Presentation by the Florida Department of Health Presentation by the Florida Department of Health recognizing the City of Tamarac as a Healthy Community Champion, for taking a "Health in All Policies" approach to comprehensive planning, a collaborative approach to improving health by incorporating healthy considerations into decision - making across sectors and policy areas. b. Fire Prevention Week Proclamation Presentation of a Proclamation by Mayor Harry Dressler proclaiming the week of October 7 - 13, 2018 as "Fire Prevention Week". (Requested by Assistant Fire Marshal Tommy Demopoulos) C. Customer Service Week Proclamation Presentation of a Proclamation by Mayor Harry Dressler proclaiming the week of October 1 - 5, 2018 as "Customer Service Week". PUBLIC PARTICIPATION Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come to the Commission's attention after publication. 6. TR 13168 - Award Bid No. 18-26B Public Service South Build -out Project A Resolution of the City Commission of the City of Tamarac, Florida, Awarding Bid No. 18-26B to and approving an Agreement with Conbuild, LLC for the Public Services South Build -Out Project at the Public Services Building located at 10101 State Street, in accordance with Bid No. 18-26B for a contract amount of $76,337, a contingency in an amount of $7,633, will be added to the project for a total project budget of $83,970 authorizing an expenditure from the appropriate accounts; authorizing Budget Amendments as needed for proper accounting purposes; providing for conflicts; providing for severability; and providing for an effective date. TR13033 - First Amendment to Software License and Services Agreement with Superion A Resolution of the City Commission of the City of Tamarac, Florida, approving and authorizing the appropriate City Officials to execute the First Amendment to the Software License and Services Agreement to make minor contract language corrections; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s): Citywide g, TR 13164 - Lime Sludge Contract Renewal A Resolution of the City Commission of the City of Tamarac, Florida, approving Amendment No. 1 to the Agreement with Westwind Contracting, Inc. for Bid No. 16-25B, Lime Sludge Removal, Hauling and Disposal Project authorizing an expenditure of funds for an amount not to exceed the approved Annual Budget, and authorizing contract escalation / de-escalation as provided under the Agreement beginning October 1, 2018 through September 30, 2020, to exercise the first two-year Renewal option; authorizing the appropriate City Officials to accept and execute said Amendment; providing for conflicts; providing for severability; and providing for an effective date. f, TR13172 - BSO Permit for Special Details for FY19 A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to approve and execute a Broward Sheriffs Office Permit Application for Special Details for police services to be used by the Parks and Recreation Department in an amount not to exceed $98,550 in FY 19, October 1, 2018-September 30, 2019; approving funding from the appropriate Parks and Recreation Accounts; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s): Citywide g, TR13169 - Addendum to BSO Agreement for the P-25 Radios Acquisition A Resolution by the City Commission of the City of Tamarac, Florida Approving the Addendum to the Law Enforcement Service Agreement between the City of Tamarac and the Sheriff of Broward County; Authorizing the Appropriate City Officials to Execute the Addendum to the Agreement for Law Enforcement Services; Providing for Conflicts; Providing for Severability; and Providing for an Effective Date. Commission District(s): Citywide h, TR13174 - A Resolution Awarding RFP 18-21 R - Records Conversion Services to Advanced Data Solutions, Inc. A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to award RFP 18-21 R Entitled "Records Conversion Services" to Advanced Data Solutions, Inc. and execute an agreement to provide records conversion services to the City of Tamarac for a total up to the appropriated budget amount for each individual fiscal year, for an initial period of 36 months effective with the approval of this agreement, with two (2) additional one (1) year renewal options; approving funding from the appropriate account; Providing for conflicts; providing for severability; and providing an effective date. TR13176 - Temp Permit Technician (CGA) A Resolution of the City Commission of the City of Tamarac, Florida, increasing purchases made against City of Parkland contract #2017-08 from the original agreement amount for building inspection services of $15,000 annually to add permit technician services from the same agreement in the amount of $75,000 for an amended amount of $90,000 annually for a term to run concurrent with