Q �- AN ORDINANCE REGARDING ADMINISTRATION OF CITY COUNCIL BUSINESS, CREATING SECTION 2--11.3 OF THE CITY CODE ENTITLED LEGISLATIVE AIDES AND SECTION 2-31 ENTITLED LIAISON POSITIONS; PROVIDING FOR CODIFICATION; PROVIDING REPEALER; PROVIDING FOR SEVERABILITY OF INVALID PROVISIONS; AND PROVIDING -AN EF�FE TIVE DATE. WHEREAS, the City Council being concerned about the many facets of city government and desiring to avoid duplication of effort and improve channels of communication within the City's governing processes. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: B=ID.N 1 : That Section 2-11.3 of the City Code is hereby created to provide as follows: "Sec. 2-11.3. Legislative Aides. Any city council member may appoint an aide to assist him in compiling background information on subjects that legitimately are, or could be, of concern to the City Council. Communication with city staff shall be through the appointing council member. The following guidelines shall apply to legislative aides: A. Aides shall be residents of the City. B. Aides shall serve without monetary reinun- aeration from the city or any council member. C. Aides may be appointed by any council member for a term not to exceed the council member's term. Upon reelection of the council member the aide may be reappointed. The aide serves at the pleasure of the appointing council member and the appointment may be withdrawn without cause by the appointing council member at any time. D. Appointments of aides shall be made by written notice filed with the city clerk by the appointing council member. G. Two or more council members may not appoint the same aide and each council member may not appoint more than three aides." That Section 2-31 of the City Code is hereby created to provide as follows: "Sec. 2-31. City Council liaison positions. The mayor may .designate any member of council including himself to the position of liaison to a city committee, a city department or a governmental entity outside the city. The mayor may also designate a liaison to a special project. Only the mayor or a council member may serve in a liaison position and may hold more than one liaison position. The designation of liaison shall be at the pleasure of the mayor for a period of time not to exceed the term of office of the mayor. If reelected the mayor may continue to designate the same council member to any liaison position. The designation of a liaison member may be withdrawn or changed at any time by the mayor without cause. Desig- nations of liaisons shall be in writing by the mayor and filed with the city clerk. No council liaison shall have a vote on any city committee nor serve as chairman or vice-chairman of any committee unless otherwise provided by law. The city council may adopt by resolution, additional guidelines regarding liaison positions, not in conflict with this section." SECTION 3- Specific authority is hereby granted to codify this Ordinance. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. 2 UU Temp. Ord. #1089 Revised 2/22/84 1 3 4 5 6 8' 9 10 2 44 15 16 1 17 18 19 20 21 23 24 25 26 81 29 30 31 32 33 34 SECTIDN--a: Should any section or provision of this Ordinance or any portion thereof, or any paragraph, sentence or word be declared by a Court of competent jurisdiction to be invalid, such decision shall not affect the validity of the remainder hereof, as a whole or a part hereof, other than the part declared to be invalid. ;,ECT ON 6 : This Ordinance shall become effective immediately upon its final passage.
