WHEREAS, the Community Development Department found that the current
ordinance pertaining to driveways does not specify between single-family residential and all
other zoning districts, and distinguishing between the two and providing design criteria for
single-family driveway width will establish specific regulations that will preserve
neighborhood appearances, promote high quality, and maintain property values; and

WHEREAS, it is determined to be in the best interest of the City of Tamarac to
establish such a design criteria for single-family residential driveways; and
WHEREAS, Community Development staff researched this issue and decided upon
specifications that are in the best interest of the City; and
WHEREAS, Section 24-580, "Specifications" is also provided for within Section 10-
186, "Private accessways"; and
WHEREAS, the Director of Community Development recommends approval of this
ordinance amendment; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to amend Chapter 24
entitled, "Zoning", Article V, "Off street parking", Section 24-580, "Specifications" and
Chapter 10 entitled, "Land Development Regulations", Article V, "Improvements", Section
10-186, "Private accessways" of the City of Tamarac Code of Ordinances to incorporate
and differentiate driveway specifications pertaining to single-family residential and all other
zoning districts, providing for a maximum width of driveways in residential districts,
distinguishing that circular driveways must maintain fifteen feet (15') between interior
driveway opening points with a minimum 7.5 foot radius, and allowing for a grandfather
clause.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.
SECTION 2: Chapter 24 entitled, "Zoning" Article V, "Offstreet parking",
Section 24-580, "Specifications", is hereby amended as follows:
Sec.24-580. Specifications.
(a) Definitions. For the purpose of this definition, the following definitions shall apply:
(1) Driveway means

entrance or exit used by vehicles to enter or exit from properties connected to a
public or Drivate roadway and intended to provide vehicular access into that
property in a manner that will not cause the blocking of any sidewalk border
area. or street roadway.
(d) Parking stalls and aisles.
(1) All required parking stalls shall have direct and unobstructed access from a
parking aisle.
(2) No parking aisle in a parking lot shall be greater than three hundred fifty (350)
feet in length.
(3) Access for emergency fire vehicles shall be in accordance with subsections (4)
(m), a) and o of this section.
(4) All off-street parking areas shall be so arranged and marked as to provide for
orderly, safe loading, unloading, parking and storage of vehicles, with individual

parking stalls clearly defined with discretional arrows and traffic signs provided
as necessary for traffic control.
(e) Driveways. Single-family residential. In properties developed for residential
use, driveway widths shall conform to the following requirements:
M Driveway width minimums shall be nine 9 feet.
In no case shall any driveway in a single-family_ residential zoning district
exceed a maximum width of twenty-four (24) feet.
(3) No circular driveway may be constructed on property with less than fifty_(50)
linear feet of road frontage. All circular driveways must maintain a minimum_ of
fifteen (15) feet between interior driveway opening points, with_a minimum 7.5
font radius.
(4) A three (3) foot side yard setback is required for driveways.
Any driveway constructed priorto the adoption of this ordinance in conformance
with the zoning regulations in effect at the time of issuance of a building_ permit
shall be considered a legal non -conforming use.
(D Driveways. All others.
(1) All parking aisles shall connect to a driveway.
(2) A parking lot which exceeds sixty (60) parking stalls shall be designed with at
least one (1) two-way directional driveway loop system connecting the
entrances to the parking stalls and the principal building.
(3) The minimum distance from a driveway to a principal building or property line
shall be five (5) feet.
(4) Two-way driveways shall be a minimum of twenty-four (24) feet wide. Required
widths shall be increased if the city engineer determines that the number of
parking stalls connected or the number of trips generated justifies such
increase.
(5) Any off-street parking facility shall have either driveway approaches of sufficient
width to allow for two-way traffic, or one-way driveways connected to aisles,

parking areas or maneuvering areas in such a manner as to permit traffic to
both enter and leave the property, facing forward, at the same time. A driveway
which is only wide enough for one-way traffic shall not be used for two-way
access.
(f)(g) Circulation design. A parking lot abutting a trafficway shall be designed for
full circulation. A parking lot abutting a street other than a trafficway may be designed for
partial circulation.

"Improvements", Section 10-186, "Private accessways", is hereby amended as follows:

Sec. 10-186. Private accessways.
(a) Performance bonds and engineering inspection fees for accessways which have
not been included as part of previously approved site development plans shall be in
accordance with chapter 20 of this Code.
(b) Location, design, construction and expansion of all private vehicular ingress and
egress driveways between private property and a public street shall meet the requirements
of this section and shall be covered by a driveway permit issued by the chief building
official and shall be consistent with operating procedures of the city as they currently exist.
Each drive will be reviewed according to the conditions existing at each location or
according to known future conditions and inspected by the chief building official.
(c) The general design standards are as follows:
(1) Proximity to right-of-way. No drive shall be located closer than twenty-five (25)
feet to the right-of-way of a street intersection. At signalized intersections, the
city engineer will specify distances from right-of-way or pavement edge to allow
for sufficient stacking of vehicles in the street prior to the driveway location.
(2) Double drives. Double drives shall be separated by a minimum of twenty (2)
feet or as required so that the driveway return radii do not overlap.
(3) Driveway widths:
La) Driveways: single-family residential. In properties developed for residential
use, driveway widths shall conform to the following requirements:_
i. Driveway width minimums shall be nine (9)_ feet.
ii. In no case shall any driveway in_a_ residential zoning district be any wider
than twen -four 24 feet.
iii. No circular driveway in a single-family zoning district maybe constructed on
property with less than fifty (50) linear feet of road frontage. All

v. Any driveway constructed prior to the adoption of this ordinance in
conformance with the zoning regulations in effect at the time of issuance of
a building permit shall be considered a legal non -conforming use.

(5) Internal drive setbacks. In large parking lots where hourly volumes of entering
traffic may be expected to be high by the city engineer, the developer shall
provide a sufficient setback between the pavement edge of the public roadway
and the edge of his proposed internal drives as determined necessary by the
city engineer.
SECTION 4: It is the intention of the City Commission and it is hereby
ordained that the provisions of this Ordinance shall become and be made a part of the
Code of Ordinances of the City of Tamarac, Florida, and that Sections of this Ordinance
may be renumbered or relettered and the word "Ordinance" may be changed to "Section",
"Article" or such other word or phrase in order to accomplish such intention.
SECTION 5: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 6: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or

application, and to this end the provisions of this Ordinance are declared to be severable.
SECTION 7: This Ordinance shall become effective immediately upon its
passage and adoption.
