ORDINANCE NO. U
AN EMERGENCY ORDINANCE PROVIDING FOR SUS-
PENSION OF ISSUANCE OF ALL BUILDING PERMITS
IN THE CITY OF TAMARAC EXCEPT FOR PERMITS
FOR SINGLE FAMILY DWELLINGS AND PROVIDING
FOR RELIEF IN CERTAIN CASES, PROVIDING AN
EFFECTIVE DATE, PROVIDING A SAVINGS CLAUSE
AND REPEALING ALL ORDINANCES IN CONFLICT,
AND FOR OTHER PURPOSES.
WHEREAS, the City Council has been advised by the,
Planning and Zoning Board that vast areas of land in the
City have been zoned, for high-rise and commercial develop-
ment, without regard to the capability of the various water
and sewer systems to service these areas, and
WHEREAS, the existing development in the City consists
primarily of single family homes constructed on sub -standard
size lots fronting on narrow streets, and
WHEREAS, the Florida Turnpike Interchange is about to
open on Commercial Boulevard. without any preparation what-
ever for traffic lights, road widening or any of the other
normal precautions taken for the safety of motorists and
pedestrians, and
WHEREAS, Broward County is in the midst of an unpreced-
ent building boom which has resulted from a massive influx of
new inhabitants, businesses and industries with a resultant
harrn.fu.l effect on the environment and ecology of the area
endangering the health, safety and well-being of the
thousands of retirees who came to Tamarac in search of
11carefree living", and
WHEREAS, the Council intends to initiate proceedings to
adopt a comprehensive plan for the City and. to direct, in
the interim, emergency studies of the sanitation, traffic,
zoning and density problems, and
WHEREAS, the Council finds that an emergency exists.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF TAMARACr FLORIDA:
SECTION 1: No city official or employee shall cause,
allow or permit a building permit to be issued from the
City of Tamarac which will authorize the constructions erection
or alteration of any structure other than one intended, de-
signed and to be used as a single family detached dwelling
or one owned by the City of Tamarac.
SECTION 2: Upon the showing of a special hardship the
City Council or the Planning and Zoning Board of the City
of Tamarac upon written application made may grant an exception
to the prohibition imposed by this ordinance if the said
Council, or Board, shall determine that said special ex-
ception shall not be harmful to the peace, property, health
or safety of other property or inhabitants in the community
and the application for the building permit otherwise complies
with the requirements of the ordinances of the City, its
charter and the laws of Florida.
SECTION 3: That the Planning and Zoning Board shall.:
A. Make a study of and a report to the Council on
all emergency needs for road safety improvements, including
traffic lights? traffic signs and. pedestrian crossings;
B. Review the capability for expansion of existing
water and sewer systems serving the City;
C. Initiate proceeding to adopt a comprehensive
plan for the city: adopt zoning classifications, regulations

and districts and zone), an s ying within the city and
prepare an official zoning map of the city.
SECTION 4: This ordinance shall become effective im-
mediately upon its passage, and shall expire and be of no
further force and effect 90 days after its effective date,.
SECTION 5: Should any section or provision of this
ordinance or any portion thereof, or any paragraph, sentence
or word be declared by a Court of competent jurisdiction to.

be invalids such decision shall not effect the validity of
the remainder thereofa other than the part declared invalid.
SECTION 6: All ordinances or parts of ordinances in
conflict herewith are repealed for the period of operation
of this ordinance.
