achievements, and/or providing educational information to the residents and
citizens of the City of Tamarac.
a. Presentation of a proclamation by Mayor Flansbaum-Talabisco,
proclaiming September 2007 as "National Save A Life Month". (Requested by
Mayor Flansbaum-Talabisco)

Formally recognizing individuals, organizations or departments for their
contributions and/or achievements, and/or providing educational information to

b. Presentation by Mayor Flansbaum-Talabisco, of the NIGP Professional
Manager of the Year Award to Keith Glatz, Purchasing & Contracts Manager.

PUBLIC PARTICIPATION
5. PUBLIC PARTICIPATION - Any member of the public may speak to any issue
that is not agendized for public hearing at this meeting. Speakers will be limited to three
minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item, and speakers are encouraged to sign up in advance
with the City Clerk prior to their participation.
When an issue has been designated as quasi-judicial, public remarks shall only be
heard during a quasi-judicial hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this
time will announce those items that have been given a specific time to be heard, and
will entertain motions from the Commission members to table those items that require
research. The Commission may agendize by majority consent matters of an urgent
nature that have come to the Commission's attention after publication.
CONSENT AGENDA
6. Motion to adopt items 6(a) through 6(o).
Items listed under Consent Agenda are viewed to be routine and the recommendation
will be enacted by ONE MOTION in the form listed below. If discussion is desired, then,
in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the
Consent Agenda and will be considered separately.
a. APPROVE the minutes of the August 22, 2007 Regular City Commission
meeting.
b. TASK AUTHORIZATION NO. 07-06E — UNIVERSITY DRIVE WATER MAIN
UPGRADE FROM NW 77T" STREET TO SOUTHGATE BOULEVARD: (TR11264)
Executing Task Authorization No. 07-06E with Eckler Engineering, Inc., to provide
professional services for the design, permitting, bidding, and construction management
for the University Drive Water Main Upgrade from NW 77t" Street to Southgate
Boulevard, in accordance with the City's Consulting Engineering Agreement as
authorized by Resolution No. R-2006-131, for an amount not to exceed $99,600.00;
approving funding from the appropriate budgeted Utilities accounts; authorizing the
appropriate City Officials to administer the contract.

C. INTERLOCAL AGREEMENT — BROWARD COUNTY UNSAFE STRUCTURES
BOARD: (TR11266) Executing an Interlocal Agreement between Broward County and
the City of Tamarac providing for hearings by the Broward County Minimum
Housing/Unsafe Structures Board at a rate of Sixty -Five Dollars ($65.00) per hour for
the Code Enforcement Officer and Twenty -Eight Dollars and Thirty Eight Cents ($28.38)
per hour for Clerical Support, with a maximum case cost of Five Hundred Dollars
($500.00) unless written authorization from the City has been received; per noticed
case, for a two year period through September 30, 2009.
d. INTERLOCAL AGREEMENT — BROWARD COUNTY INSPECTION
SERVICES: (TR11267) Executing the Interlocal Agreement for Emergency/Non
Guaranteed Supplemental Support between Broward County and the City of Tamarac
for Inspection and Plan Review Services to be performed by the Broward County
Building Code Services Division in the event there is a staff shortage at rate of Sixty -
Five and 00/100 Dollars ($65.00) per hour for a Building Code Inspector, Seventy -Five
and 00/100 Dollars ($75.00) per hour for a Plans Examiner, Seventy -Seven and 00/100
Dollars ($77.00) for a Chief Building Code Inspector, Ninety and 00/100 Dollars ($90.00)
per hour for Building Official Services. Overtime, when approved by the City, shall be at
one and one half the normal hourly rate, including annual increase of 5%, for a two year
period commencing October 1, 2007.
e. SUPPLEMENTAL DISASTER RECOVERY INITIATIVE FUNDS: (TR11276)
Submitting an application for Supplemental Disaster Recover Initiative Funding to
Broward County through the Supplemental Disaster Recovery Initiative Community
Development Block Grant ("CDBG") Program; authorizing City officials and
representatives to take all necessary action to submit the application; authorizing City
officials and representatives to provide for the increase of the maximum amount of
funds available for any one property from $15,000 to $40,000.
f. FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP)
GRANT: (TR11280) Submitting an application to the Florida Department of
Environmental Protection for Florida Recreation Development Assistance Program
(FRDAP) grant funds for the Water's Edge Park Project in the amount of $200,000
providing for a match of $200,000 in prior grant funding in the event of approval of the
application; providing for acceptance of the award and execution of documents upon
approval.
g. BROWARD BOATING IMPROVEMENT PROGRAM GRANT: (TR11281)
Submitting an application to the Broward County Marine Advisory Committee for
Broward Boating Improvement grant funds to enhance recreational boating
opportunities at Veteran's Park in the amount of $50,000; providing for acceptance of
the award and execution of documents upon approval.
h. SHIP ANNUAL REPORTS: (TR11244) Approving the Annual Report for the
State Housing Initiative Partnership for FY2004/2005 and the Interim Reports for
FY2005/2006 and FY2006/2007.

