ANNOUNCEMENT OF TIME _ALLOCATIONS - MOTIONS TO TABLE - The Chair at this time will -announce those items which have been given a specific time to be heard, and will entertain motions from Council members to table those items which require research. MOTION TO ADOPT Temp.` Reso. #5788 authorizing the appropriateICity officials to execute an Agreement ands Covenant Running With the Land with Build To Suit Partners pertaining to the development of WALGREENS WOODMONT SHOPPES. Reso. #5787 urging restaurant operators in the City to serve drinking water only upon request of their customers. FINAL ACTION: RESOLUTION R-90-129 - PASSED APPROVED. - Engineering/Utilities e. MOTION TO APPROVE Change Order #2 to the contract witlj TLC Diversif ied granting a f if teen (15 ) day extension to the completion date of TUW Project 88-12, New Pump, at Tract 27 Water Tank, as a result of the failure of an expansion joint and subsequent delays in obtaining a replacement from the manufacturer; the new completion date of this contract is 5/15/90. FINAL ACTION: APPROVED. General Administrative f. MOTION TO ADOPT Temp. Reso._#5789 opposing the proposed state service fee charge of 3% on the Local Government Half -cent Sales Tax Trust Fund and the service fee charge of 6% on the Counties' Intangible Tax Trust Fund. MOTION TO APPROVE rejection of the single bid received under'Sid #90-8 for purchase of a lap -top computer and AUTHORIZATION to purchase a Compaq lap -top computer in the amount of $1,658.00 under state contract. FINAL ACTION: APPROVED. 8. a. MOTION TO APPROVE a water CIAO Project #88-9 providing for the construction of two (2) new raw water wells #14 and #15 to be located on the Egan property along University Drive at an estimated construction cost of $350,000.00. b. MOTION TO APPROVE the transfer of $350.000.00 from Budgetary Retained Earnings CIAC Funds Account 432. 389-115 to Account 432-363-533-6NY to fund TUW Project #88-9, Two (2) New Raw Water Wells #14 and #15. FINAL ACTION: APPROVED 8.a. and 8.b. Personnel Department 9. _MOTION TO APPROVE the transfer of $2,500.00 from Contingency Account 001-872-588-975 to Personnel Paid Vacation Account 001-178-513-170 due to unbudgeted vacation leave for resignation of an employee. MOTION TO ADOPT Temp.,Reso.#5769 approving a revised site plan for WOODMONT COUNTRY CLUB reflecting an additional dining area and storage area at the Halfway House and pool area (tabled on 4/25/90). FINAL ACTION- APPROVED. Engineering/Utilities RESOLUTION R-90-131 - PASSED 11. MOTION TO ADOPT Temp. Reso. #5790 awarding Bid #90-7 in the amount of t39,438.00 to DRD Enterprises for the excavation and disposal of slaked lime sludge and detritus from Colony West Country Club canal. FINAL ACTION: TABLED -at the request of the City Manager. Finance Department 12. MOTION TO ADOPT Temp. Reso. #5785 accepting the Comprehensive Report, of whichtheAuditors Report prepared by Grant Thornton is a part, for Fiscal Year Ending 9/30/89. FINAL ACTION RESOLUTION R-90-132 - PASSED APPROVED. Reso. #5786 authorizing the appropriate City officials to execute the Seventh Amendment to the Interlocal Agreement with Broward County providing for division and distribution of the proceeds of the local option gas tax imposed by the Broward County Local Option Gas Tax Ordinance. FINAL_ ACTION: RESOLUTION R-90-133 - PASSED M APPROVED. ORDINANCES PUBLIC HEARINGS - 7:30 P.M. Community Development 14. PUBLIC HEARING - MOTION TO ADOPT Temp. Ord. #1485 on first reading concerning a request by FLORIDA POWER & LIGHT COMPANY/AL HERNANDEZ to rezone lands at the extreme southwest corner of Land Section 7, west of the Sawgrass i Expressway and north of Commercial Boulevard, from R--4A (Planned Apartments), R-3 (Low Density Multiple Dwelling) and A--1 (Limited Agricultural) to SU (Special Utility) . FINAL ACTION: ORDINANCE 0-90-17 - PASSED Public Hearing was held. _APPROVED on second and final reading. 18. PUBLIC HEARING - MOTION TO ADOPT Temp. Ord. #1470 on second reading to amend chapter 24, Division 23, of the Code to delete and add certain permitted uses and to delete and add certain prohibited uses within the LI-1, Light Industrial District. FINAL ACTION: ORDINANCE 0-90-18 -- PASSED Public Hearing was held. APPROVED on second and final reading. General Administrative 19. PUBLIC HEARING - MOTION TO ADOPT Temp. Ord. #1486 on 'iecond ... reading to amend Section 6-26 of the Code to provide for investment of City surplus funds in an overnight repurchase account under certain conditions and to provide for investment of City surplus funds in Florida's Local Government Surplus Funds Trust Fund Investment Pool. MOTION TO ADOPT Temp._Ord. #1488 on first reading to amend Section 9--87 (4i�of the Code to provide for prohibiting noises by animals, birds or fowl. FINAL ACTION: APPROVED on first reading. Second reading and public - hearing will be held on May 23, 1990 at 10:00 A.M. OPEN PUBLIC FORUM 21. OPEN PUBLIC FORUM -Any member of the public who wishes to address the City Council at this time must, in advance of the item, give his/her name and address to the City Clerk. REPORTS 22. City Council 23. City Manager 24. City Attorney 25. MOTION TO APPROVE the concept of restructuring the Planning Commission. FINAL ACTION: The City Council's consensus was that the Planning Commission should contain five (5) regular members and one (1) alternate member and the City Attorney is to prepare an Ordinance. Page 5 44 05/09/90 The City Council may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Council meeting. Pursuant to Chapter 286.0105, Florida Statutes, if a person decides to appeal any decision made by the City Council with respect to any matter considered at such meeting or hearing, he may need to ensure that a verbatim record of the proceedings is made which record includes the testimony and evidence upon which the appeal is based.
