A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING EXECUTION OF
TASK AUTHORIZATION NO. 24-05S AND AUTHORIZE THE
APPROPRIATE CITY OFFICIALS TO EXECUTE TASK
AUTHORIZATION NO. 24-05S WITH CHEN MOORE &
ASSOCIATES INC. TO PROVIDE PROFESSIONAL
ENGINEERING SERVICES FOR THE PREPARATION OF A
COMPREHENSIVE STORMWATER VULNERABILITY
ASSESSMENT (FDEP GRANT FUNDED PROJECT NO.
23PLN83) IN ACCORDANCE WITH THE CITY'S
CONTINUING SERVICE AGREEMENT AS AUTHORIZED
BY RESOLUTION NO. R-2022-138; AUTHORIZING AN
APPROPRIATION FOR THE RECEIPT AND EXPENDITURE
OF GRANT FUNDS, NOT TO EXCEED $414,367.00, TO BE
INCLUDED IN A FUTURE BUDGET AMENDMENT
PURSUANT TO F.S. 166.241(8); AUTHORIZING AN
EXPENDITURE FROM THE APPROPRIATE ACCOUNTS;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the city is committed to ensuring the resilience and safety of its
stormwater systems; and
WHEREAS, a detailed vulnerability assessment is required to adequately prepare
for and mitigate potential risks; and
WHEREAS, Chen Moore & Associates, Inc. has been identified as a qualified
consultant to conduct this assessment, as authorized by Resolution No. R-2022-138,
incorporated herein by reference and on file at the Office of the City Clerk; and
WHEREAS, Chen Moore & Associates Inc. has submitted a detailed proposal in
an amount not to exceed $414,367.00, attached hereto as Exhibit "1 ", incorporated herein
and made a specific part of this Resolution; and

WHEREAS, the proposal for this work describes all tasks to be performed in
accordance with Article I, "Scope of Work," of the City of Tamarac Continuing Engineering
Services Agreement as authorized by Resolution No. R-2022-138 dated December 14,
2022, incorporated herein by reference and on file in the office of the City Clerk; and
WHEREAS, Chen Moore & Associates Inc. has been pre -qualified to provide
professional engineering services by the City of Tamarac as authorized by Resolution No.
R-2022-138 and the associated Continuing Engineering Services Agreement dated
December 14, 2022; and
WHEREAS, the City has received a grant of $414,367 from the State of Florida
Department of Environmental Protection's Resilient Florida Program (FDEP) for this
purpose; and
WHEREAS, an Agreement between the City of Tamarac and the FDEP for the
grant funding was approved and authorized by City Commission via Resolution No. R-
2023-031, dated, March 22, 2023, incorporated herein by reference and on file at the
Office of the City Clerk; and
WHEREAS, it is the recommendation of the Director of Public Services, the
Director of Financial Services and the Procurement & Contracts Manager that Task
Authorization No. 24-05S from Chen Moore & Associates Inc. be approved, executed,
and funded; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to accept and
execute Task Authorization No. 24-05S with Chen Moore & Associates Inc. to provide
professional engineering services to perform and prepare Comprehensive Stormwater

Vulnerability Assessment in an amount not to exceed $414,367.00 and to provide funding
from the appropriate grant accounts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA,
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof. All exhibits attached hereto are incorporated herein and made a
specific part of this Resolution.
SECTION 2: The City Commission HEREBY approves execution of Task
Authorization No. 24-05S with Chen Moore & Associates Inc. in an amount not to exceed
$414,367.00, and the appropriate City Officials are hereby authorized to execute Task
Authorization No 24-05S per the proposal, attached hereto as Exhibit 1", incorporated
herein and made a specific part of this Resolution.
SECTION 3: Funding for Task Authorization No. 24-05S in the amount of
$414,367.00 is funded by a grant from the Florida Department of Environmental
Protection's Resilient Florida Program, as authorized by Resolution No. R-2023-031
dated March 22nd, 2023, which is incorporated herein by reference and on file in the
office of the City Clerk.
SECTION 4: An appropriation for the receipt and expenditure of the grant
funds in an amount not to exceed $414,367.00, is HEREBY approved, and will be

included in a future Budget Amendment pursuant to F.S. 166.214 (8).
SECTION 5: An expenditure in an amount not to exceed $414,367.00 for
said purpose is hereby approved.
SECTION 6: The City Manager or his designee is hereby authorized to
approve and initiate Change Orders in amounts not to exceed $65,000.00 per Section 6-
147 of the City Code, and close the contract award, which includes, but is not limited to,
making final payment and releasing bonds per Section 6-149 of the City Code, when the
work has been successfully completed within the terms, conditions and pricing of the
agreement.
SECTION 7: All Resolutions or parts of Resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 8: If any clause, section, other part, or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.

