AN ORDINANCE OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
AMENDING CHAPTER 2 OF THE CITY OF
TAMARAC CODE OF ORDINANCES ENTITLED,
"ADMINISTRATION", ARTICLE III "BOARDS,
COMMITTEES, COMMISSIONS", BY DELETING
IN ITS ENTIRETY DIVISION 14 ENTITLED,
"ECONOMIC DEVELOPMENT ADVISORY
COMMITTEE", SECTIONS 2-234.37 THROUGH
2-234.42; PROVIDING FOR SUNSETTING THE
ECONOMIC DEVELOPMENT ADVISORY
COMMITTEE; PROVIDING FOR CODIFICATION;
PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Ordinance 0-2003-20, passed and adopted on September 10, 2003,
created the Economic Development Advisory Committee (attached hereto as Exhibit "A");
and
WHEREAS, The Committee was formed and performed a good and valuable
service to the City of Tamarac; and
WHEREAS, The Economic Development Advisory Committee recommended the
formation of the Tamarac Economic Development Foundation as a replacement to the
Committee; and
WHEREAS, The Tamarac Economic Development Foundation was formed and

incorporated February 21, 2005; and
WHEREAS, The formation of the Tamarac Economic Development Foundation
better serves the interests of the City of Tamarac, helping fulfill the Economic Development
Mission of the City of Tamarac, rendering the Economic Development Advisory Committee
no longer necessary; and
WHEREAS, The City Manager and the Economic Development Manager
recommend sunsetting the Economic Development Advisory Committee; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac that Chapter 2 of the
Tamarac Code, Article III, Division 14, be deleted in its entirety providing for the sunsetting
of the Economic Development Advisory Committee on October 26, 2005.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: That the foregoing whereas clauses are hereby ratified and confirmed
as being true and correct, and are hereby made a specific part of this Ordinance upon
adoption thereof.
SECTION 2: That Chapter 2 of the Tamarac Code is hereby amended by deleting
Article III, Administration, Section 2, Division 14, in its entirety as follows:

SECTION 3: That the Economic Development Advisory Committee is hereby
sunsetted.
SECTION 4: It is the intention of the City Commission and it is hereby ordained that
the provisions of this Ordinance shall become and be made a part of the Code of
Ordinances of the City of Tamarac, Florida, and that Sections of this Ordinance may be
renumbered or relettered and the word "Ordinance" may be changed to "Section", "Article"
or such other word or phrase in order to accomplish such intention.
SECTION 5: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 6: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.

WHEREAS, the City Commission of the City of Tamarac adopted on February 28,
2001 the Goals and Objectives of the City of Tamarac Economic Development Strategy
Five Year Plan 2000-2005 (via Resolution No. R-2001-42); and
WHEREAS, the Economic Development strategy is being successfully implemented
by City staff; and
WHEREAS, the City's Economic Development strategy focuses on redevelopment,
infill and business retention and expansion, as well as business attraction; and
WHEREAS, the City Commission is desirous of input from the community and

business leaders in implementing the plan and advising on future actions relating to
economic development; and
WHEREAS, the City Commission has determined upon review of the staffs report
and recommendation that the creation of an Economic Development Advisory Committee
will provide a formal avenue for participation in economic development; and
WHEREAS, the City Commission has determined that the Economic Development
Advisory Committee shall have five (5) members and two (2) alternates, with each member
of the Commission appointing one (1) member to such committee, one (1) alternate being
the chairman or designee of the Greater Tamarac Chamber of Commerce and the other
alternate appointed by majority vote; and
WHEREAS, the City Commission has determined that the terms of all board
members shall run concurrent with the term of the appointing City Commission; and
WHEREAS, the City Manager and the Director of Community Development
recommend approval of the creation of an Economic Development Advisory Committee;
and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to amend Chapter 2 of the
City of Tamarac Code of Ordinances entitled, "Administration", Article III, "Boards,
Committees, Commissions", creating Division 14 entitled, "Economic Development
Advisory Committee", Sections 2-234.37 through 2-234.42 as provided herein to serve in

an advisory capacity in matters relating to economic development within the City of
Tamarac; providing for the appointment of new board members and providing for specified
duties.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.
SECTION 2: That Chapter 2, " Administration", Article III, "Boards,
Committees, Commissions" of the City of Tamarac Code of Ordinances is hereby amended
by creating Division 14, "Economic Development Advisory Committee" as follows:
DIVISION 14. ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
Sec.2.234.37. Creation.
There is created and established an economic development advisory committee
which shall be a permanent agency of the city and which shall consist of five_(5) members

The economic development advisory committee may.perform such other duties as
may be prescribed by resolution of the city commission
Sec.2-234.40. Meetings.
a) The economic development advisory committee shall conduct its meetings
pursuant to Robert's Rules of Order Newly —Revised— and all a licable laws. A guorurn
shall consist of a maiority of the membership.
& The, committee shall meet at least quarterly at a regularly scheduled time which
is to be approved by the city clerk.
Sec.2-234.41. Liaisons.
(a) Commission liaison. The economic development advisory committee may have
a commission liaison pursuant to theme' rovisions of section 2-33.
(b)_ Staff liaison. The economic development advisory committee may have a staff_
person assigned to it by the city manager to serve in an advisory capacity. Any reguests
on the part of the committee for information of services from the administration shall be
made -by the chairperson of the committee to the city manag er or g the staff liaison ,—, r p ,,. through
if one is assigned.
Sec.2-234.42. Vacancies.
a) Removal of members. An economic development advisory committee member
appointed. by the city commission serves at the measure of .the city commission and shall

be removed at any time by ,majority vote of the city commission.
b Resi nation ofinembers. A resignation by a committee member made either
orally or in writing will be deemed accepted by the city commission when the committee
member announces his resignation to the committee city manager or cily commission.
The city commission need not take aUY formal action to acce t the resignation. Failure to
attend three 3 consecutive meetings without bein excused by the chairman shall be
