CALL TO ORDER: ROLL CALL: PLEDGE OF ALLEGIANCE: Commissioner Edward C. Portner ANNOUNCEMENT of the percentage increase (decrease) in proposed millage rate over (under) the rolled -back rate necessary to fund the General Fund budget for FY 06 and the specific purposes for which ad valorem tax revenues are being increased. 2. PUBLIC HEARING on the final millage rate for FY 06. 3. PUBLIC HEARING on the final General Fund and other Fund budgets for FY 06. 4. ADOPTING THE MILLAGE FOR THE 2005 TAX ROLL: (T02092) Motion to adopt ordinance on second reading adopting the millage for the 2005 tax roll; levying a tax for general operations on all properties for the Fiscal Year 2006; levying a tax for the payment of principal and interest for bonded indebtedness; providing for conflicts; providing for severability; and providing for an effective date. GENERAL FUND AND OTHER FUND BUDGETS: (TO2091) Motion to adopt ordinance on second reading adopting the budget for the General Fund and each of the other Operating Funds and the Capital Improvements Fund for the fiscal year 2006; allocating, appropriating, and authorizing expenditures as presented in the budget; providing for the revenues necessary to fund the expenditures of each of the funds; authorizing budgetary control by department total for all appropriations. APPROVED ON FIRST READING SEPTEMBER 14, 2005 6. ADOPTING CAPITAL IMPROVEMENT PROGRAM CIP : (TR10778) Motion to approve resolution adopting the Capital Improvement Program (CIP) for the five year period beginning with Fiscal Year 2006; providing for conflicts; providing for severability; and providing for an effective date. The City Commission may consider and act upon such other business as may come before it. All meetings are open to the public. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
