CITY OF TAMARAC, FLORIDA
ORDINANCE NO. — 7 — Z
AN ORDINANCE AMENDING CHAPTER 24 of the
TAMARAC CITY CODE, AS AMENDED BY ORDI-
NANCE 76-40, ARTICLE IT, PAVEMENT, SEC-
TION 24-17; DECLARING AN EMERGENCY; PRO-
VIDING A SAVINGS CLAUSE.; REPEALING ALL
LAWS IN CONFLICT AND PROVIDING AN EFFECTIVE

WHEREAS, the City Council has received a recommendation
from the City Engineer for the amendment of Chapter 24, of the
Tamarac City Code, as amended by Ordinance 76-40, Article IT,
Pavement, Section 24-17; and
WHEREAS, the City Engineer has requested that City Coun-
cil enact the amendment as an emergency; and
WHEREAS, City Council has determined that the enactment
of an amendment as an emergency is appropriate, in order to pro-
vide for a coefficient of runoff more in line with the existing
conditions in the City's impervious areas, which will in turn
promote the health, safety and general welfare of the public,
.in view of the established need of the City to require storm
drainage systems to be designed to reflect higher intensity
storm runoffs.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: That Section 24.17 of Chapter 24 of the
Tamarac City Code as amended by Ordinance No. 76-40, is hereby
amended to read as follows:
Section 24-17. DESIGN OF STORM DRAINAGE SYSTEM.
The storm drainage system required for land develop-
ment shall be designed in accordance with the engineering
principles accepted by the Florida State Department of
Transportation and in conformance- wit.b t-he fl�owirrg — -
design criteria:
(a) Rational formula (R = c i A) shall be used.
(b) Coefficient of runoff shall be 0.95for impervious
areas and from 0.5 to 0.9 for grassed areas.
(c) Storm drainage shall be designed by outlet control
methods to the effect that a ten year design storm
will produce a headwater no higher than the lowest
catch basin rim and a twenty-five year storm will
produce a headwater no higher than 1-inch below the
centerline crown of the roadway or the inside edge
of the roadway on roadways with medians. The mini-
mum gutter and pavement gradient shall be .003-feet
per foot.
(d) Manning's "n" shall be 0.013 for reinforced concrete
or fully paved or lined corrugated metal pipe;
0.019 for unpaved, helically corrugated aluminum
pipe and 0.024 for unpaved, unlined, annularly
corrugated pipe.
(e) Design water level of the secondary canals into which
the outfall pipes flow shall be +7.00 feet MSL for
systems in the C-14 drainage basin and +6.00 feet
MSL for those systems discharging into the C-13
basin.
The developer's engineer shall submit a copy of his design
calculations to the City Engineer for his approval.
The City Engineer may permit other design criteria to
be used or may require the developer's designer to use criteria
other than those given in this section, but not less than those
established in this section,which the City Council may deem
necessary for the health, safety and welfare of the public.
Inlets, catch basins, manholes, headwalls and other
drainage structures shall be of a design approved by the City
Engineer.
SECTION 2: The City Council does hereby declare that
the
enactment of this
Ordinance
as an emergency measure is necessary
and
vital to promote
the health,
safety and general welfare of the
public, by providing for a coefficient of runoff to accommodate
high intensity storm drainage demands.

SECTION 3: Should any section or provision of this Ordi-
nance or any portion hereof or any paragraph, sentence or word
be declared by a Court of competent jurisdiction to be invalid,
such decision shall not affect the validity of the remainder
hereof as a whole or any part hereof other than the part declared
to be invalid.
SECTION 4: All ordinances or parts of ordinances in con-
flict herewith are repealed to the extent of such conflict.
SECTION 5: This ordinance shall become effective immediate-
ly upon its passage at First and Second Reading.
