CITY COMMISSION SPECIAL WORKSHOP
MONDAY, FEBRUARY 12, 2018
CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City
Commission to order at 11:42 p.m. on Monday, February 12, 2018 in Conference Room
105, City Hall, 7525 NW 88"' Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Kathleen Gunn, Assistant City Attorney Julie Klahr and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Mayor Harry Dressler led the pledge of Allegiance
Mayor Dressler welcomed everyone and noted this is a Special Workshop meeting of
the City Commission for the City of Tamarac to review Module 3 Proposed
Amendments to the Land Development Regulations Module for Development and
Design Standards. The Mayor introduced Community Development Maxine Calloway as
presenter.
._ Community Development Maxine Calloway greeted the City Commission and
introduced Assistant Community Development Director Frank Zickar. Director Calloway
said the objective of the meeting is to finish review of module 3 beginning at the off-
street parking of the code. Ms. Calloway provided the Commission with a brief update of
Module 1 and Module 2 covered at previous meetings defining the areas covered by
each module.
Community Development Director Calloway started her presentation with Article 10-4.3
which is a continuation of Module 3 Development and Design Standards review and is
available on file at the City Clerk's Office. Ms. Calloway said that the City's Consultant
used best practices consistent with the National Parking Standards. She noted it is a
continuation of the review of Module 3 from the last meeting and talked about the
importance of Module 3-Design and Standards. Ms. Calloway informed the City
Commission of what the objective to improve the part of what the City does is, noting
Module 3 is now on the City's Website for constituents and members of the community
to input their comments, and it is now pending input from the City Commission which
will be forwarded to the consultant to finalize.
Ms. Calloway presented proposed Article 10-4.3 - Off -Street Parking Requirements,
Schedule A - Minimum Number of Off -Street Parking Spaces that refers to the minimum
number of Off -Street Parking Spaces, and said the objective of the proposed changes
will reduce minimum parking requirements based on best practices on uses, will provide
a new maximum requirement for commercial and industrial use at 125% of the minimum
requirement, and will provide new emphasis on parking alternatives, e.g. shared
parking. Ms. Calloway continued to present a new master table of off-street parking

requirements on columns that compares existing minimum number of parking spaces
required against suggested new standards for Residential, Public, Institutional and
Civic, Industrial, Accessory uses and Temporary use types, also showing additions that
are not currently a part of the Code. She clarified that suggested items on the new
standards column highlighted in green are lower than the existing standards. Assistant
Director Zicker and Director Calloway reiterated they will come back with all parts put
together into one complete document for the City Commission to review and approve.
Director Calloway provided the definition for GFA shown under the suggested new
standards column and said it refers to Growth Floor Area and entertained questions
from Vice Mayor Gomez related to the measures on the proposed requirements then
continued with her presentation.
Ms. Calloway clarified that the use type for Parks and playground, public is hard to
determine and was added to Schedule C, allowing flexibility for a parking study.
Ms. Calloway presented Schedule B-Minimum Number of Off -Street Parking Spaces
standards that provides new parking space alternatives as it works well for mixed -use
developments where the collection of uses should be used to calculate parking instead
of just one prevailing use.
Director Calloway presented proposed Schedule C — Uses with Variable Vehicle
Parking Demand Characteristics and Unlisted Uses proposed standards. Ms. Calloway
said Uses that have widely varying vehicle parking and loading demand characteristics
makes it difficult to establish a single appropriate standard. For types not listed, the
Director is authorized to utilize Schedule C to establish the minimum off-street parking
by referencing the National Parking Association or American Planning Association's
standards, establish a minimum based on local or national best practices or establish
the minimum based on a parking demand study prepared by the applicant that
estimates parking demand based on the recommendations of the Institute of Traffic
Engineers (ITE) or other acceptable resources.
Ms. Calloway reiterated general standards for Off -Street Parking and Loading Areas
requirements include Schedules A through C and said the maximum parking spaces
allowed for industrial and commercial areas cannot exceed 125% of the minimum
requirements to compromise landscaping. She also noted Accessible, Vanpool and
Carpooling, On -Street Parking, and Structured Parking will not count against the
maximum when calculating spaces.
Mayor Dressler turned the gavel over to Vice Mayor Gomez and left the meeting at
12:11 p.m.
Ms. Calloway presented Dimensional Standards for Parking Spaces and Aisles and said
the applicant may provide an alternative parking strategy if it is not in the Code. She
noted the proposed parking off -site provision is similar to shared parking and added that
under the Deferred Parking proposed section a justification is required, and it allows to
have a study for changes during the year.