i. APPOINTING MEMBERS TO THE PUBLIC ART COMMITTEE: (TR11265)
Appointing five regular members and two alternate members to the Public Art
Committee.
j. BROWARD COMMUNITY COLLEGE STUDENT RIDER: (TR11277) Executing
an agreement between the City of Tamarac and Broward Community College (BCC) to
allow Emergency Medical Services (EMS) students an opportunity to receive education
and training from Tamarac Fire Rescue Personnel in an EMS Student Preceptorship
Program beginning October 1, 2007 through September 30, 2010.
k. EMERGENCY EDUCATIONAL INSTITUTE STUDENT RIDER: (TR11278)
Executing an agreement between the City of Tamarac and Emergency Educational
Institute, Inc. (EEI) to allow Emergency Medical Services (EMS) students an opportunity
to receive education and training from Tamarac Fire Rescue Personnel in an EMS
Student Preceptorship Program beginning October 1, 2007 through September 30,
2010.
I. PURCHASE OF MEDICAL AND FIREFIGHTING SUPPLIES: (TR11279)
Authorizing the Fire Rescue Department to purchase medical supplies and firefighting
supplies from Broward County Sheriff's Office, Fire Rescue Division Logistics
Warehouse during FY08, in an amount not to exceed One Hundred Ten Thousand
($110,000.00) Dollars; authorizing the appropriate City officials to execute a liability
waiver for the purchases.
M. AGREEMENT RENEWALS — "FURNISH, DELIVER AND DISCHARGE OF
QUICKLIME": (TR11282) Exercising the first renewal option of agreements to
"Furnish, Deliver and Discharge of Quicklime" to, and executing agreement
amendments with, Chemical Lime Company of Alabama, Inc. for the City of Tamarac
and on behalf of fifteen members of the Southeast Florida Governmental Purchasing
Cooperative; and with Carmeuse Lime & Stone, Incorporated on behalf of two members
of the Southeast Florida Governmental Purchasing Cooperative, for a period of one
year with three (3) additional one-year renewal options.
n. SIDEWALK EASEMENT — CUNIO: (TR11113) Executing a sidewalk easement
with R. J. and Nancy L. Cunio, for the NW 70t' Avenue sidewalk project, authorizing and
directing the City Clerk to record said agreement in the public records of Broward
County.
o. AWARDING BID NO. 07-30B - AGREEMENT FOR CROSSING GUARD
SERVICES: (TR11273) Awarding Bid No. 07-30B entitled "School Crossing Guard
Services" and accepting and executing a contract with Action Labor of Florida, LLC
(a/k/a; Staffing Connection) for a period commencing the date of execution through
September 30, 2009 with the option to renew for two (2) additional two (2) year periods.
