CITY MANAGER REPORT 5. PUBLIC PARTICIPATION Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come to the Commission's attention after publication. 6. CONSENT AGENDA Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. TR12566 - Resolution Authorizing Temporary Employment Services for Certain City Services A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to approve expenditures for temporary labor services for canal maintenance workers and pressure washer cleaning in the amount of $68,128.10 to NiteLines USA, Inc. utilizing the State of Florida agreement #991-460-07-1 for Temporary Employment Staffing Services for expenditures made during FY14 nunc pro tunc; providing for severability; and providing an effective date. C. TR12567 - Appointing a Chairperson and Vice Chairperson to the Veterans Affairs Committee A Resolution of the City Commission of the City of Tamarac, Florida, appointing Dominic Gray as Chairperson and Herbert Daley as Vice -Chairperson to the Veterans Affairs Committee to serve until September 10, 2015 or until new appointments are made; providing for conflicts; providing for severability; and providing an effective date. d. TR12568 - Resolution Authorizing Purchase of Tires for City Vehicles and Equipment A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to approve expenditures for tires used by various City Departments in the amount of $76,051.35 for FY14 nunc pro tunc, and for FY15 purchases of tires in an amount not to exceed $80,000 to Tiresoles of Broward, Inc. utilizing the Florida Sheriff's Association Agreement #14/15-06- 0131 for tires; providing for severability; and providing an effective date. e. TR 12571 Award of Bid No 14-23B Installation of Emergency Generator at Public Services Complex A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 14-23B to and approving an Agreement with AGC Electric Inc. per Bid No. 14-23B for a contract amount of $269,384.77 and a contingency in an amount of $26,938.48, will be added to the project for a total project budget of $296,323.25; authorizing an expenditure in the amount of $296,323.25 from the appropriate accounts; authorizing an appropriation of $46,323.25; providing for conflicts; providing for severability; and providing for an effective date. f. TR12572 - Purchase of Pumps and Appurtenances from Hydra Service, Inc. - FY15 A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to designate Hydra Service, Inc., as a sole source provider for pumps and appurtenances utilized at fifty-three (53) city wastewater pump stations, and to authorize expenditures for the purchase of pumps and appurtenances from Hydra Service, Inc., for an amount not to exceed $95,000 for Fiscal Year 2015; providing for conflicts; providing for severability; and providing for an effective date. g. TR12575 - Health Insurance Renewal - FY15 A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City officials to execute an agreement with Cigna, providing for Stop Loss Insurance; and to make certain modifications to the Health Insurance program for employees and retirees; providing for conflicts; providing for severability; and providing for an effective date. h. TR12576 - Wastewater Main Rehabilitation Inflow & Infiltration Project FY15 — SAK Construction LLC A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to accept and execute an agreement between the City of Tamarac and SAK Construction, LLC., utilizing Choice Facility Partners (CFP) Contract #10/039MP for an amount not to exceed $1,540,000 for the FY15 Wastewater Main Rehabilitation Inflow and Infiltration Project; authorizing the appropriate City Officials to administer the contract; providing for conflicts; providing for severability; and providing for an effective date. i. TR12577 - Administrative Services Agreement - Fire Pension Plan A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City officials to execute an agreement with the City of Tamarac Firefighter's Pension Trust Fund to provide administrative services to the Firefighter's Pension Trust Fund and to perform those duties and responsibilities which are described in this agreement effective January 1, 2015; authorizing an appropriation of $27,000 to convert a part-time position to full-time; providing for conflicts; providing for severability; and providing for an effective date. TR12580 - Dental Insurance Renewal A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City officials to execute the agreement for the City's dental insurance program with MetLife for two (2) plan years effective January 1, 2015; providing for the continuation of the existing cost allocation of the dental insurance premium between the City and employees; providing for conflicts; providing for severability; an providing for an effective date. k. TR12581 - Supporting the 2015 JCC Maccabi Games and ArtsFest A Resolution of the City Commission of the City of Tamarac, Florida, supporting the 2015 JCC Maccabi Games® and ArtsFest® which shall be hosted by the David Posnack JCC and will take place August 9-14, 2015 at various locations throughout Broward County; authorizing the city clerk to transmit this resolution; providing for conflicts, providing for severability and providing for an effective date. 7. REGULAR AGENDA 8. ORDINANCE(S) - FIRST READING a. T02312 - Public Art Committee Ordinance Amendment Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida on first reading amending Chapter 5 of the City's Code of Ordinances, entitled "Buildings and Building Regulations" by amending Article XI, entitled "Public Art Program" by specifically amending Section 5-305 entitled "Public Art Committee", to revise the term of office for the Public Art Committee Members in accordance with Division 1, Section 2-59 of the City Code of Ordinances; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. b. T02311 - Puppy and Kitten Sale Legislation Motion to adopt an ordinance of the City Commission of the City of Tamarac, Florida on first reading amending Chapter 4 of the City's Code of Ordinances, entitled "Animals" by creating Article 111 entitled "Retail Sale of Dogs and Cats", to provide for regulations on the retail sale of dogs and cats originating from a puppy or kitten mill in conformity with the City of Tamarac Comprehensive Plan; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. 9. PUBLIC HEARING(S) a. TR12565 - FY2013/2014 CAPER A resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City officials to approve the Consolidated Annual Performance Evaluation Report (CAPER FY2013-2014) for the US Department of Housing & Urban Development (HUD's) Community Development Block Grant (CDBG) programs for HUD's fiscal year 2013-2014; Case No:7-MI-14; providing for conflicts, providing for severability; and providing for an effective date. 10. ORDINANCE(S) - SECOND READING a. T02309 - Planning Board Term -Alternate Ordinance Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida on second reading amending Chapter 24 of the City's Code of Ordinances, entitled "Zoning" by amending Article Il, entitled "Administration", Division 3 entitled "Planning Board" by specifically amending Section 24-61 entitled "Created Members", to revise the term of office for Planning Board Members and to create the position of Alternate Member of the Planning Board in accordance with the City Code of Ordinances; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. T02310 - 2nd Budget Amendment Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida, on second reading amending ordinance 2014-05, which amended the City of Tamarac Operating Budget, Revenues and Expenditures, the Capital Budget, and the Financial Policies for the Fiscal Year 2014, by increasing the total revenues and expenditures by a total of $3,317,945 as detailed in Exhibit A attached hereto; providing for conflicts; providing for severability; providing for an effective date. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