Subject: Scope of Services for a Citywide Vulnerability Assessment, Mitigation Strategy, & Stakeholder
Outreach (TASK AUTHORIZATION 24-05S)
Chen Moore and Associates (CMA) is pleased to submit this Scope of Services to provide professional
engineering services for the preparation of a Comprehensive Vulnerability Assessment. As part of each
task, our team will provide a Task Deliverables Memorandum. This can be provided to the granting
agency so that they can easily see that all task deliverables have been met.
TASK 1- KICK OFF MEETING
The CONSULTANT will create the overall project management plan, which will be discussed during the
project kick off meeting. Project scope, goals, scheduling, and deliverables will all be discussed during
this meeting. The CONSULTANT will host a stakeholder coordination and planning meeting with the City
staff to establish goals, motivations, and assemble the broader stakeholder group. This will also set the
foundation for a successful assessment by having a clear conversation about what is and is not included
in the assessment.
Deliverable(s):
• 1.1: Meeting agenda to include location, date, and time of meeting.
• 1.2: Meeting sign in sheets with attendee names and affiliations.
• 1.3: A copy of all presentation materials created for the meeting.
• 1.4: Meeting minutes, which documents all decisions and agreed upon outcomes of the
meeting.
TASK 2 - PUBLIC OUTREACH MEETING #1
The CONSULTANT will conduct two (2) public meetings: the first to allow the public to provide input
during the initial data collection stages, to include input on data for analyzing potential sea level rise
impacts and/or flooding, guiding factors to consider, potential concerns regarding existing seawalls, and
critical assets important to the community. The CONSULTANT will create all social media content,
invitations, meeting materials, presentations, and graphics for both public meetings.
The City will provide the location for the public meeting and the Consultant will be responsible for all
other aspects of the meeting. ADA services, if needed, are not included within this scope. The meeting
is proposed to be in -person with a hybrid option.

• 2.5: Summary report including attendee input and meeting outcomes.
• 2.6: Copies of collateral developed and utilized to advertise meeting and share
information, including social media posts, announcements, presentations, and graphics.
TASK 3 — ACQUIRE BACKGROUND DATA
The CONSULTANT will collect the necessary publicly available data to perform a completely Resilient
Florida grant -eligible vulnerability assessment. Any additional data needed will be requested from the
city in the form of a gap analysis.
As requested by the CITY, the team will perform a survey of up to ten (10) private seawalls to determine
the maximum and minimum height of each seawall surveyed. This will provide additional information
when reviewing modeling results, i.e. if the seawall was known to overtop during a large surge or rainfall
event.
The CONSULTANT will also collect all necessary information to perform the necessary Hydrologic and
Hydraulic (H&H) modeling needed to perform the Exposure Analysis in Task 4.
The CONSULTANT assumes that the necessary locations of critical assets are readily available in a
geospatial format and the CONSULTANT will compile available data into the critical asset dataset.
Detailed development of a geospatial dataset of critical asset locations is not covered in this task.
Deliverable(s):
• 3.1: A technical report to outline the data compiled and findings of the gap analysis.
• 3.2: Review Meeting with the City.
• 3.3: A summary report to include recommendations to address the identified data gaps
and actions taken to rectify them, if applicable.
• 3.4: GIS files with appropriate metadata of the data compiled, to include locations of
critical assets owned or maintained by the county/municipality and regionally significant
assets, classified as defined in s.380.093(2) 1-4, F.S.
TASK 4 — EXPOSURE ANALYSIS
The CONSULTANT will conduct an exposure analysis which will identify the depth of flooding resulting
from several climate related hazards: current and future tidal flooding, storm surge, precipitation,
overtopping of seawalls, and compounding flooding. Given the unique nature of Tamarac, the primary
threat will be from rainfall flooding compounded with sea level rise and storm surge. The exposure
analysis will use a two -pronged modeling approach to determine the depth of flooding within the City.

