Council may agendize by majority consent matters of an urgent nature which have come to Council's attention after publication. 1. PRlilSENZ TJM_ by Mayor Bender of a proclamation designating October 13, 1993, as "B'NAI B'RITS DAY". FINAL ACTION Presentation was made by Mayor Bender to David Kauffman. 2. PRESENTATION by Mayor Bender of a proclamation designating October 23--31, 1993, as "RED RIBBON NEEXII. FINAL 7►CTXQN Announcement was made that the proclamation was mailed. 3. ANNOMCNIFAL of the expiration of the terms of office for positions on the following boards and committees: Board of Adjustment Code Enforcement Board Consumer Affairs Committee Insurance Advisory Board Investment Advisory Committee Parks and Recreation Board Public Information Committee Social Services Board Urban Forestry Committee Veterans Affairs Committee If any Tamarac resident is interested in serving on any board or committee, please contact the office of the City Clerk for an application. If existing board and committee members desire to be considered for reappointment, please indicate this by memo to the City Clerk's Office. Present board and committee members shall serve until appointments are made by Council. j+',IX& ACTION Announcement was made that the appointments are scheduled to be made during the Regular Council meeting to be held on October 27, 1993 at or after 9:00 a.m. 10/13/93 Page 1 4. PUBLIC PARTICIPATION - Any member of the public may speak to any issue which is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. 5. Items listed under Consent Agenda, Item 5, are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. FINAL ACTION: APPROVED d. =ON TO APPROVE renewal of a model sales permit for WESTWOOD PINES, Bldg. 5, Unit 523 and 525, for a six- month period from 11/14/93 to 5/14/94. FINAL ACTION! J=JON TO APPROVE lease of a replacement Xerox #5365 Copier for use in the City Clerk's office under Dade County Public Schools Bid #160-N-1 at a cost of $651.23 a month plus $.0091 per copy. Reso. #6557 authorizing the appropriate City officials to execute an Agreement with the American Association of Retired Persons (AARP) to provide the City of Tamarac with part-time temporary employees at no cost or liability to the City. FINAL ACTION -- Removed for discussion and then, TABLED g. MOTION TO APPROVE a Water and Sewer Developer's Agreement for Phase I Development in LAND SECTION 6 (PHASE I) CAPTIVA and SANIBEL. FINAL ACTION: Removed for discussion. APPROVED contingent upon the Developer/Contract Purchaser providing documentation acceptable to the City that the owner joins in the Agreement and agrees to be jointly and severally liable for the responsibilities of the Developer/Contract Purchaser enumerated in the Agreement and subject to the Developer/Contract Purchaser providing the adequate documentation within 30 days. 6. 12ISCUSSIQN AND PORRTATM ACTION regarding Pulte Homes forced air burning request. (Tabled 9/29/93) FINALACTION: No action taken. Applicant withdrew the application. 7• approving the Hart-T-Tree Farm conducting a pumpkin sale from October 13 through 31, 1993 and to conduct a Holiday Tree Sale from November 25 through December 25, 1993, on property located at NW 64 Street and University Drive. FINAL ACTION APPROVED RESOLUTION R--93-127-PASSED 8. approving a revised site plan and action plan for the University Medical Center (7710 Building), which includes the construction of of additional medical office space located on 4,745 sq. the south ft. side of NW 71 Ct., west of University Drive (south of University Hospital). Case No. 40-SP-93. FINAL &QJION : TABLED 10/13/93 Page 3 9. authorizing the appropriate City officials to execute an Agreement and Covenant Running with the Land (Hold Harmless Agreement) from'i Regency Homes for a wall crossing over a 15--foot wide utility easement located in WOODMONT TRACT 56. FINAL ACTION: RESOLUTION R-93-128-PASSED APPROVED 10. MOTION TO APPROVE Tema. Ord,, -#1665 on first reading to add Article IX, Section 2-366, to the Code to provide for cable television rate regulation consistent with Federal Communications Commission requirements. FINAL ACTION• APPROVED on first reading pending research by the City Attorney prior to the second reading. MOTION TO RECONSIDER Item #21 from the September 22, 1993 City Council meeting regarding Pulte Homes forced air burning request. FINAL ACTION• Discussion was held. DENIED request to burn in Land Section 8. The City Council may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Council meeting. Pursuant to Chapter 286.0105, Florida Statutes, if a person decides to appeal any decision made by the City Council with respect to any matter considered at such meeting or hearing, he may need to ensure that a verbatim record of the proceedings is made which record includes the testimony and evidence upon which the appeal is based.
