, Inc., for the development of property located within the Woodmont plat, as recorded in Plat Book 88, Page 20, of the public records of Broward County, Florida, and authorizing the appropriate City Officials to do all things necessary to effectuate the intent of this ordinance; providing for conflicts; providing for severability; and providing for an effective date. 8.PUBLIC HEARING(S) 9.QUASI-JUDICIAL HEARING(S) 10.OTHER 10.a Selection of the 2024/2025 Broward League of Cities Board of Directors Requested by City Clerk Kimberly Dillon ADJOURNMENT The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
