HomeMy WebLinkAbout2018-02-14 - City Commission Regular Meeting MinutesCITY OF TAMARAC CITY COMMISSION MEETING WEDNESDAY, FEBRUARY 14, 2018 CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of Tamarac to order at 7:03 p.m. on Wednesday, February 14, 2018, in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Marlon Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in attendance. Also in attendance were Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance. Mayor Dressler asked for a moment of silence in memory of the victims of the shooting at Marjory Stoneman Douglas High School earlier today. Mayor Dressler acknowledged several guests and elected officials that were present at the meeting. 1. PROCLAMATIONS AND PRESENTATIONS: a. State of the City Address by Mayor Harry Dressler: Mayor Dressler introduced Vice Mayor Gomez and Commissioners Bolton, Fishman and Placko, City Attorney Goren and Assistant City Manager Gunn. Mayor Dressler gave the State of the City Address, a copy of which is attached hereto and incorporated herein. b. Presentation of a proclamation by Mayor Harry Dressler honoring Doris Toppin (Requested by Commissioner Julie Fishman) c. Presentation of a proclamation by Mayor Harry Dressler Honoring George and Linda Danner (Requested by Commissioner Debra Placko) d. CITY COMMISSION REPORTS: a. Commissioner Bolton: Commissioner Bolton thanked everyone for coming out to City Hall for this evening's program and for everyone's support. Commissioner Bolton said he attended the Mainlands 3 & 4 HOA meeting and wished everyone a Happy Valentine's Day. Commissioner Bolton expressed his condolences to the families of the victims of the Stoneman Douglas High School shooting earlier today. Commissioner Bolton thanked Fire Chief Sayles for his service to Tamarac. Commissioner Bolton said you can following him on Facebook and you can also reach him at 954-275-3850. b. Vice Mayor Gomez: Vice Mayor Gomez said she is grateful for everyone who came to tonight's meeting and expressed her sorrow about the shooting at Stoneman Douglas High School. Vice Mayor Gomez thanked everyone who put this evening's program together and looks forward to doing this next year. Vice Mayor Gomez said she attended the grand opening of the 72 West Apartment Complex; the Broward County Planning Council meeting where she was appointed to the Executive Board; the Centenarian Luncheon and the Grand Opening of the Atlantic Cypress Creek Apartment Complex. Vice Mayor Gomez thanked Fire Chief Sayles for the Fire 101 Training she and Commissioner Fishman attended and commented that she is looking forward to Police 101 training. Vice Mayor Gomez thanked Tamarac Fire Rescue members for participating in the Dellenbach Heroes Bowl and noted that she visited the Junior Achievement Academy in Coconut Creek and is looking forward to supporting the organization. Vice Mayor Gomez wished everyone a Happy Valentine's Day. c. Commissioner Fishman: Commissioner Fishman said she recently observed Judge Ari Porth of the 17th Judicial Court Felony Mental Health Court and talked about her experience and the goals of the Court. Commissioner Fishman said she attended the Chinese New Year Celebration at Millennium Collegiate Academy. Commissioner Fishman reported she also went through the fire training and spoke of the equipment they used. Commissioner Fishman said she attended the Broward County Human Rights Board meeting where they discussed Child Marriage and said she hopes the bill against it, that is currently before the legislature, moves forward. Commissioner Fishman wished everyone a Happy Valentine's Day. d. Commissioner Placko: Commissioner Placko said her thoughts and prayers are with the families and victims of the Stoneman Douglas High School shooting. Commissioner Placko said she attended the Centenarian Luncheon honoring 15 Centenarians; the unveiling of the second Little Free Library at Caporella Park; the MPO meeting where they signed a letter urging the preservation of Private Activity Bonds and talked about the money coming down for infrastructure. Commissioner Placko reported that staff arranged a bus tour of Tamarac so that they could see the traffic situation first hand which will help our relationship with the MPO. Commissioner Placko said she attended Sharon Duca's Public Art Exhibit and the ADRC meeting with Edith Lederberg and University Hospital CEO Dana Oaks. Commissioner Placko invited people to the Family Central Rock and Roll event raising money so they can continue the programs they offer. Commissioner Placko wished everyone a Happy Valentine's Day. e. Mayor Dressler: Mayor Dressler thanked Elise Boston and staff for putting together the State of City Address for tonight's meeting. Mayor Dressler talked about the tragedy in Parkland and said he does not know what the solution is to this kind of violence. Mayor Dressler said we need to find some solutions and we need to put pressure on the people at Page 2 of 7 COMMISSION MEETING February 14, 2018 the federal level regarding mental health issues. Mayor Dressler wished everyone a Happy Valentine' Day. 3. CITY ATTORNEY REPORT: City Attorney Goren said the Broward County Charter Review Commission held its last meeting prior to the Public Hearings that will be held in March. City Attorney Goren said there were two of the focal points; one is the issue of an elected Mayor of Broward County and that item failed with a 9 — 7 vote. The Charter requires 