ROLL CALL: PLEDGE OF ALLEGIANCE: Commissioner Edward C. Portner INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation to Mayor Joe Schreiber and Commissioner Karen L. Roberts by Vice Mayor Beth Flansbaum-Talabisco and members of the City Commission in recognition of extended years of service. b. Presentation of a proclamation by Mayor Schreiber proclaiming the week of March 12, 2006 as National Safe Place Week. 2. City Commission 3. City Attorney 4. City Manager REPORTS March 08, 2006 Page 1 of 5 PUBLIC PARTICIPATION 5. PUBLIC PARTICIPATION - Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come to the Commission's attention after publication. CONSENT AGENDA 6. Motion to adopt items 6(a) through 6(g). Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. APPROVE the minutes of the February 22, 2006 Special City Commission meeting. b. APPROVE the minutes of the February 22, 2006 Regular City Commission meeting. C. TASK AUTHORIZATION NO. 06-03E — MATHEWS CONSULTING INC. — 12- INCH WASTEWATER FORCE MAIN ALONG NW 82 ND STREET FROM NW 76TH AVENUE TO NUTMEG COURT: (TR10902) Executing Task Authorization No. 06-03E with Mathews Consulting, Inc., to provide professional services for the design, permitting, and bidding of the 12-inch wastewater force main along NW 82" Street from NW 75th Avenue to Nutmeg Court, in accordance with the City's Consulting Engineering Agreement as authorized by Resolution No. R- 2001-185, for an amount not to exceed $50,000.00; approving funding from the appropriate budgeted Utilities Operational and CIAC accounts; authorizing the appropriate City officials to administer the contract. GRANT APPLICATION — RECREATIONAL TRAILS PROGRAM GRANT FUNDS FOR SOUTHGATE LINEAR PARK DEVELOPMENT PROJECT: (TR10910) Authorizing submission of an application to the Florida Department of Environmental Protection for Recreational Trails Program Grant Funds for the Southgate Linear Park Development Project in the amount of $200,000 providing for a 50:50 cash match of $200,000 in City funds for a total project cost of $400,000 in the event of approval of the application; providing for acceptance of the award and executing of documents upon approval. e. AUTOMATIC AID AGREEMENT WITH CITY OF LAUDERHILL: (TR10909) Executing an agreement between the City of Tamarac and the City of Lauderhill for the provision of cooperative emergency medical and fire protection services through Automatic Aid. f. REPAIR AND REPLACEMENT OF HURRICANE DAMAGED STREET LIGHTS: (TR10905) Approving the repair and replacement of hurricane damaged street lights; utilizing the School Board of Broward County Bid Number 24-052R; previously awarded to Florida Electric Contracting Service, Inc. for said work in an amount not to exceed $56,400.00, g. INTERLOCAL AGREEMENT — PROCESSING OF MUNICIPAL PARKING TICKETS: (TR10915) Approving an Interlocal Agreement with Howard C. Forman, Clerk of Court for the Seventeenth Judicial Circuit of the State of Florida to provide for the processing of municipal parking tickets and referral of contested citations to hearing officers to conduct hearings; authorizing the appropriate City officials to execute the necessary documents to effectuate this resolution. DEVELOPMENT ORDER AND PLAT APPROVAL FOR THE "CITY FURNITURE PLAT": (TR10912) Motion to approve Resolution issuing Development Order No. 334 and granting Plat approval for the "City Furniture Plat", requested by Ronald Fritz of Schwebke-Shiskin & Associates, Inc., located on the east side of Hiatus Road, north side of McNab Road and the Sawgrass Expressway on the west, specifically a Replat of a Portion of Tracts 5, 10, 14, 15, 16 and Road Reservations in the North '/2 of Section 7, Township 49 South, Range 41 East of the "Florida Fruit Lands Company's Subdivision No. 2", according to the Plat thereof as recorded in Plat Book 1, Page 102 of the Public Records of Palm Beach County, Florida; Parcel "A" of the "Gould South Plat", according to the Plat thereof as recorded in Plat Book 159, Page 11 of the Public Records of Broward County, Florida; Parcel "C" of the "S & N Plat", according to the Plat thereof as recorded in Plat Book 154, Page 38 of the Public Records of Broward County, Florida; Parcel "A" and the 50 Foot Canal Right -Of -Way of the "Tee Plat No. 1", according to the Plat thereof as recorded in Plat Book 151, Page 32 of the Public Records of Broward County, Florida; Parcel "A" of the 50 Foot Canal Right -Of -Way and the 100 Foot Utility Access, Maintenance and Drainage Easement of the "Ash Plat No. 1", according to the Plat thereof as recorded in Plat Book 166, Page 50 of the Public Records of Broward County, Florida; said lands lying and being in the City of Tamarac, Broward County, Florida and being more particularly described in Exhibit 1" (Case No. 3-P-05); providing for conditions of approval; providing for execution of said Plat. 8. REVISED DEVELOPMENT ORDER AND MAJOR REVISED SITE PLAN — CITY FURNITURE: (TR10913) Motion to approve Resolution issuing Revised Development Order No. 334.1 and granting Major Revised Site Plan approval to City Furniture for an approximate 6.47 acre park at the southwest corner of McNab Road and Hiatus Road, specifically a portion of Tract 16, Section 7, Township 49 South, Range 41 East of the "Florida Fruit Lands Company's Subdivision No. 2" Plat, according to the Plat thereof as recorded in Plat Book 1, Page 102 of the Public Records of Broward County, Florida (Case No. 27-SP- 05); providing for conditions of approval. END OFQUASI-JUDICIAL HEARINGS END OF PUBLIC HEARINGS The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
