AN ORDINANCE REGULATING ALLOWANCES FOR TRAVEL AND SUBSISTENCE; PROVIDING FOR PER DIEM ALLOW- ANCE FOR OVERNIGHT TRAVEL; PROVIDING FOR CODIFICATION; PROVIDING REPEALER; PROVIDING FOR SEVERABILITY AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That whenever it is deemed necessary for the City Council and employees of the City of Tamarac to travel on city business, and such travel is approved either by the City Council or by the City Manager, allowances for transportation and subsistence shall be regulated in the following manner: A. RATES OF SUBSISTENCE ALLOWANCE (1) Travelers may be allowed for subsistence, when on official business beyond a fifteen (15) mile radius of City Hall, up to the following amounts: (a) Breakfast $2.25 (b) Lunch 3.50 (c) Dinner 6.00 or any greater amount established for class C travel in Section 112.061 F.S. as the same shall be amended from time to time. In order to claim breakfasts, travel must begin before 6:00 a.m. and extend beyond 8:00 a.m., in order to claim lunches, travel must begin before 12:00 noon and extend beyond 2:00 p.m., in order to claim dinners, travel must begin before 6:00 p.m. and extend beyond 8:00 p.m. (2) For overnight travel, travelers may be allowed up to the amount permitted in paragraph (1) of this subsection for meals, plus actual expenses for lodging at a single occupancy rate, travel and incidentals. The hotel and room rate shall be approved in advance where ever possible by the City Manager. B. TRANSPORTATION (1) transportation may be accomplished by either common carrier, private carrier, or city �arrier, and in no instance 1 1 2 3 4 5 6 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 shall allowance for such travel exceed the cost of common carrier. (2) The use of privately -owned vehicles for official travel in lieu of city -owned vehicles or common carrier may be authorized by the City Manager or his designee if a city -owned vehicle is not available. Whenever travel is by privately -owned vehicle, the traveler shall be entitled to a mileage allowance equal to that set forth in Section 112.061 F.S., as the same shall be amended from time to time, from point of origin to point of destination.A traveler is also entitled to reimbursement for any parkin costs. (3? No traveler shall be allowed either mileage or transportatio expense when he is gratuitiously transported by another person, or when he is transportated by another traveler who is entitled to mileage or transportation expense. C. TRAVEL EXPENSE VOUCHER; ADVANCEMENTS (1) The Finance Director shall furnish a uniform travel expense voucher form which shall be used by all travelers when submitting travel expense statements for approval and payment. No traveling expense statement shall be approved for payment by the Finance Director unless made on the form prescribed and furnished by him. All travel expense vouchers shall be submitted within ten (10) days after the travel has been completed. The voucher form shall be accompanied by paid receipts for all items where applicable. No receipt need be furnished to show reasonable gratuities for food or taxi. (2) Notwithstanding any of the foregoing restrictions and limitations, the City Manager may make, or authorize the making of, advances to cover anticipated costs of travel to travelers. i SECTION 3: This ordinance shall not affect any limit on City Council expenses set forth in the City Charter. SECTION 4: Specific authority is (hereby granted to codify this Ordinance. i SECTION 5: All ordinance or parts of ordinances in conflict here- with are repealed to the extent of such conflict. 2. c Y i II 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 36 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 SECTION 6: Should any section or provision of this ordinance or any portion hereof or any paragraph, sentence or word be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the remainder hereof as a whole or any part hereof other than the part declared to be invalid. SECTION 7: This ordinance shall become effective immediately upon its passage at final reading. PASSED FIRST READING this / L day of 11979.
