Ord. #1903 Page 1 06/27/00 Revision #1 - 7/3/00 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ACCEPTING THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT OF $102,500.; AUTHORIZING A MATCH FROM THE CITY IN THE AMOUNT $102,500. FOR A TOTAL PROJECT COST OF $205,000. TO PROVIDE THE RESIDENTS AND VISITORS OF TAMARAC ENHANCED PARKS AND RECREATION PROGRAMS AT CAPORELLA PARK; AMENDING THE ANNUAL GRANTS FUND BUDGET OF ESTIMATED REVENUES AND EXPENDITURES IN THE AMOUNT OF $102,500.; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation facilities and environment; and WHEREAS, the Florida Department of Environmental Protection, through the Florida Recreation Development Assistance Program (FRDAP), provides grants to local governments to acquire or develop land for public outdoor recreation; and 1 Temp. Ord. #1903 Page 2 06/27/00 Revision #1 - 7/3/00 WHEREAS, the application submitted to the Florida Department of Environmental Protection for the Florida Recreation Development Assistance Program (FRDAP) grant in the amount of $102,500. on September 28, 1999 (Resolution No. R-99-247), has been approved as indicated in the June 21, 2000 correspondence from the Florida Department of Environmental Protection attached hereto as Attachment A; and WHEREAS, the acceptance of these funds requires the amending of estimated revenues and expenditures within the Grants Fund Budget; and WHEREAS, matching funds are recommended to be appropriated in the Fiscal Year 2001 budget beginning October 1st; and WHEREAS, it is the recommendation of the City Manager and Director of Parks and Recreation that the grant from the Florida Department of Environmental Protection be accepted, and the match of $102,500. from the City be approved; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept the Florida Department of Environmental Protection grant in the amount of $102,500, and approve the City match in the amount of $102,500. In the Fiscal Year 2001 budget to enhance recreation and park facilities at Caporella Park. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: 1 Temp. Ord. #1903 Page 3 06/27/00 Revision #1 - 7/3/00 SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Ordinance. SECTION 2: The City of Tamarac hereby accepts the Florida Department of Environmental Protection Florida Recreation Development Assistance Program (FRDAP) grant of $102,500. SECTION 3: The City of Tamarac will match $102,500. to the grant for a total project cost of $205,000. that will fund enhanced parks and recreation programs at Caporella Park. SECTION 4: The City Commission authorizes the appropriate City Officials to amend the Grants Fund in the amount of $102,500. and appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards. SECTION 5: Conflicts: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: Severability: If any provision of this Ordinance or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of this Ordinance than can be given affect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be severable. 1 1 1 Temp.
