CITY OF TAMARAC, FLORIDA
ORDINANCE NO. 0-2000-
AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA, AMENDING THE TAMARAC CHARTER, ARTICLE
IV. LEGISLATIVE, SECTION 4.03. MAYOR AND VICE -MAYOR,
REQUIRING THE CITY COMMISSION TO ELECT A VICE -MAYOR EACH
YEAR FOR A ONE-YEAR TERM WITH NO SUCCESSION; PROVIDING
THAT MID-TERM VICE MAYORAL APPOINTMENTS SHALL COMPLETE
UNEXPIRED TERM; PROVIDING THAT IF THE AMENDMENT IS
APPROVED BY A MAJORITY OF THE VOTERS AT THE SEPTEMBER 5,
2000, ELECTION, THEN SUCH AMENDMENT SHALL BECOME A PART
OF THE CITY CHARTER UPON CERTIFICATION AND ACCEPTANCE OF
THE ELECTION RESULTS; PROVIDING FOR CODIFICATION;
PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the best
interest of the citizens and residents of the City of Tamarac that Article IV. Legislative, Section 4.03.
Mayor and vice -mayor, be amended to provide for the appointment of vice -mayor by the City
Commission each year, for a term of one (1) year with no succession; and
WHEREAS, pursuant to Chapter 166, Florida Statutes, a public hearing has been held on
this matter.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: That the foregoing whereas clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this Ordinance upon adoption
hereof.
SECTION 2: The following referendum question amending the City Charter shall be
presented to the electorate of the City of Tamarac at the September 5, 2000 election, and if the
following referendum question is approved h-, a majority of the electorate at said election, the

amendment proposed shall become a part of the City Charter upon Certification and acceptance of
the election results:
CITY COMMISSION ELECTION OF VICE -MAYOR EACH YEAR
Should Section 4.03 of the Tamarac Charter be amended to provide that the City Commission
shall elect a vice -mayor each year in March no earlier than the third Tuesday, who shall serve a one
(1) year term and may not serve successive one (1) year terms? Appointments to fill mid-term vice -
mayoral vacancy shall serve remainder of unexpired term.

If the proposed amendment is approved, Article IV, Legislative, Section 4.03, entitled "Mayor and
vice -mayor" will read as indicated below:
Sec. 4.03. Mayor and vice -mayor.
The mayor shall be a voting member of the commission and shall preside at its
meetings; shall be recognized as head of city government for all official functions, for
service of process and by the governor for the purposes of military law; may be
designated by the commission to represent the city in all agreements with or
certifications to other governmental entities; shall have only those administrative
duties required to carry out the responsibilities herein.
Each year in March no earlier than the third Tuesday,
a majority of the commissioners shall elect a
vice -mayor. The vice -mayor shall serve as acting mayor in the absence or disability
of the mayor with all powers and duties of the mayor. The vice -mayor shall serve for
a term of one (1) vear and shall not serve successive one (1) vear terms. In the
event of a vice -mayoral vacancy, a majority of the commission shall elect a new vice -
mayor who shall serve the remainder of the unexpired term.

SECTION 3: Codification: It is the intention of the City Commission and it is
hereby ordained that the provisions of this Ordinance shall become and be made a part of the Code
of Ordinances of the City of Tamarac, Florida, and that the Sections of this Ordinance may be
renumbered or relettered and the word "Ordinance" may be changed to "Section", "Article" or such
other word or phrase in order to accomplish s,,ch intention.

SECTION 4: Conflicts: All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed to the extent of such conflict.
SECTION 5: Severability: If any provision of this Ordinance or the application
thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or application,
and to this end the provisions of this Ordinance are declared to be severable.
SECTION 6: Effective date: This Ordinance shall become effective immediately
upon its passage and adoption.