1) Regional flood modeling in the area has been completed for the Broward County region, including
the C-14 and C-13 watersheds, in which the City resides. The modeling results from the regional
model will be extracted and processed for the selected rainfall and storm surge scenarios.
2) A small-scale model will be cut from the regional study and rescaled with higher -resolution
topography and canal features to get a refined flood analysis with the City of Tamarac as the
focus.
The small-scale model (or City -Focused Model) will require selecting a sub -set of features from the
regional model, adding more canal details, such as community lakes and smaller ditches, and using a
more detailed topography and landuse dataset to improve the output resolution of the model results.
The model will utilize the previously developed regional model to extract stage boundary conditions at
the C-13 and C-14 Canals. The graphic below shows the approximate location of the City -Focused Model
Domain in relation to the City boundaries.
The scenarios selected from the regional model and built for the small-scale model will be developed in
coordination with the City to ensure the data can also be utilized for future efforts. Future conditions
will also be considered and will include the effects of sea level rise, future development, future seawall
improvements, and future groundwater conditions. All files will be compliant with the Resilient Florida
Program's GIS data standards.

Deliverable(s):
• 4.1: A draft Vulnerability Assessment report that provides details on the modeling
process, type of model utilized, and resulting tables and maps illustrating flood depths for
each flood scenario. The report will also include processed flood depth and duration
results from the Broward County model.
• 4.2: A Model Development Summary will provide a description of the development of
the City -Focused Model from the regional flood model.
• 4.3: Meeting with the City to present the City -Focused Model Development and initial
results.
• 4.4: GIS files with appropriate metadata of the data compiled, to include results of the
exposure analysis for each flood scenario.
TASK 5 — SENSITIVITY ANALYSIS
The CONSULTANT will utilize data aggregated during the Task 3 background research phase to study the
critical assets and infrastructure such as seawalls and develop a sensitivity measurement methodology.
By combining the sensitivity scores with exposure analyses from Task 4, a series of impact scores can be
created for the critical assets. The sensitivity analysis will also include an evaluation of the impact of
flood severity on each asset class and at each flood scenario. Also risk levels will be based on percentages
of land area inundated and number of critical assets affected. In addition, the modeling results from the
City -Focused Model will be extracted and compared to the regional modeling results. As an optional
deliverable, comparison maps can be generated and the critical infrastructure can be re -assessed based
on the more refined approach.
Deliverable(s):
• 5.1: Develop vulnerabilities matrix to visualize the flooding impacts to critical assets for
each storm scenario.
• 5.2: Meeting with the City to review the Vulnerabilities Matrix.
• 5.3: An updated draft Vulnerability Assessment report that provides details on the
findings of the exposure analysis and the sensitivity analysis and includes visual
presentation of the data via maps and tables, based on the statutorily required scenarios
and standards. This report will include a Comparative Analysis of flooding results from the
City -Focused Model.
• 5.4: An initial list of critical and regionally significant assets that are impacted by
flooding. The list of critical and regionally significant assets will be prioritized by area or
immediate need and will identify which flood scenario(s) impacts each asset.
TASK 6 — PUBLIC OUTREACH MEETING #2
The CONSULTANT will host the second public meeting to present the results from the exposure analysis,
sensitivity analysis, and draft Vulnerability Assessment. This second meeting will allow the public to
provide community -specific input on the results of the analyses and to reconsider methodologies and
assumptions used in the analysis for refinement. Additionally, exercises can be used to encourage the
public to aid in the focus area prioritization process. Before the second meeting takes place, the

CONSULTANT will develop criteria which guide the public's input for the selection of focus areas. The
CONSULTANT will also create all social media content, invitations, meeting materials, presentations, and
graphics for both public meetings.