the City of Parkland contract #2017-08 through march 7, 2020 including the exercising of any renewal options or extensions as may be approved by the City of Parkland, authorizing the appropriate city officials to take the necessary steps to effectuate the approved increase. Commission District(s): Citywide j, TR13180 - Transportation Surtax ILA A Resolution of the City Commission of the City of Tamarac, Florida, pertaining to the subject of Taxation; approving and authorizing the proper City Officials of the City of Tamarac, Florida to approve a draft of an Interlocal Agreement with Broward County, other municipalities that may also join, and the Broward County Metropolitan Planning Organization relating to the County 1% Transportation Surtax Levy which is on the November 6, 2018 ballot, in form attached to this Resolution; making the findings required by the Interlocal Agreement as a condition precedent to the City's execution as well as other findings; directing the Mayor or City Manager to execute the Interlocal Agreement attached hereto as Exhibit "1" and take the steps required to have the City become a party to the Interlocal Agreement by September 30, 2018; providing for conflicts; providing for severability; and providing an effective date. TR 13183 — Support for Closure of Schools Serving as Polling Places on Election Days A Resolution of the City Commission of the City of Tamarac, Florida, supporting the closure of Broward County Public Schools on election day or the relocation of voting precincts from Broward County Public Schools; directing the City Clerk to transmit the copy of this resolution to the appropriate officials; providing for conflicts; providing for severability; and providing for an effective date. 1. TR13185 —Amendment 1, Homestead Exemption A Resolution of the City Commission of the City of Tamarac, Florida, concerning Amendment 1 to the Florida Constitution, urging the voters to consider potential adverse consequences of Amendment 1; directing the City Clerk to transmit a copy of this resolution to the Florida League of Cities; providing for conflicts; providing for severability; and providing for an effective date. 7. T02385 - Blue House of Tamarac - Small Scale Land Use Plan Amendment An Ordinance of the City Commission of the City of Tamarac, Florida, adopting a Small Scale Land Use Plan Amendment to the City of Tamarac's Comprehensive Plan Future Land Use Map in accordance with Chapter 163, specifically Section 163.3187 of the Florida State Statutes, for an area of approximately 2.33 acres in size, contained in a portion of the Southern Bell Telephone Company property on the Northeast corner of NW 76 Street and North University Drive, originally addressed as 7600 North University Drive, more specifically described as parcel "A" and Parcel "C", "Southern Bell — Tamarac", according to the Plat thereof, as recorded in Plat Book 89, Page 39, of the public records of Broward County, less and except therefrom that certain right-of-way as described in OFfical Records Book 8066, Page 444, of the Public Records of Broward County and shown in Exhibit "A", to change the Future Land Use designation from "Utilities" to "Community Facilities" in order to allow for the development of a Special Residential Facility, Category 3 (Case No. 1-LAU-18) consistent with the intent of the City of Tamarac Comprehensive Plan; providing for amendment to the land use plan to reflect such change; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s): District 4 11. QUASI-JUDICIAL HEARING(S) a. TB026 - Safe & Secure Self -Storage - Special Exception Modification Special Exception Approval to allow for the modification of Special Exception conditions of approval, to allow for the installation of one (1) illuminated reverse channel letter wall sign approximately 30 square feet in size on the south -facing fagade. Commission District(s): District 4 b. TB027 - Alazhar School - Special Exception Special Exception approval to allow for the use of a private Pre-K — 8th grade school (Alazhar School) in a B-2 Planned Community Business District) Zoning District pursuant to the Tamarac Code of Ordinances. Commission District(s): District 4 C. TR13178 - Alazhar School - Major Revised Site Plan A Resolution of the City Commission of the City of Tamarac, Florida, granting Major Revised Site Plan approval (with conditions) for Alazhar School, to allow for the construction of two (2) new two- story buildings encompassing 30,385 square feet on the school's e)asting campus, for the subject property located at 7201 West McNab Road (Case No. 20-SP-17); providing for conflicts; providing for severability; and providing for an effective date. Commission District(s): District 4 12. OTHER The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
