HomeMy WebLinkAbout2019-02-27 - City Commission Regular Meeting Minutes CITY OF TAMARAC CITY COMMISSION MEETING WEDNESDAY, FEBRUARY 27, 2019 CALL TO ORDER: Mayor Gomez called the Commission Meeting of the City of Tamarac to order at 9:07 a.m. on Wednesday, February 27, 2019, in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko, Commissioner Marlon Bolton, and Commissioner Julie Fishman were in attendance. Commissioner E. Mike Gelin arrived at 9:16 a.m. Also in attendance were Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. 1. PROCLAMATIONS AND PRESENTATIONS: Mayor Gomez moved out of the order of the Agenda to take up Item 1 j — Employee Service Awards. j. Presentation by Mayor Michelle J. Gomez of Employee Service Awards: 5 - Year Awards: Maxine Calloway, Director of Community Development; Michael Smigelski, Groundskeeper I, Public Services; Troy Ambrose, Utilities Service Worker III, Public Services; Justin Barnaby, Recreation Programmer I, Parks and Recreation; Solage Alerte, Bus Driver, Parks and Recreation 10 -Year Award: Orlando Torres, Accounting Clerk, Financial Services 15 - Year Awards: Kevin Gjertsen, Lieutenant Paramedic, Fire Rescue; Daniel Guiterrez, Captain Paramedic, Fire Rescue; Frank Campo, Aquatic Spray Technician, Public Services 25 -Year Award: Myrna Beltre, Systems Coordinator, Public Services Mayor Gomez moved back into the regular order of the Agenda. a. Gomez proclaiming the month of March 2019 as "Procurement Month". (Requested by Purchasing/Contracts Manager Keith Glatz) e. Presentation of a proclamation by Mayor Michelle J. Presentation of a proclamation by Mayor Michelle J. Gomez proclaiming February 7, 2019 as "National Black HIV/AIDS Awareness Day". (Requested by Commissioner Mike Gelin) i. Presentation of a proclamation by Mayor Michelle J. Gomez proclaiming February 4, 2019 as 'World Cancer Day". (Requested by Commissioner Mike Gelin) 2. CITY COMMISSION REPORTS: a. Commissioner Bolton: Commissioner Bolton reported that he attended the Bermuda Club meeting last evening. Commissioner Bolton said he can always be reached at 954-275-3850 and you can also follow him on Facebook. Commissioner Bolton commented that the One Tamarac Festival was the best event that Tamarac has ever had with over 4,000 attendees. Commissioner Bolton said he is thankful that Tamarac took the time to celebrate its' diversity. b. Commissioner Gelin: Commissioner Gelin apologized for arriving late for the meeting. Commissioner Gelin congratulated the employees who received Service Awards. Commission Gelin gave a PowerPoint presentation on Black History Month and his activities during the month of February, a copy of which is on file in the City Clerk's Office. Commissioner Gelin encouraged people to participate in Miramar Mayor Messam's Health and Fitness Fair on March 2nd 6:00 a.m. to 1:00 p.m. at the Miramar Town Center. Commissioner Gelin also encouraged people to register for the Race for Women's Wellness Half Marathon and 5K event on Saturday March 23, 2019. The start time for the half marathon is at 6:00 a.m. and the 5K start time is 7:30 a.m. The events take place at the Coral Springs Tennis Center and when you register please join team Commissioner Gelin to raise funds in honor of Tamarac Mayor Michelle Gomez and Sharon Baron which will benefit the Lisa Boccard Breast Cancer Fund. c. Commissioner Fishman: Commissioner Fishman thanked Tamarac employees for the One Tamarac festival. d. Vice Mayor Placko: Vice Mayor Placko thanked Parks & Recreation Director Warner and all the employees and volunteers who contributed to the tremendous One Tamarac Festival. Vice Mayor Placko said during the month of January the HOA's hold their elections for their boards and she likes to attend and meet and talk with the newly elected board members to find out what their concerns are in the community. Vice Mayor Placko said she tells people she needs to know about things in order to be able to take care of any issues. Vice Mayor Placko announced that the ADRC is having a Senior Talent Video Contest and encouraged people to enter the video contest. The submission period is March 1 thru April 30, 2019 and you can register online on the ADRC website. e. Mayor Gomez: Mayor Gomez said she is sorry she was unable to attend the One Tamarac Festival as she was not feeling well. Mayor Gomez thanked staff for the three Strategic Page 2 of 4 COMMISSION MEETING February 27, 2019 Planning Workshops that have taken place and is looking forward to next Strategic Planning Workshop. 