AN ORDINANCE AMENDING THE CODE OF THE CITY OF TAMARAC,
FLORIDA, CHAPTER 2,.ADMINISTRATION, SECTION 2-29,TO ADD
SECTION (d) THERETO, RULES GOVERNING CONDUCT OF
SPECTATORS AT COUNCIL MEETINGS; PROVIDING FOR CONDUCT OF
THE PUBLIC AT COUNCIL MEETINGS; PROVIDING WHEN HTE
PUBLIC MAY SPEAK AT COUNCIL MEETINGS; PROVIDING THAT THE
MAYOR OR PRESIDING OFFICER MAY REGULATE THE TIME AND
NUMBER OF SPEAKERS; PROVIDING THAT CERTAIN CONDUCT IS
PROHIBITED; PROVIDING THAT IT IS A VIOLATION TO FAIL TO
REMOVE ONESELF FROM THE COUNCIL CHAMBER UPON ORDER;
PROVIDING FOR PENALTY; PROVIDING FOR REPEAL; PROVIDING
FOR SEVERABILITY; PROVIDING FOR CODIFICATION;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC,
FLORIDA:
SECTION,, LL That the Code of Ordinances of the City of
Tamarac, Florida, Chapter 2, Administration, Article II., Section
2-29., Regular Meetings, shall be amended to add Section 2-29(d)
thereto, to read as follows:
Sec. 2-29(d). Rules governing conduct of spectators at
council meetings.
Members of the public may speak at city council meeting
during public hearings or at a time to be specified by the
Mayor or presiding officer or during the period set aside for
public discussion on the city council agenda subject to the
following:
(1) Members of the public may speak only at times
designated by the Mayor or presiding officer.
(2) The Mayor or presiding officer may limit the total
time allotted to public discussion and the total number of
speakers during discussion on any ordinance, resolution,
motion, workshop item, or discussion item and may limit the
time allotted to each speaker during discussion on any
ordinance, resolution, motion, workshop item, or discussion
item, or during the time designated on the city council
agenda for public discussion.
(3) Members of the public shall address only the topic
being discussed as determined by the Mayor or presiding
officer unless discussion is pursuant to the public
discussion item on the city council agenda.
(4) Disruptive, belligerent or abusive conduct by any
member of the public is prohibited and shall not be
permitted.

(5) Any member of the public who violates this ordinance
may be instructed by the Mayor or presiding officer to remove
himself or herself from the council chambers of the City of
Tamarac. Upon his or her failure to do so, a member of the
Hroward Sheriff's Office shall eject the person from the
council chambers upon instruction by the Mayor or presiding
officer.
(6) It shall be unlawful for any person to refuse to
voluntarily or involuntarily leave the city council chambers
when instructed to do so by the Mayor or presiding officer.
(7) Any person convicted of violating subsection 6
above, shall be subject to the penalties as provided in
Section 1-13 of this Code.
SECTION 2: All sections or parts of sections of the Code of
Ordinances, all ordinances or parts of ordinances and all
resolutions or parts of resolutions in conflict herewith, be and
the same, are hereby repealed to the extent of such conflicts.
SECTION , Should any section or provision of this ordinance,
or any portion thereof, or any paragraph, sentence or word be
declared by a Court of competent jurisdiction to be invalid, such
decision shall not affect the validity of the remainder hereof, as
a whole or a part hereof, other than the part declared to be
invalid.
=ION__4_: It is the intention of the City Council that the
provisions of this Ordinance shall become and be made a part of
the Code of Ordinances and that the sections of this ordinance may
be renumbered or relettered and the words "Ordinance" may be
changed to "Chapter, "Section", "Article" or such other
appropriate word or phrase, the use of which shall accomplish the
intentions herein expressed.

SECTION .5.: This Ordinance shall be in force and take full
effect immediately upon its passage and final adoption.
