R-94- / 7 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES ENTITLED "ADMINISTRATION," PROVIDING FOR REVISIONS TO THE ADMINISTRATIVE ORGANIZATION OF THE CITY: REPEALING SECTION 2-3 ENTITLED "DIRECTOR OF PUBLIC SERVICES DEPARTMENT"; AND ADDING SECTION 2-235 ENTITLED "ESTABLISHMENT OF CERTAIN DEPARTMENTS AND OFFICES" UNDER ARTICLE IV ENTITLED "DEPARTMENTS" PROVIDING FOR THE ESTABLISHMENT OF BUILDING, FINANCE, MANAGEMENT INFORMATION SERVICES, PARKS AND RECREATION, PERSONNEL, PUBLIC WORKS, UTILITIES DEPARTMENTS, AND OFFICE OF SOCIAL SERVICES; PROVIDING FOR CODIFICATION, PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Manager, in his review of the administrative structure of the City government, determined that certain reorganizations would be in the City's best interest; and WHEREAS, in the FY 95 Proposed Budget, reorganizations were recommended including the Department of Public Services being reorganized into the Departments of Public Works, Parks and Recreation, Utilities and the Office of Social Services and the creation of the Department of Management Information Services from the division of Management Information Services in Finance; and WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the best interest of the citizens of the City of Tamarac that a reorganization of City Departments be adopted to facilitate and enhance the operations of the City; and 1 Temp. Ord. #1704 Version #1 10/3/94 Version #2 10/3/94 Version #3 10/5/94 Version #4 10/7/94 WHEREAS, in accordance with Section 5.04 (1) of the City Charter, City Commission approval is required for the establishment of administrative departments, divisions and agencies of the City Government; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Ordinance upon adoption hereof. Section 2: That Section 2.3 of the Tamarac Code entitled "Director of Public Services Department" is hereby repealed in its entirety. Section 3: That Article IV of Chapter 2 of the Tamarac Code entitled "Departments" is hereby amended by adding a new section 2-235 establishing certain City departments which reads as follow: 2-235 Establishment of Certain De artments and Offices The following departments and offices of the City are hereby established: Building, Finance Management Information Services Parks and Recreation Personnel Public Works Social Services Utilities. The Building Department is responsible but not limited to the implementation of adopted policies, plan reviewspermitting, inspections and enforcement to verify compliance with the South Florida Building and City codes. It will also provide all other duties and functions nor ally associated with a munici ali 's Building De arment. 2 Temp. Ord. #1704 Version #1 10/3/94 Or Version #2 10/3/94 Version #3 10/5/94 Version #4 10/7/94 fQ The Finance De artment is res onsible for ensuring effective financial plannin and performance, adequate internal controls timely billin and collection of utility revenuesprocurement of nods and services and all other duties and functions normall associated with a municipality's Finance Department u The Department of Mana ement Information Services is res orisible for e isuring the effective use of information technology by the Cit Government includinj but not limited to the maintenance of the Cit 's computer systems, the training of Cily staff and all other duties and functions normally associated with a municipality's Information Systems Department. The Parks and Recreation De artment is responsible for the r vision of leisure activities and social events to the communi and maintenance of l2ark lands and recreation facilities and all other duties and functions normally associated with a municipality's Parks and Recreation Department. The Personnel Department is responsible for but not limited to providing administrative direction to departments on matters of employee recruitment and selection, personnel_polic development, roblem resolution employee evaluation osition classification, compensation and benefits negotiating and administering labor agreements with bargaining units E ual Eml2loyment Opportunity, and all other functions normally associated with a municipality's Personnel Department. This res onsibilit includes the planning, desi n construction and maintenance of Cily infrastructure includin roads buildin s canals fleet services grounds maintenance and beautification-, stormwater management: and all other duties and functions normall associated with a munici alit 's Public Works De artment. fn The Utilities De artment is res onsible for but not limited to rov ding current and future water and wastewater services to residents i nclud i ng utilities infrastructure maintenance and im rovements meetin uali assurance standards and corn liance with mandates set bv Local State and Federal governments. The De artment will also perform all other duties and functions normally associated with a munici ali 's Utilities D artment. u The Office of Social Services is responsible for ensuring the effective orovision of information referral trans ortation assistance and other human related duties services and functions associated with a munici ali 's Social Services Office. Sects That it is the intention of the City Commission and it is hereby ordained that the provisions of this Ordinance shall become and be made a part of the Code of Ordinances of the City of Tamarac, Florida, and that the Sections of this Ordinance may be renumbered, relettered and the word "Ordinance" may be changed to "Section", "Article" or such other word or phrase in order to accomplish such intention. 4 Temp. Section 6: That if any provision of this Ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of this Ordinance that can be given affect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be severable.