TASK % — FINAL VULNERABILITY ASSESSMENT REPORT, MAPS, AND TABLES
Drawing upon the steering committee and public feedback, the vulnerability assessment report will be
finalized. It will contain all the results of the exposure and sensitivity analyses as well as a summary of
identified risks and vulnerable critical assets. It will also contain a list of all critical assets in the
community, specifying which are at risk of current or future inundation. These assets will be prioritized
in order of most to least vulnerable. All GIS data used for this report and shared with the City of Tamarac
will be aligned with the Resilient Florida Program's GIS Data Standards.
The Model Development Summary provided in Task 4 (Deliverable 4.2) will be updated based on
feedback from the City and the final modeling results, and a Final Model Development Report for the
City -Focused Model will be compiled. This Report will detail the development of the model from the
larger regional model, the differences between the results of the regional model and the City -Focused
Model, and will list the assumptions that were used for the development of the model.
Based on the data gaps assessment, the development of the City -Focused Model, and the comparative
results of the study, a Stormwater Management Work Plan will be developed for the City of Tamarac to
provide the critical steps for developing a stormwater management plan and stormwater model which
will incorporate all of the City's drainage infrastructure. The Stormwater Management Work Plan will
include a detailed description of the Tasks that should be considered when performing a Stormwater
Management Plan. This will include the necessary steps for creating a report that can be used to develop
conceptual stormwater projects to update the City's Capital Improvement Plan (CIP) and to apply for and
obtain grant funding for future flood mitigation projects.
At the discretion of the City, the Consultant can also include the following analyses as part of the
Stormwater Management Work Plan:

1) Assessment of data gaps and their importance based on the regional flooding results. This
includes drainage infrastructure that needs to be surveyed, seawalls that need to be assessed,
land -surface and finished floor elevations that are uncertain or may require spot surveying.
2) Data uncertainty summary which details the list of assumptions that were made in both the
regional model and City -Focused Model and what should be considered for any future modeling
studies.
Deliverable(s):
• 7.1: Revision of vulnerabilities matrix based on community feedback
• 7.2: Final Vulnerability Assessment Report that provides details on the results and
conclusions, including illustrations via maps and tables, based on the statutorily required
scenarios and standards in s. 380.093, F.S.
• 7.3: A final list of critical and regionally significant assets that are impacted by flooding.
The list of critical and regionally significant assets will be prioritized by area or immediate
need and will identify which flood scenario(s) impacts each asset.
• 7.4: All electronic mapping data used to illustrate flooding and sea level rise impacts
identified in the VA, to include the geospatial data in an electronic file format and grant
compliant GIS metadata.
• 7.5: A signed Vulnerability Assessment Compliance Checklist Certification
• 7.6: Final Model Development Report for the City -Focused Model.
• 7.7: Stormwater Management Work Plan that provides the critical steps for developing
a Stormwater Master Plan.
TASK 8 — LOCAL MITIGATION STRATEGY
The CONSULTANT will use the results of the Vulnerability Assessment to create a Local Mitigation
Strategy (LMS) as required by the Florida Division of Emergency Management (FDEM). The LMS will be
designed at the county and city levels and serve to reduce the risks associated with overtopping of
seawalls, as well as natural and man-made disasters, including sea level rise. The CONSULTANT will work
with the Local Mitigation Strategy Working Group (LMSWG) to ensure the Vulnerability Assessment
Report is in alignment with the existing county LMS Plan. This will be done with the purpose of the
Vulnerability Assessment being utilized during the planning process of future county LMS Plan updates.
Deliverable(s):
• 8.1: A Memorandum explaining how the Vulnerability Assessment Report is aligned
with the county LMS plan so it may be incorporated as a reference in updating the next
iteration of the LMS Plan, i.e., utilized in the next five-year update.
o Vulnerability Assessment Report will be included as an appendix to the next
iteration of the LMS Plan.
• 8.2: The CONSULTANT will be involved with the LMSWG through any of the following:
at a minimum, be added to the contact list, attend meetings, participate in the planning
process of the next major update; participate in the adoption of the LMS plan; and submit
projects to the LMSWG to be included on LMS Prioritized Project List.

PROJECT TIMELINE AND BUDGET
The total budget has been determined by the FDEP grant and is summarized in the table below. Of note
a portion of the Consultant services are currently unallocated based on additional needs that may arise
during the progress of the work.

provided FDEP's Grant Manager so they can easily assess the list of deliverables that were completed.
