Presentation by Mayor Flansbaum-Talabisco of a proclamation proclaiming May 19, 2007 as "Kids Day America". (Requested by Mayor Flansbaum-Talabisco ) b. Presentation by Mayor Flansbaum-Talabisco of a proclamation proclaiming the week of May 13-19, 2007 as "National Police Week". (Requested by BSO Chief Dugger) May 9, 2007 Page 1 of 4 2. PUBLIC PARTICIPATION - Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature that have come to the Commission's attention after publication. CONSENT AGENDA 6. Motion to adopt items 6(a) through 6(f). Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. APPROVE the minutes of the April 25, 2007 Regular City Commission meeting. b. DESIGN AND RENOVATION — FIRE STATIONS 41 AND 78: (TR11165) Executing task authorization No. 07-05E with Saltz Michelson Architects to provide architectural services for the design of the Tamarac Fire Stations 41 & 78 fagade and interior renovation improvement project, in accordance with the City's consulting service agreement as authorized by Resolution #R-2006-131; authorizing an expenditure for said purpose in an amount not to exceed $88,750.00; authorizing budget amendments as needed for proper accounting purposes. C. EXTENSION OF FINAL SITE PLAN APPROVAL — BRUSTER'S: (TR11176) Granting a time extension of one (1) year for final site plan approval for Bruster's, requested by Elf LLC (Carlos and Christine Frias), applicant (Case No. 11-SP-07); providing for conditions of approval. May 9, 2007 Page 2 of 4 d. CONFIRMING THE APPOINTMENT OF RON HOLT AS A TRUSTEE OF THE POLICE PENSION BOARD: (TR11189) Confirming the appointment of Ron Holt as a Trustee of the Police Pension Board to serve a two-year term ending April 25, 2009. e. AMENDING TERMS OF EMPLOYMENT: (TR11191) Amending the terms of employment of City Manager Jeffrey L. Miller as set forth in Resolution No. R-99-226; as amended by Resolution Nos. R-2000-91, R-2001-123, R-2002-116, R-2003-90, R- 2004-72, R-2005-136, and R-2006-108. f. ACCEPTING A FEDERAL MEDIATION AND CONCILIATION SERVICE LABOR MANAGEMENT GRANT AWARD: (TR11188) Authorizing the acceptance of a grant award from the Federal Mediation and Conciliation Service Labor Management Grants Program in the amount of $93,352 to support the Tamarac Employee Safety Committee and enhance the City's safety program; providing for a 10 percent cash match of $10,373 in local funds for a total project cost of $103,725; providing for the execution of award documents. END OF CONSENT AGENDA REGULAR AGENDA ORDINANCES — FIRST READINGS 7.' FRANCHISE AGREEMENT FOR COMMERCIAL SOLID WASTE SERVICES: (T02138) Motion to adopt Ordinance on first reading authorizing the appropriate City officials to execute a Commercial Garbage Franchise Agreement between the City of Tamarac and FSR Transporting and Crane Services, Inc. 8. ADDITIONAL SENIOR HOMESTEAD EXEMPTION: (T02139) Motion to adopt Ordinance on first reading amending Chapter 6 of the City of Tamarac Code of Ordinances, entitled "Finance and Taxation", by specifically creating Article VII, entitled "Senior Homestead Tax Exemption"; providing that an additional homestead exemption of up to Fifty Thousand Dollars ($50,000.00) for persons sixty-five (65) years of age and older shall be authorized to taxpayers satisfying the requirements as set forth in Section 196.075 of the Florida Statutes, which includes but is not limited to the person's household income does not exceed Twenty Thousand Dollars ($20,000.00), as adjusted pursuant to State Statute; providing that a taxpayer seeking the additional homestead exemption shall submit on an annual basis a sworn statement to the Broward County Property Appraiser's Office; providing for an annual adjustment; providing for severability; providing for conflict; providing for inclusion in the code; providing for an effective date subject to the acceptance of the Ordinance by the Broward County Property Appraiser's Office. SPECIAL EXCEPTION — STORAGE FACILITY; (TR11129) Motion to approve Resolution approving a Special Exception to allow the operation of a storage facility in a B-3 (General Business District) zoning category located at the southwest corner of NW 77th Street and NW 88th Ave (Pine Island Road), specifically Parcel "A" of The "I.C. Plat", according to the Plat thereof as recorded in Plat Book 130, Page 35 of the public records of Broward County, Florida, (Case No. 1-Z-07); providing for conditions of approval. TABLED AT THE MARCH 14, 2007 CITY COMMISSION MEETING END OF QUASI-JUDICIAL HEARINGS END OF PUBLIC HEARINGS The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