10 votes to draft an item and 13 votes minimum to place an item on the ballot. There will be approximately 11 items on the ballot. The other item that did pass, which will be on the ballot and is meaningful, is with regard to redistricting. Under State law and under Florida Statutes the County Commission is burdened with the obligation of actually setting forth its election districts. City Attorney Goren said the Charter Commission took some bold steps and adopted a proposal which would require the County Commission, every 10 years, to go out to a four-year college or university in the State of Florida to actually prepare a demographic study and analysis and to provide options for redistricting. That model is Tamarac's model. The end result of which is that the County Commission would receive several proposals for demographics that will be district proposals and they must accept a plan. If they reject the plan they have to send it back to the demographer for further study and analysis. This is what Tamarac did this past year and they came back with additional plans and thereafter this Commission adopted a plan. The presumption is that having an independent, objective, non- political entity to review districts is a wise thing to do because several weeks ago the Charter Commission adopted another item, which will be on the ballot, which is a Fair District Method, which mirrors the State of Florida's Constitution to guarantee that race, gender and religion and all matter of things that relate to being a Fair District. This is a mirror image of how we do it in Tamarac. City Attorney Goren suggested the Charter Commission use Mike Stamm, who helped us here, to make the presentation and today upon unanimous vote adopted that amendment. City Attorney Goren said this is a process that worked here and he used this experience as a lawyer to better understand how to give his best advice to that group of 19 members. City Attorney Goren said it was a very dark day today and he has little words to offer in the context of extending his condolences. City Attorney Goren wished everyone a Happy Valentines Day. 4. CITY MANAGER REPORT: Assistant City Manager Gunn said Tamarac has been awarded a grant from the Florida Department of Economic Opportunity, which is funding the creation of Tamarac's Economic Development Strategic Plan. As part of this process, we have retained a consultant to study the Tamarac Market. Commissioner Placko said our consultant will be conducting an Economic Development Workshop tomorrow, Thursday, February 15th from 10.00 a.m. to noon at the Community Center. We invite you to participate in this workshop to help us build on what is great about Tamarac and make it even better. Upcoming Events: The first Concert in the Park will take place on Sunday, February 25th from 4:OOp.m. to 6.00 p.m. at Mainlands Park, 4500 Monterey Drive featuring the band "The Vinyl Answer". The multicultural festival "One Tamarac" will be held on Saturday, March loth at the Tamarac Sports Complex from 3:00 p.m. to 9:00 p.m. The event will feature live music by Ed Calle, Mamblue and T-Wave Caribbean Band, along with a host of other performers. There will be food trucks, entertainments, a cultural exhibition area and a children's fun zone. The Evening will be capped off with a display of fireworks. Page 3 of 7 COMMISSION MEETING February 14, 2018 Assistant City Manager Gunn said Public Services has reported that traffic boxes in Tamarac will be undergoing a transformation. We expect to begin wrapping traffic signal boxes throughout Tamarac starting in March with a completion date in June. 5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and with no one wishing to speak, closed Public Participation. 6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any changes/additions to the Consent Agenda and City Manager Cernech said there were no changes/additions to the Consent Agenda. Commissioner Bolton seconded by Commissioner Placko moved approval of the Consent Agenda. Motion passed unanimously (5-0). a. Approval of the January 24, 2018 Regular Commission Meeting Minutes - APPROVED b. TR13057 - Approve and Authorize Boulevards Pipe Bursting Project.. A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to accept and execute a purchase order Agreement between the City of Tamarac and Murphy Pipeline Contractors Inc., utilizing pricing from an Agreement obtained through a formal competitive process by the Allied States Cooperative, Education Service Center (ESC) Region 19, RFP Number 17-7250 for an amount not to exceed $1,507,447.40 for the replacement of 2,511 linear feet of 30" drainage main pipe located along NW 54th Street, together with outfalls located along Prospect Road and NW 28th Avenue; a contingency of 10.0% or $150,744.74 will be added to the project account for a total amount of $1,658,192.14; authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. Since I was before you last year, your City has been focused on delivering. Delivering on those things that affect you both every day and well into the future. So much was accomplished in 2017 that we wanted to share the highlights in a short video. PLAY VIDEO (6 minutes) On my third opportunity to address you as Mayor, I'm proud to say that YES, Tamarac is transforming. As you saw, 2017 was certainly a year of accomplishments, but the year ahead holds even greater promise. Because your City's planning, foresight and investments are all paying