Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to
their participation.
When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial
hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE
The Chair at this time will announce those items that have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The Commission may
agendize by majority consent matters of an urgent nature which have come to the Commission's attention after
publication.

a. TR13204 - Resolution in Support of the City of Sunrise 94th Avenue Bike Path - CSLIP
Project
A Resolution of the City Commission of the City of Tamarac, Florida, in support of the City of
Sunrise's Complete Streets and Other Localized Initiatives Program Application to add bike lanes,
sidewalks, curbs and gutters along NW 94th Avenue within the City of Sunrise's right of way and the
City of Tamarac Right of Way, between Commercial Boulevard and NW 57th Street; providing for
conflicts; providing for severability; and providing for an effective date.
b. TR13203 -Amendment No. 1 to the Landscape MMOA for the 7-Eleven property at
Commercial / 441
A Resolution of the City Commission of the City of Tamarac, Florida approving Amendment No. 1 to
the Landscape Maintenance Memorandum of Agreement (MMOA) between the City of Tamarac and
the State of Florida Department of Transportation (FDOT) for the section of State Road 870
Commercial Boulevard from Milepost 3.150 to Milepost 3.221, to amend the limits to include State
Road 7 (US 441) from Milepost 14.748 to Milepost 14.796; authorizing the appropriate City Officials
to execute said Amendment No. 1 to the Landscape Memorandum of Agreement, pending legal
review between FDOT and the City of Tamarac, for landscape improvements on State Road 7 (US
441) between Milepost 14.748 and Milepost 14.796; providing for conflicts; providing for severability;
and providing for an effective date.
C. TR13202 - Award of Bid No. 18-25B for the NW 51st Court Road Construction Project
A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 18-25B to
and approving an Agreement with FG Construction, LLC for the NW 51st Court Resurfacing Project,
in accordance with Bid No. 18-25B for a contract amount of $114,236.90; a contingency in the
amount of $11,423.69 will be added to the project account for a total project budget of $125,660.59;
authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for
severability; and providing for an effective date.
d. TR13163 - WTP WELLS 9, 15,16 & 17
A Resolution of the City Commission of the City of Tamarac, Florida, approves awarding a contract
to AMPS, Inc. utilizing the Martin County Utilities Contract RFB Number 2017-2969 and authorizing
the appropriate City Officials to execute a Purchase Order Agreement between the City of Tamarac
and Aquifer Maintenance & Performance Systems, Inc. (AMPS, Inc.), utilizing pricing from an
Agreement obtained through a formal competitive process by Martin County Utilities, Contract RFB
Number 2017-2969 for an amount not to exceed $147,176.90 for the rehabilitation of four (4) raw
water wells for the Water Treatment Plant; a contingency of 10% or $14,717.69 will be added to the
project account for a total amount of $161,894.59; providing for conflicts; providing for severability;
and providing for an effective date.
e. TR13205 - Fitness Court and National Fitness Campaign Resources
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate
City Officials to accept a grant from the National Fitness Campaign, LLC, in the amount of
$15,000.00 and approve the purchase of a Fitness Court and National Fitness Campaign Resources
from National Fitness Campaign, LLC, in an amount not to exceed $80,700.00; approving funding
from the Capital Improvement Account; providing for conflicts; providing for severability; and
providing for an effective date.

f, TR13210 2017 - 18 Justice Assistance Grant (JAG) Award and Memorandum of
Understanding with BSO
A Resolution of The City Commission of The City Of Tamarac, Florida accepting The 2017-2018
Edward Byrne Memorial Justice Assistance Grant (Jag) award in the amount of $14,108.00;
authorizing the execution of the documents necessary to effectuate such acceptance; further
authorizing the appropriate City Officials to execute A Memorandum Of Understanding between The
City Of Tamarac and The Broward Sheriff's Office pending legal review, authorizing The Broward
Sheriff's Office to continue to serve as the Lead Agency providing for the Administration of the
2017-18 Jag Grant Award; Providing For Conflicts; Providing For Severability; And Providing For An
Effective Date.

