ROLL CALL: PLEDGE OF ALLEGIANCE: Commissioner Diane Glasser INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Domestic Violence Awareness Month Presentation of a proclamation by Mayor Harry Dressler proclaiming the month of October 2015 as "Domestic Violence Awareness Month". (Requested by Mayor Harry Dressler) b. Customer Service Week Proclamation Presentation of a proclamation by Mayor Harry Dressler proclaiming the week of October 12th as Customer Service Week. (Requested by the Customer Service Focus Team) C. Breast Cancer Awareness Month Proclamation Presentation of a proclamation by Mayor Harry Dressler proclaiming October 2015 as "Breast Cancer Awareness Month". CITY ATTORNEY REPORT 4. CITY MANAGER REPORT 5. PUBLIC PARTICIPATION Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come to the Commission's attention after publication. 6. CONSENT AGENDA Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003- 15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. TR12701 - Pumper/Aerial Fire Apparatus Purchase A Resolution of the City Commission of the City of Tamarac, Florida authorizing the acquisition of an Emergency One 78 foot Pumper/Aerial fire apparatus from Hall -Mark Fire Apparatus, Inc., based on the Request for Proposal process (RFP) 15-01R and in accordance with the City fire apparatus replacement program at a total cost not to exceed $681,575; providing for conflicts; providing for severability; and providing for an effective date. e. TR12665 - Janitorial Agreement Renewal (USSI) A Resolution by the City Commission of the City of Tamarac, Florida, approving Amendment Number 1 to the Agreement with United States Service Industries, Inc. for Citywide Janitorial Services; authorizing the appropriate City Officials to execute Amendment Number 1 and any future renewals to the Agreement with United States Service Industries, Inc.; authorizing the renewal of the existing Agreement effective July 1, 2015, nunc pro tunc through September 30, 2017, in an annual contract amount of $213,383.52 for fixed -cost services; authorizing an amount not to exceed $23,824.55 to be added to the contract for variable -cost services for a total annual budget of $237,208.07; providing for conflicts; providing for severability; and providing for an effective date. f. TR12702 - Appointing two Resident Trustees to the Police Pension Board A Resolution of the City Commission of the City of Tamarac, Florida, appointing two Resident Trustees to the Police Pension Board to serve a two-year term ending October 15, 2017, or until new appointments are made; providing for conflicts; providing for severability; and providing for an effective date. 9. TR12679 - Hidden Harbour Re -metering Agreement and First Amendment to the Water and Sewer Developer's Agreement A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to accept and execute a Re -metering Agreement and First Amendment to the Water and Sewer Developer's Agreement with BH IGF Hidden Harbour Apt. LLC % Marvin F. Poer & Co., for the Hidden Harbour Apartments located at 8800 NW 78th Court & 8900 NW 77th Court, to allow re -metering of the water service for the purpose of allocation of the direct cost of water and sewer service among multiple users and establishing 143 ERC's for water and 143 ERC's for sewer; authorizing execution of the acknowledgement of Agreement and consent to assignment of the Water and Sewer Developer's Agreement; authorizing and directing the City Clerk to record said Agreement in the public records of Broward County; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s): District 4 h. TR12703 - Ground Lease Agreement for Tamarac Village A Resolution of the City Commission of the City of Tamarac, Florida, authorizing and directing, Alan J. Polin, P.A. as trustee under the Tamarac Land Trust Agreement dated July 10, 2013 to execute the Ground Lease Agreement, attached hereto as Exhibit "1 ", by and between Alan J. Polin, P.a. as trustee and JKM Tamarac Village, LLC; for the purpose of developing the Tamarac Village Property being more particularly described in Exhibit 1" attached hereto and incorporated herein; providing for conflicts; providing for severability; and providing for an effective date.
