ROLL CALL: PLEDGE OF ALLEGIANCE: Commissioner Patte Atkins -Grad INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation by Palm Beach Gardens Finance Director Allan Owens, of the Certificate of Achievement for Excellence in Financial Reporting (CAFR) award to the City of Tamarac for the fiscal year ending September 30, 2005. READ INTO THE RECORD ON BEHALF OF REQUESTOR: Formally recognizing individuals or organizations for their contributions and/or achievements, and/or providing educational information to the residents and citizens of the City of Tamarac. There are no proclamations or presentations to be read into the record on behalf of requestor. Presentation of a proclamation by Mayor Flansbaum-Talabisco, proclaiming April as "Water Conservation Month" in the City of Tamarac. (Requested by Laboratory Manager, Fran Oney) C. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming April as Records and Information Management Month in the City of Tamarac. (Requested by City Clerk Marion Swenson) REPORTS 2. PUBLIC PARTICIPATION - Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature that have come to the Commission's attention after publication. CONSENT AGENDA 6. Motion to adopt items 6(a) through 6(f). Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. March 28, 2007 Page 2 of 4 a. APPROVE the minutes of the March 14, 2007 Regular City Commission meeting. b. ELECTING A VICE -MAYOR: (TR11132) Electing a vice mayor to serve a term of one year and eight months beginning March 28, 2007 and ending November 2008, with no succession. C. AUTHORIZING FOUR -WEEK CONSECUTIVE PERIOD IN 2007 DURING WHICH THE CITY COMMISSION WILL NOT SCHEDULE ANY REGULAR MEETINGS: (TR11133) Authorizing a four -week consecutive period (July 15, 2007 — August 11, 2007) during which time the City Commission will not schedule any regular meetings pursuant to Section 4.06 of the City Charter. d. AWARDING BID NO. 07-09B — REPLACEMENT OF BSO/TRANSPORTATION OFFICE ROOF: (TR11115) Awarding Bid No. 07-09B and executing an agreement with Preventive Maintenance Support Services, Inc. for the replacement of the roof at the BSO Building at 7515 NW 88th Avenue in an amount not to exceed $205,355.63 from the appropriate accounts; authorizing budget amendments as needed for proper accounting purposes. e. COMMISSION CHAMBERS CURTAIN INSTALLATION: (TR11153) Awarding RFP No. 07-12R and executing an agreement with Kenney Drapery Associates, Inc. for the replacement of the Commission Chamber Curtain located in City Hall in an amount not to exceed $38,850 from the appropriate accounts; authorizing budget amendments as needed for proper accounting purposes. AWARDING RFP 07-15R AND EXECUTING AGREEMENT FOR PRINTING AND MAILING SERVICES: (TR11152) Awarding RFP 07-15R, "Printing & Distribution of City of Tamarac Publications" to and executing an agreement with Franklin Communications, LLC for printing services for a two year period, providing for three additional one year renewals at the discretion of the City, authorizing the City Manager to approve expenditures for printing. APPLEBEE'S NEIGHBORHOOD GRILL & BAR - SPECIAL EXTENDED HOURS PERMIT: (TR11151) Motion to approve Resolution granting approval of the Special Extended Hours Permit, requested by Jacqueline S. Brown, representing Applebee's Neighborhood Grill & Bar, to extend the hours of the on - premise sale and consumption of alcoholic beverages and to open for business at 11:00 a.m. on Sundays, pursuant to the City of Tamarac Ordinance No. 0-85- 38, for the Applebee's Neighborhood Grill & Bar, located in the Washington Mutual Plaza at 6005 North University Drive (Case No. 2-MI-07); providing for conditions of approval. March 28, 2007 Page 3 of 4 ORDINANCES -- FIRST READINGS There are no ordinances scheduled for first reading. PUBLIC HEARINGS 9.00 A.M. OR THEREAFTER 8. LOCAL HOUSING ASSISTANCE PLAN: (TR11144) Motion to approve resolution approving the Local Housing Assistance Plan as required by the State Housing Initiatives Partnership Program Act, Subsections 420.907-420.9079, Florida Statutes; and Rule Chapter 67-37, Florida Administrative Code; authorizing and directing the Mayor or in her absence, the Vice Mayor to execute any necessary documents and certifications needed by the state; authorizing the submission of the Local Housing Assistance Plan for review and approval by the Florida Housing Finance Corporation. ORDINANCES — SECOND READINGS There are no ordinances scheduled for second reading. QUASI-JUDICIAL HEARINGS There are no quasi-judicial items scheduled for this meeting. END OF QUASI-JUDICIAL HEARINGS END OF PUBLIC HEARINGS The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
