CITY COMMISSION MEETING
WEDNESDAY, OCTOBER 10, 2018
CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of
Tamarac to order at 7.13 p.m. on Wednesday, October 10, 2018, in City Commission
Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Marlon
Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in attendance.
Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren
and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Fishman led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. Presentation of a Proclamation by Mayor Harry Dressler proclaiming Thursday, October
18, 2018 as "Pastor Cora and Bishop Leary Lewis Day". (Requested by Vice Mayor Michelle
J. Gomez)
b. Presentation of a Proclamation by Mayor Harry Dressler proclaiming the week of October
23 - 31, 2018 as "Red Ribbon Week" in support of a drug -free Environment. (Requested by
Mayor Harry Dressler)
c. Presentation of a Proclamation by Mayor Harry Dressler proclaiming the month of October
2018 as "Domestic Violence Awareness Month". (Requested by Mayor Harry Dressler)
d. Presentation of a Proclamation by Mayor Harry Dressler proclaiming the week of October
22nd - 28th, 2018 as Florida City Government Week (Requested by Commissioner Julie
Fishman)
2. CITY COMMISSION REPORTS:
a. Commissioner Bolton: Commissioner Bolton recognized Pastor Cora and Bishop Leary
Lewis and members of their church that were in attendance. Commissioner Bolton said he
attended the Lakes of Carriage Hills breakfast; a training session on Ethics and the Sunshine
Law; numerous HOA meetings and the Aviation Advisory Board of Ft. Lauderdale meeting.
Commissioner Bolton said if you want to see other activities that he has been involved in you

b. Commissioner Fishman: Commissioner Fishman said she attended a meeting with newly
elected School Board Member Lori Alhadeff; the Stakeholder Group for Education meeting;
the Taste of Tamarac Launch Party; the Colony West Pre -opening Golf Outing; the Mayor's
Chess Challenge in Sunrise; the Family Fun Day with Hispanic Vote and the League of
Women Voters; the Florida Human Trafficking Summit; the monthly Chamber Breakfast and
the 2019 Destination Marketing Plan Presentation Luncheon sponsored by the Broward
Visitors & Convention Bureau. Commissioner Fishman said she stopped by Tamarac

Elementary School to view the mural painting; attended the Community Meeting at Taravella
High School regarding a new principal and the Quarterly Employee Recognition luncheon.
c. Vice Mayor Gomez: Vice Mayor Gomez expressed her appreciation to Pastor Cora and
Bishop Leary Lewis for being here tonight. Vice Mayor Gomez said she attended a workshop
regarding the Mainlands 8,9,11 & 12 buffer wall project; the Taste of Tamarac Launch Party;
the Colony West Pre -opening Golf Outing; the Family Fun Day; the Broward League of Cities
Board meeting; the P.A.R.O.T. Bowling Tournament; gave a speech at the City of Hope
meeting and attended the Employee Recognition luncheon. Vice Mayor Gomez said she
accepted an award on behalf of the City of Tamarac from the NYPD 1013 Club for sending
both resources and personnel to the shooting at Marjory Stoneman Douglas High School.
Vice Mayor Gomez talked about Tamarac sending Tamarac Fire Rescue personnel to the
Panhandle to help with the aftermath of Hurricane Michael.
d. Commissioner Placko: Commissioner Placko said she was at Tamarac Elementary for the
MPO Walk to School Day event with members of BSO and Tamarac Fire Rescue and while
there peeked at the new Murals that are being painted at the school. Commissioner Placko
said she attended the Kick-off Party for the Taste of Tamarac; the P.A. R.O.T. Bowling
Tournament; the Employee Recognition Luncheon and numerous HOA meetings over the
last two weeks. Commissioner Placko thanked staff for always being there to help her when
issues arise.
e. Mayor Dressler: Mayor Dressler said the Mayor's Chess Challenge was started a few
years ago by Mayor Mike Ryan for cities in Broward County to host a tournament to get kids
and their families involved in Chess. Mayor Dressler talked about the benefits of playing
Chess. Mayor Dressler noted that there are numerous Economic Development projects going
on in Tamarac which are generating interest in businesses coming to Tamarac. Mayor
Dressler talked about walking around his neighborhood last weekend and stopping to watch
construction on the Pulte Homes in Woodmont. Mayor Dressler said as he was sitting there,
Commissioner Placko and Barbara Tarnove drove by and stopped to check to see if he was
OK and when he was out longer than he was supposed to be, Faith got in the car to drive
around and check on him. Mayor Dressler said he receives a lot of calls regarding various
issues like the schools in Tamarac. Mayor Dressler talked about how much the Mayor and
Commission, as well as residents are involved in their communities.
Commissioner Fishman noted that the mural painted at Tamarac Elementary is based on the
book "Maybe Something Beautiful" which will be part of the Broward Reads for the Record on
October 25, 2018.
3. CITY ATTORNEY REPORT: City Attorney Goren said he did not have a formal report this
evening. City Attorney Goren said he has no new litigation to report to the Commission and
at the next workshop Public Services Director Strain will be talking about a Resolution that
will approve the Second Amendment to the RRB Settlement to Retain Public Ownership of
the Alpha 250 Site.
4. CITY MANAGER REPORT: City Manager Cernech said Hurricane Michael struck Florida's
Panhandle today with winds up to 155 MPH causing a tremendous amount of damage.
Tamarac Fire Rescue deployed with other agencies sending 8 Firefighters, 2 rescue units
and 1 fire apparatus and we expect they will be gone for 1 to 2 weeks.

