ROLL CALL: PLEDGE OF ALLEGIANCE: Mayor Beth Flansbaum-Talabisco INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: READ INTO THE RECORD ON BEHALF OF REQUESTOR: Formally recognizing individuals or organizations for their contributions and/or achievements, and/or providing educational information to the residents and citizens of the City of Tamarac. a. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming the week of April 13-19, 2008 as "Paralyzed Veterans of America Awareness Week". (Requested by Mayor Flansbaum-Talabisco) b. Presentation of a proclamation by Mayor FlansbaumMTalabisco proclaiming the month of April as "Jazz Appreciation Month". (Requested by Mayor Mufi Hannemann, Mayor of Honolulu). READ INTO THE RECORD AND ACCEPTED BY REQUESTOR: Formally recognizing individuals, organizations or departments for their contributions and/or achievements, and/or providing educational information to the residents and citizens of the City of Tamarac. C. Presentation of a proclamation by Mayor Flansbaum-Talabisco recognizing April as "Fair Housing Month". (Requested by Community Development Director Jennifer Bramley) April 9, 2008 Page 1 of 4 d. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming April 22, 2008 as "Earth Day" in the City of Tamarac. (Requested by Parks & Recreation Director Greg Warner) 2. City Commission 3. City Attorney 4. City Manager REPORTS PUBLIC PARTICIPATION 5. PUBLIC PARTICIPATION - Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature that have come to the Commission's attention after publication. CONSENT AGENDA 6. Motion to adopt items 6(a) through 6(g). Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Tamarac Code, Sec. 2-34(e)(6), the item(s) will be removed from the Consent Agenda and will be considered separately. a. APPROVE the minutes of the March 26, 2008 Regular City Commission meeting. b. REVISED PERMIT FEE SCHEDULE: (TR11231) Increasing the City's Building Fees pursuant to Exhibit "C" attached hereto and incorporated herein; authorizing the appropriate City officials to take any and all steps necessary to increase and restructure the Building Department Permit Fees. TABLED AT THE MARCH 26, 2008 MEETING TO APRIL 9, 2008 AT OR AFTER 7:00 PM April 9, 2008 Page 2 of 4 C. DONATION OF SURPLUS HEATER MEALS —(MIRES) TO THE SUNRISE SENIOR CENTER: (TR11373) Donating surplus "Heater Meal Two, Meals -Ready -To - Eat" (MIRE) to the Aging and Disability Resource Center in Sunrise Florida, and the disposal of those packages which have expired. d. TRAFFICWAY BEAUTIFICATION AGREEMENT WITH BROWARD COUNTY: (TR11355) Executing an Interlocal Agreement between the City of Tamarac and Broward County for Trafficway Beautification for Bailey Road from Northwest 64th Avenue to Northwest 461h Avenue. e. TRAFFICWAY ILLUMINATION AGREEMENT WITH BROWARD COUNTY: (TR11356) Executing an Interlocal Agreement between the City of Tamarac and Broward County for Trafficway Illumination for Bailey Road from Northwest 641h Avenue to Northwest 46th Avenue. f. AGREEMENT FOR ANNUAL MAINTENANCE OF THE MARC UNIT: (TR11372) Executing a Sub -Recipient Agreement for 2006-2007 State Homeland Security Grant Program (SHSGP), expenditure of Local Government Unit Funding for Sustainment Funds for an Annual Maintenance Contract for Mutual Aid Radio Communications (MARC) Unit, with the State of Florida, Department of Financial Services Division of State Fire Marshal. g. AQUATIC CENTER HVAC INSTALLATION: (TR11378) Awarding Bid No. 08- 11 B and executing an Agreement with HYVAC, Inc. for the installation of an additional HVAC Unit at the Caporella Aquatic Center 9300 NW 58 Street, in an amount not to exceed $31,650.00 from the appropriate accounts; authorizing budget amendments as needed for proper accounting purposes. END OF CONSENT AGENDA REGULAR AGENDA ORDINANCES — FIRST READINGS 7. COMMERCIAL VEHICLE CITATION ORDINANCE: (T02159) Motion to adopt Ordinance on first reading amending Chapter 14 entitled, "Motor Vehicle and Traffic", by specifically amending Section 14-84 entitled, "Maximum Weights"; providing for width, length and height regulations in accordance with Chapter 316, Florida Statutes, for commercial motor vehicles; providing for codification. 8. FEE ADJUSTMENTS: (T02160) Motion to adopt Ordinance on first reading amending Chapter 5, entitled, "Buildings and Building Regulations", Article I, "In General", Section 5-1, entitled, "Building Department Permit Fees", adding the requirement for automatic annual adjustments to the Building Department Permit Fee Schedule; providing for codification. UASI-JUDICIAL HEARINGS There are no quasi-judicial hearings scheduled for this meeting. END OF QUASI-JUDICIAL HEARINGS END OF PUBLIC HEARINGS The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
