Speakers will be limited to three minutes during this item and at public hearings. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. Members of the public wishing to provide comments to the City Commission, on any matter, including items on the agenda, may submit their comments via email to cityclerk@tamarac.org. All comments submitted by email shall be made part of the public record. The City has authority under the City Code to regulate the manner in which comments are made during any public meeting. Please be advised, the City will not read publicly any emails. Announcement of Time Allocations-Motions to Table The Chair, at this time, will announce those items have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come the Commission's attention after publication. 4.CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered individually. 4.a Approval of the February, 14, 2024 Regular Commission Meeting Minutes. 4.b Approval of the February 21, 2024 Strategic Planning Workshop Minutes. 4.c Approval of the February 28, 2024 Regular Commission Meeting Minutes. 4.d Approval of the March 11, 2024 Commission Workshop Minutes. 4.e TR13947 - A Resolution of the City Commission of the City of Tamarac, Florida, approving Underground Facilities Conversion Agreements between the City of Tamarac and Florida Power and Light (“FPL”), AT&T and Comcast for the installation of an underground utilities along NW 57th Street from NW 91st Avenue to Pine Island Road, completing the underground utilities for Tamarac Village; authorizing the appropriate city officials to execute said agreements and to take all necessary steps to effectuate the agreements; authorizing an expenditure of a cumulative cost of $522,690.76; a contingency in the amount of 10% or $52,269.08 will be added to the project for a total project budget not to exceed $574,959.84; funding in the amount of $349,500.00 is available in Project Number PW23F; the remainder of the project, in the amount of $225,459.84 is available in Project Number GP14L for Engineering Services for Tamarac Village underground utilities; a budget transfer will be required for proper accounting purposes and will be included in a future budget amendment, per F.S. 166.241(2); authorizing the appropriate city officials to administer the contract; providing for conflicts; providing for severability; and providing for an effective date. 4.f TR14103 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the interlocal agreement between the City of Tamarac and the Broward Metropolitan Planning Organization ("BMPO") for transportation planning services, attached hereto as Exhibit "1" and incorporated herein; authorizing and directing the appropriate City Officials to execute all documents necessary to effectuate the intent of this resolution; directing the city clerk to provide a copy of this resolution, along with the executed interlocal agreement to the Broward County Clerk of Courts for recordation; providing for conflicts; providing for severability; and providing for an effective date. 4.g TR14104 - A Resolution of the City Commission of the City of Tamarac, Florida, authorizing a four-week consecutive period (July 21, 2024 - August 18, 2024) during which time the City Commission will not schedule any regular meetings pursuant to Section 4.06(1) of the City Charter; providing for conflicts; providing for severability; and providing for an effective date. 4.h TR14105 - A Resolution of the City Commission of the City of Tamarac, Florida, appointing one member to the Supreme Court Justice Ruth Bader Ginsberg Commission on the Status of Women by District 2 Commissioner, to serve a term concurrent with the appointing Commissioner or until such time new appointments are made; providing for conflicts; providing for severability; and providing for an effective date. 4.i TR14100 - A Resolution of the City Commission of the City of Tamarac, authorizing an appropriation of $543,646.51 from the State Law Enforcement Trust Fund (LETF) and an appropriation of $125,534.16 from the Federal Law Enforcement Trust Fund (LETF) for the purchase and installation of Automated License Plate Readers (ALPR); approving the purchase and installation of Vigilant Solutions ALPR from Millenium Products, Inc. at a total cost of $669,180.67 utilizing GSA Contract 334220 / GS-07F-0031W; authorizing the City Manager to execute a letter approving the BSO Federal LETF funding request; authorizing the appropriate City Officials to execute associated contract documents; authorizing expenditures from the appropriate accounts; authorizing the appropriate City Officials to approve renewal options; approving additional new purchases from Vetted Security Solutions and Millenium Products, Inc. up to a total of $65,000 each respectively, in accordance with the Tamarac Procurement Code, during the current fiscal year and for succeeding fiscal years for the duration of this agreement; providing for conflicts; providing for scrivener errors; providing for severability; and providing for an effective date. 5.REGULAR AGENDA 5.a TR14102 - A Resolution of the City Commission of the City of Tamarac, Florida, Authorizing the City Manager to Implement an Administrative Policy for the Reimbursement of legal fees and costs for City Officials relating to ethics complaints, in substantially the form attached hereto as exhibit “a”; providing the City Manager and the City Attorney with the authority to do all things necessary to effectuate this resolution; providing for conflicts; providing for severability; and providing for an effective date. 6.ORDINANCE(S) - FIRST READING 6.a TO2552 - An Ordinance of the City Commission of the City of Tamarac, Florida, adopting the First (1st) Budget Amendment to the City of Tamarac operating budget, revenues and expenditures, the capital budget, and the financial policies for the Fiscal Year 2024, by increasing the total revenues and expenditures by a total of $5,147,461 as detailed in Attachment “A” attached hereto and summarized in Attachment “B” attached hereto and incorporated herein; providing that the 1st Amendment is being adopted in the same manner as the original budget and serves as the new adopted budget: providing for conflicts; providing for severability; and providing for an effective date. 7.ORDINANCE(S) - SECOND READING 7.a TO2553 - An Ordinance of the City Commission of the City of Tamarac, Florida establishing the Woodlands Section 9 Community Development District; making certain findings regarding the district; describing the external boundaries of the district; naming five persons designated to be the initial members of the Board of Supervisors; providing for severability; In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
