HomeMy WebLinkAbout2018-08-13 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING MONDAY, AUGUST 13, 2018 CALL TO ORDER: Mayor Harry Dressler called the Special Meeting of the City Commission to order at 9:37 a.m. on Monday, June 25, 2018 in Conference Room 105, City Hall, 7525 NW 88' Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Marlon Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael Cernech, Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren and Assistant City Clerk Lillian Pabon. PLEDGE OF ALLEGIANCE: Mayor Harry Dressler led the Pledge of Allegiance. 1. TR#13160 — Recommendations for Approval of FY 2018/2019 CDBG Annual Action Plan. Mayor Dressler opened the meeting and asked City Attorney Goren to read the Resolution Title on the record. Community Development Maxine Calloway greeted the City Commission and introduced Housing and Neighborhood Programs Manager Coleen Christie who made a presentation, a copy of which is on file in the City Clerk's Office. Ms. Christie gave an overview of the topics at which the Proposed Action Plan being presented was based on as follows: the City has younger people; there is a segmented population; foreclosure; need to educate people on maintaining their homes; and Senior Program to feed seniors. Ms. Christie talked about a Pilot Program that will target kids in distress, as an example, and about partnering with other organizations. Ms. Christie responded to Commissioner Fishman questions on how to determine the neediest and the order of need. Mayor Dressler opened the floor to the City Commission for questions. Vice Mayor Gomez asked questions about the need for education workshops, saving dollars by partnering with other agency programs, the application process and the deferred period. Ms. Calloway responded that the deferred period was already changed from 10 years to 15 years. Vice Mayor Gomez talked about partnering with other organizations that can help disabled residents with urgent needs. Mayor Dressler asked questions about foreclosures against the number of loans made. Mayor Dressler also talked about the following topics: education on home ownership, monitoring number of home loans and asked if there should be a profit sharing element. Vice Mayor Gomez had questions related to foreclosures and what is considered the default date. Commissioner Fishman asked if the schools would be included as partnering organizations and Ms. Christie responded the School District would take a long time to process and an easier process is to use the Children Services Council to help identify agencies that identify the need for children. Commissioner Fishman suggested notifying the City's school principals of the program. Commissioner Bolton talked about reaching out to the Community Action Agency and about increasing monies given to other organizations. Community Page 1 of 2 SPECIAL COMMISSION MEETING August 13, 2018 Development Director Calloway explained that funds are limited and 8% is being proposed, used for tracking expenses such as advertising, proposals and selection which are monitored and administrated consistent with the criteria and requirements. Commissioner Bolton commented on concerns some senior residents have and Mayor Dressler requested that only CDBG issues are discussed at this meeting and the issue Commissioner Bolton addressed is better discussed at a Commission Workshop meeting. Commissioner Placko congratulated the staff for a great job and said there are many agencies available. Commissioner Placko talked about agencies not communicating to people about their services. Commissioner Placko noted her involvement with Family Central and how the agency works with other agencies such as Churches and Synagogues and the importance of an education program and made herself available to help on whatever is needed. Having no further discussion, Mayor Dressler open the Public Hearing. With no one wishing to speak, Mayor Dressler closed the Public Hearing and called for a vote. The item in matter was approved by the City Commission unanimously (5-0). 2. OTHER — No other items were added at the meeting.