3. CITY ATTORNEY REPORT: City Attorney Goren said on February 19th his office sent out the latest comprehensive legislative update report. City Attorney Goren said HB 3 is a particularly dangerous bill and said it prohibits local governments from imposing or adopting new regulations on businesses and business entities on or after specified date; specifies certain regulations expire and may only be readopted or continue to be imposed after meeting specified criteria; preempts regulation and licensing of professions and occupations to the state; prohibits local governments from imposing additional regulations unless specified conditions are met; specifies that local regulations that do not meet specified criteria do not apply; specifies certain specialty contractors are not required to register with the Construction Industry Licensing Board; prohibits local governments from requiring certain specialty contractors to obtain a license and specifies job scopes for which local jurisdiction may not require a license. City Attorney Goren said they continue to track SB518 and HB 265, and other legislation that impact cities and elected officials. City Attorney Goren said his office will be issuing a new report next week. Commissioner Bolton congratulated Commissioner Gelin on raising funds on Mayor Gomez's behalf and he will support the cause with a $500 donation. 4. CITY MANAGER REPORT: Assistant City Manager Gunn said she is always glad to see our employees recognized with Service Awards. Assistant City Manager Gunn said she would like people to know all the hard work that goes on behind scene for planning and executing events and wants to make sure that everyone knows how appreciative and grateful we are. Upcoming Events: The Movie in the Park will be on Friday March 1st at the Tamarac Sports Complex and features the movie "Captain Underpants". Pre-movie activities begin at 6:30 p.m. and the movie begins at 8:00 p.m. The Bicycle Safety Rodeo and Dr. Seuss's Birthday Celebration, a free event, is on Saturday, March 2nd, from 10:00 a.m. to 1:00 p.m. at Tamarac Park and you can enjoy obstacle courses, bike inspections, safety tips and much more. Bring your Bicycle and wear your helmet. In celebration of Dr. Seuss's Birthday, there will be reading of Dr. Seuss books, raffles, arts and crafts. The event is open to children ages 5 and older. Be sure to register for the free bike give-a-way. The free Groove in the Grass Concert in the Park will take place at the Tamarac Sports Complex on Friday, March 15th from 7:00 p.m. to 9:00 p.m. and features the band "Roll the Stones" a Rolling Stones Tribute Band. The Community Garage Sale will take place on Saturday, March 16th from 7:30 a.m. to noon at Tamarac Park. Vendor spaces are still available for $20 until February 28th and the late registration fee is $35 per space from March 1st to March 13th. A separate refundable clean up deposit per vendor is required at registration. Assistant City Manager Gunn reported that Tamarac Fire Rescue, with the assistance of several surrounding fire companies, responded to a 3-alarm fire at a warehouse in Tamarac. The fire was contained and there were no injuries. 5. PUBLIC PARTICIPATION: Mayor Gomez opened Public Participation and the following individual spoke: Ron Wasserman, 8577 Jade Dr., spoke about issues with Woodmont and Pulte, trespassing and Childhood Cancer Research. With no one else wishing to speak, Mayor Gomez closed Public Participation. Page 3 of 4 COMMISSION MEETING February 27, 2019 6. CONSENT AGENDA: Mayor Gomez asked if there were any changes/additions to the Consent Agenda and Assistant City Manager Gunn said there were no changes/additions to the Consent Agenda. Commissioner Bolton seconded by Commissioner Fishman moved approval of the Consent Agenda. Motion passed unanimously (5-0). a. Approval of the February 13, 2019 Regular Commission Meeting Minutes - APPROVED b. TR13234 - Design Build of Sports Complex Concession Building: A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to Award RFP #18-16R and execute an Agreement with West Construction, Inc., for the design/build of Tamarac Sports Complex Concession Building for an amount not to exceed $1,174,243; a contingency amount of $117,424 will be added to the project account for a total project budget of $1,291,667; authorizing expenditures from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2019-18 7. REGULAR AGENDA: There were no Regular Agenda items scheduled for this meeting. 8. ORDINANCE(S) - FIRST READING: There were no Ordinance(s) — First Reading scheduled for this meeting. 9. PUBLIC HEARING(S): There were no Public Hearing(s) items scheduled for this meeting. 10.