g. TR13208 - Amending Resolution R-2016-78-Auditing Services Agreement
A Resolution of the City Commission of the City of Tamarac, Florida, Amending Resolution R-2016-
78 by Approving a Two Thousand Dollar ($2,000) Increase to the Annual Expenditure Authority for
Financial Auditing Services Awarded by the City Commission to RSM US LLP to One Hundred Five
Thousand Five Hundred Dollars ($105,500) for Year Two (2), Nunc Pro Tunc, and One Hundred
Eight Thousand Five Hundred Dollars ($108,500) per Year for Years Three (3), Four (4) And Five
(5) of the Existing Agreement for an Amended Aggregate Amount of Five Hundred Thirty -Four
Thousand Five Hundred Dollars ($534,500); Authorizing the City Manager to Authorize and Approve
any Renewal Options and Adjustments in Pricing Not To Exceed Ten Thousand Dollars ($10,000) for
the Life of the Agreement in Accordance With the Terms of the Agreement Awarded by the City
Commission by Resolution R-2016-78; Providing for Conflicts; Providing for Severability; and
Providing an Effective Date.

a. T02386 - Amending Ordinance 2018-03 FY2018 Operating & Capital Budget
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Ordinance 2018-
03, which amended the City of Tamarac Operating Budget, Revenues and Expenditures, the Capital
Budget, and the Financial Policies for the Fiscal Year 2018, by increasing the total revenues and
expenditures by a total of $27,521,448, as detailed in Attachment A attached hereto and summarized
in Attachment B; providing for conflicts; providing for severability; providing for an effective date.
11. QUASI-JUDICIAL HEARING(S)
a. T02388 - Rock Island Self -Storage - Small Scale Land Use Plan Amendment
An Ordinance of the City Commission of the City of Tamarac, Florida, adopting a Small Scale Local
Land Use Plan Amendment to the City of Tamarac's Comprehensive Plan Future Land Use Map in
accordance with Chapter 163, specifically Section 163.3187 of the Florida State Statutes, for an
area of approximately 1.76 net acres in size, located on the northeast corner of West Commercial
Boulevard and North Rock Island Road, originally addressed as 5101 West Commercial Boulevard,
now referred to as 5602 North Rock Island Road, more specifically described as Tract "H" of "Sabal
Palm by Prestige", according to the Plat thereof, as recorded in Plat Book 178, Page 71, of the
public records of Broward County, and shown in Exhibit "A", to change the Future Land Use
designation from "Medium -High Residential" to "Commercial" in order to allocate 3.02 gross
Residential to Commercial Flex acres to facilitate the development of a self -storage facility, (Case
No. 2-LUA-18) consistent with the intent of the City of Tamarac Comprehensive Plan; authorizing
transmittal of the Small Scale Land Use Map Amendment to the Department of Economic Opportunity
and the Broward County Planning Council for Recertification of the City of Tamarac Future Land
Use Map; providing for amendment to the Future Land Use Map to reflect such change; providing for
conflicts; providing for severability; and providing for an effective date.

b. T02387 - Rock Island Self Storage - Rezoning
An Ordinance of the City Commission of the City of Tamarac, Florida, amending the Official Zoning
Map of the City of Tamarac referenced in Section 10-2.1(b) of Chapter 10 of the City of Tamarac
Code of Ordinances to reflect the Rezoning of certain real estate property described as Tract H of
Sabal Palm by Prestige, as recorded in Plat Book 178, Pages 71 through 87 of the public records of
Broward County, Florida more legally described in Exhibit "A", from the current RC (Recreation
District) to MU-N (Mixed Use Neighborhood) zoning classification, for the subject property located at
5602 North Rock Island Road, in order to allocate 3.02 gross Residential to Commercial Flex Acres
to facilitate the development of a self -storage facility and provide consistency with the Land
Development Code in accordance with the intent of the Comprehensive Plan of the City of Tamarac;
(Case No. 5-Z-18); providing for amendment to the official zoning map to reflect such change;
providing for conflicts; providing for severability; and providing for an effective date.

The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