Mayor Dressler returned to the meeting at 12:36 p.m. and Vice Mayor Gomez turned
the gavel back to the Mayor.
Ms. Calloway noted that part of the parking requirement included valet parking. Ms.
Calloway said the proposed On -Street Parking cannot have restrictions. Commissioner
Placko requested to remove On -Street Parking, section Prohibited between 2:00 am
and 6:00 am because in areas with tenants BSO will not ticket the cars. Ms. Calloway
said she will ask the consultant to remove the section. Ms. Calloway noted that
incentives for transit must meet at least three (3) standards or requirements. She added
that all new developments must include bicycle parking and be visible. Commissioner
Fishman inquired about stackable standards and Ms. Calloway said new standards are
not in place yet.
Commissioner Bolton left the meeting at 12:43 p.m.
Director Calloway presented Article 10-4.4 Landscaping and Tree Preservation
proposed standards and said most of this section is not new. She talked about the
proposed requirements and responded to Commissioner Fishman's question related to
an example of deferred installation.
Commissioner Bolton returned to the meeting at 12:45 p.m.
Ms. Calloway presented Article 10-4.4 Landscaping and Tree preservation proposed
standards related to the number of trees to install, how trees are to be planted if there is
any expansion and registration requirements and maintenance standards that include
irrigation.
Commissioner Placko left the meeting at 12:51 p.m.
Ms. Calloway talked about the requirements for tree preservation for new developments
that included barriers and barricades, underground utility line, fences and walls, and
tree removal and replacement.
Commissioner Placko returned to the meeting at 12:57 p.m.
Discussion ensued regarding tree replacement and property damage and Assistant City
Attorney Julie Klahr explained the extent of going through a permit process in order to
determine the handling of tree replacement and damage.
Commissioner Placko left the meeting at 1:10 p.m.
Vice Mayor Gomez asked about advising how and where to plant trees and Attorney
Klahr responded it is what the code regulates.
Commissioner Placko returned to the meeting at 1:13 p.m.

Director Calloway presented Article 10-4.5 — Environmental Protection and
Infrastructure proposed standards and said the features and standards are primarily for
new developments. —
Ms. Calloway presented Article 10-4.6 — Multi -family Residential Site and Building
Design proposed standards and noted as part of the features, new material was added
for building and parking location, building mass and articulation, roof form, facades and
detail elements, entrances and porches and accessory elements and garages.
Ms. Calloway presented Article 10-4.7 — Mixed -Use and Non -Residential Site and
Building Design proposed standards and guidelines prepared by the Consultant and
explained that the standards are mandatory, and the guidelines are encouraged or
recommended.
Commissioner Fishman left the meeting at 1:20 p.m. and returned at 1:22 p.m.
Ms. Calloway presented Article 10-4.8 — Fences, Walls and Hedges proposed
standards which addresses location, height and appearance of fences, walls and
hedges with suggested modifications.
Ms. Calloway presented Article 10-4.9 Exterior Lighting proposed standards noted the
new section focuses on energy efficiency with standards for residential lighting, non-
residential and mixed -use lighting standards, street lighting, parking area lighting,
prohibited lights and outdoor recreational facilities and said there are specific —
requirements.
Ms. Calloway ended her presentation with Article 10-4.10 Signs proposed standards
and responded for questions from the City Commission.
Mayor Dressler adjourned the meeting at 1:45 p.m
