PROCLAMATIONS AND PRESENTATIONS: READ INTO THE RECORD ON BEHALF OF REQUESTOR: Formally recognizing individuals or organizations for their contributions and/or achievements, and/or providing educational information to the residents and citizens of the City of Tamarac. Presentation by Alan Owens of the GFOA 2006 Distinguished Budget Award to the Financial Services Department. b. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming. October 1 — 5, 2007 as "Customer Service Week". (Requested by Sterling Team #3 - Customer and Market Focus). C. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming October 2007 as "Arts and Humanities Month". (Requested by Maureen Kohler of ArtServe). PUBLIC PARTICIPATION Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature that have come to the Commission's attention after publication. CONSENT AGENDA 6. Motion to adopt items 6(a) through 6(g). Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. APPROVE the minutes of the September 11, 2007 Regular City Commission meeting. b. APPROVE the minutes of the September 13, 2007 Special City Commission meeting — Budget 1 St Public Hearing. C. APPROVE the minutes of the September 14, 2007 Special City Commission meeting — Main Street Assessment. September 26, 2007 Page 2 of 5 d. OPPOSING FLORIDA HOMETOWN DEMOCRACY'S PROPOSED AMENDMENT TO THE FLORIDA CONSTITUTION: (TR11291) Opposing Florida Hometown Democracy's proposed amendment to the Florida Constitution that would force voters to decide all changes to a City or County's comprehensive plan; urging municipalities throughout Broward County and the State of Florida, as well as Florida electors, to oppose Florida Hometown Democracy's proposed amendment to the Florida Constitution. e. AUTHORIZING THE RENEWAL OF GENERAL LIABILITY AUTOMOBILE LE PHYSICAL DAMAGE, WORKERS' COMPENSATION, AND PROPERTY LINES OF COVERAGE: (TR11286) Authorizing the renewal of General Liability, Automobile Liability, Automobile Physical Damage, Workers' Compensation, and Property lines of coverage with the Florida Municipal Insurance Trust (FMIT) for a one (1) year period beginning October 1, 2007 at a cost of $1,484,552 and payment of any increase resulting from the annual premium audit. f. MICROFILMING AND DOCUMENT DIGITIZING SERVICES: (TR11288) Increasing the expenditure for the purchase of microfilming and document digitizing services from Lason Systems, Inc., for a total not to exceed $80,000 annually; approving funding from the appropriate accounts. g. AMENDMENT TO AGREEMENT FOR LOBBYING SERVICES: (TR11290) Executing Amendment #5 to the agreement between the City of Tamarac and Ronald L. Book, P.A., for lobbying services extending the agreement through September 10, 2008 at a cost not to exceed $60,000. OR THEREAFTER ORDINANCES — SECOND READINGS There are no ordinances scheduled for second reading. September 26, 2007 Page 3 of 5 QUASI-JUDICIAL HEARINGS 7. REVISED DEVELOPMENT ORDER AND MAJOR REVISED SITE PLAN — PARCEL A OF "ATLANTIC FEDERAL TAMARAC": (TR11284) Motion to approve Resolution issuing Revised Development Order No. 257 and granting Major Revised Site Plan approval to allow for the renovation of the existing bank including an exterior facade upgrade and relocation of existing drive thru lanes, located at 5600 North University Drive, at the Northeast corner of University Drive and Commercial Boulevard, Parcel A of "Atlantic Federal Tamarac", according to the Plat thereof as Recorded in Plat Book 87 at Page 45, of the Public Records of Broward County, Florida (Case No. 8- SP-07). 8, LAND USE PLAN AMENDMENT — WOODMONT: (T02148) Motion to adopt Ordinance on first reading approving an application to the City of Tamarac Comprehensive Land Use Plan in accordance with Chapter 163, and specifically Section 163.3184 Florida Statutes; specifically pertaining to a Large -Scale Land Use Plan Amendment proposal by Woodmont Country Club, Inc., to change the land use designation of the land, located in the City of Tamarac within the Woodmont Country Club site, which is bound by Pine Island Road, Southgate Boulevard, University Drive, and NW 75th Street, from "Commercial Recreation" to "Low Medium (5-10 du/ac) Residential" to accommodate the future development of a total of three -hundred (300) dwelling units of which one -hundred fifty-eight (158) units will be single family units and one -hundred forty-two (142) units will be multi -family units. (Case No. 1-LUA-07); providing for amendment to the Land Use Plan to reflect such change. 9. AMENDING PRIOR ZONING — WOODMONT: (T02147) Motion to adopt Ordinance on first reading amending prior zoning of certain real estate property otherwise known as Woodmont Residential from S-1 (Recreational District) to R-1 (Single Family Residential District) for Parcels "A", "B", and "C" and from S-1 (Recreational District) to R-3 (Low Density Multi -Family Residential District) for Parcels "D", "E", and "F", located in the City of Tamarac within the Woodmont Country Club site, which is bound by Pine Island Road, Southgate Boulevard, University Drive, and NW 75th Street (Case No. 3-Z-07); providing for amendment of the official zoning map to reflect such change. END OFQUASI-JUDICIAL HEARINGS END OF PUBLIC HEARINGS The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting. Pursuant to Chapter 286.0105, Florida Statutes, if a person decides to appeal any decision made by the City Commission with respect to any matter considered at such September 26, 2007 Page 4 of 5 meeting or hearing, he may need to ensure that a verbatim record of the proceedings is made which record includes the testimony and evidence upon which the appeal is based.