off. - More people of all ages are choosing to call Tamarac home. - More people are looking to raise a family in Tamarac. - More companies are recognizing how smart a move it is to build a business in Tamarac. That's how a city transforms from a retirement enclave to a bustling community. And that's exactly what's happening in Tamarac. We're a diverse, multi -generational City and we're just beginning to realize our potential. Why are people snapping up the new housing options across our City? Because working families have discovered what a hidden gem we have here. They appreciate our continued focus on quality of life and realize the potential we have for economic development. There are now housing options in Tamarac for all stages of life and income levels. New homes mean more people. More people who need to eat, shop, and in increasing numbers, send their children to school. That's why we're seeing more restaurants and stores and why, in its first year, Millennium 6-12 Collegiate Academy is already a success. 1 State of the City 2018 Rev. 02132018 And that's also why an increasing number of businesses — large and small — are choosing Tamarac. They appreciate the reasonable cost of real estate, the growing pool of skilled workers, the access to major roadways and the ease of doing business. And, many of those who already call Tamarac home are looking to expand. And that's what builds a solid base for our City as it evolves. Tamarac is now home to Unipharma. They work quietly, but they're nationally known for providing quality products in the highly regulated atmosphere of pharmaceuticals. Since coming to Tamarac just two years ago, they have invested $85 million into their new state-of-the-art plant. Unipharma worked closely throughout the intense construction process with our Building and Fire departments, and we'll continue to work closely with them, should they decide to expand. Tamarac is also home to Interplex Sunbelt. This manufacturer of specialty metal stamped products (that you'll find in almost everything), has been an anchor in the Tamarac Commerce Park for years. And they've just broken ground on a new 42 -thousand square foot medical manufacturing facility. Also in the Commerce Park is the national headquarters for PuroClean, a water, fire and mold damage restoration company, with 250 franchisees across the country. They've called our city home for more than ten years and tell us they plan to stay well into the future. The new Advensus Call Center is bringing 500 jobs to our City. We're also welcoming more service businesses like the highly successful Food Emporium and Chow Time restaurants. They join a new 24-Hour Fitness facility in Tamarac. The momentum is building and we're about to see real signs of progress on some significant elements of the City's future. After much behind -the -scenes planning, ground is about to be broken for Tamarac Village. This combination of residential and retail development will become the City's downtown. And, it will be bustling with regular events and activities in the on -site amphitheater. State of the City 2018 Rev. 02132018 A metamorphosis is taking place on the site of the City -owned Colony West Golf Club. It will become an active construction site very soon. There'll be a new clubhouse and upgraded banquet facilities and meeting rooms. Those will not only serve the public, but also guests at the new 120-room Fairfield Inn and Suites by Marriott next door. Another hotel, Woodspring Suites, will be built near Commercial Boulevard and the Sawgrass Expressway. We continue to work closely with the developers in Woodmont to ensure the new construction in that community reflects the standards and quality of life that Tamarac is known for. A very visible benefit of all this construction is the contribution that developers make to the City's Public Art fund. This investment in our community pays for art pieces that are significant on their own as well as a part of public spaces. We just unveiled the decorative art fence at Sunset Point park. And, in the coming months, we'll dedicate a major piece of sculpture on Commercial Boulevard near the Woodlands community. We'll continue our major investment in the community's appearance with upgrades to landscaping throughout Tamarac, additional buffer walls and new monument, gateway and neighborhood signage that will set our City apart. Over the next year, we'll begin construction on a permanent facility for Fire Station 36 on University Drive. We'll also begin building Water's Edge Park, off University and 62"d Street, complete with the City's first splash pad, both volleyball and basketball courts, and a fishing pier. Tamarac is transforming: we're a beautiful blend of ages and cultures, which we'll be celebrating at One Tamarac — the City's first multi -cultural festival. Join us on Saturday, March loth at the Tamarac Sports Complex for a full day of fun. We'll kick off with a Bahamian Junkanoo parade at 3 p.m. and end the evening with the music of Latin Grammy award winner Ed Calle, followed by fireworks at 9. Throughout the day there'll be music, dancing, food trucks, cultural exhibitions and a kids zone. a State of the City 2018 Rev.02132018 In our City, we are many faces and many voices, but we are all united as One Tamarac. It is my distinct honor to serve as your mayor. We're on the cusp of a new Tamarac and I look forward to continuing to work together to complete the transformation.