City Manager Cernech said the City of Tamarac applied for recognition from the Urban Land
Institute and we were recognized for one of their Leadership Projects which will provide
Tamarac with a team of Urban Planning Professionals who will give technical assistance on
how to attract new investment to our underutilized shopping centers. This is a great
recognition of our Economic Development activities.
City Manager Cernech said Broward County has prepared materials to educate the public
about the Transportation Surtax that is on the November 6, 2018 ballot. The City is in receipt
of brochures with general surtax information and Tamarac Specific Projects. The County is
translating them into Spanish and Creole and we will place copies at City facilities. City
Manager Cernech said if the Commission would like some flyers to hand out to the residents
as you are out and about in your community, please let his office know and we will provide
the print outs for you. More information is available online at

City Manager Cernech announced that the Certificate of Achievement for Excellence in
Financial Reporting has been awarded to the City by the Government Finance Officers
Association of the U.S. and Canada for its comprehensive annual financial report for the
Fiscal Year ended September 30, 2017. This is the 30th year in a row and the 33rd year
overall that the City has been awarded this prestigious award. This Certificate of
Achievement is the highest form of Recognition in the area of Governmental Accounting and
Financial Reporting.
City Manager Cernech invited people to attend Halloween Hoopla on Friday, October 19th at
Tamarac Park, 7501 N. University Dr. from 6:00 p.m. to 8:00 p.m. This event is co -sponsored
by Continental Tax Agency. City Manager Cernech said Public Services has advised that the
Commercial Boulevard Landscaping Project will include removal and relocation of existing
trees, removal of existing shrubs and installation of new landscaping and irrigation on
Commercial Blvd. between University Dr. and Prospect Rd. The project will begin in
November 2018 and it is estimated to be completed in the Spring of 2019. Public Services is
going to start landscaping and sodding the medians on Mainlands Drive within two weeks.
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and the following
individual spoke: Ron Wasserman, 8577 Jade Dr., thanked veterans for their service; talked
about being a victim of crime several times and homelessness in Broward County.
6. CONSENT AGENDA: Mayor Dressler asked if there were any changes/additions to the
Consent Agenda and City Manager Cernech said there were no changes/additions to the
Consent Agenda. Commissioner Bolton seconded by Vice Mayor Gomez moved approval of
the Consent Agenda as presented. Motion passed unanimously (5-0).

b. Approval of the September 26, 2018 Regular Commission Meeting Minutes — APROVED
c. TR13173 - Broward Metropolitan Planning Organization - Interlocal Agreement: A
Resolution of the City Commission of the City of Tamarac, Florida, approving the Interlocal
Agreement between the City of Tamarac and the Broward Metropolitan Planning
Organization "BMPO") for Transportation Planning Services, attached hereto as Exhibit "1"
and incorporated herein; authorizing and directing the appropriate City Officials to execute all

documents necessary to effectuate the intent of this Resolution; directing the City Clerk to
provide a copy of this Resolution, along with the Executed Interlocal Agreement to the
Broward County Clerk of Courts for recordation; providing for conflicts; providing for

d. TR13188 - Tamarac Land Trust Agreement Amendment: A Resolution of the City
Commission of the City of Tamarac, Florida, Approving the Declaration of Appointment of a
Co -Trustee of the Tamarac Land Trust Agreement Dated July 14, 2013, and the Appointment
of Glenn Runyan as the Co -Trustees for the Tamarac Land Trust Pursuant to Section
689.071(9), Florida Statutes; Providing for Conflicts; Providing for Severability; and Providing
for an Effective Date.
