CITY COMMISSION WORKSHOP

CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:36 a.m. on Monday, May 7, 2018 in Conference Room 105, City Hall, 7525
NW 88t" Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner
Marlon Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael Cernech, Assistant City Manager
Kathleen Gunn, Assistant City Attorney Jacob Horowitz and Assistant City Clerk Lillian
Pabon.
PLEDGE OF ALLEGIANCE: Commissioner Bolton led the Pledge of Allegiance.
1. TR 13096 - Citywide Culvert Headwall Phase V: Item No. 6 (b) on the Consent
Agenda. (TR13096) A Resolution of the City Commission of the City of Tamarac,
Florida, awarding Bid No. 18-05B to and approving an Agreement with Lambert Bros
Inc. for the construction of Phase V of the Citywide Culvert Headwall Installation Project,
in accordance with Bid No. 18-05B for a contract amount of $546,176.50; a contingency
in an amount of $54,617.65 will be added to the project account, for a total project
budget of $600,794.15; authorizing an expenditure from the appropriate accounts;
providing for conflicts; providing for severability; and providing for an effective date.
Public Services Director Jack Strain appeared and Purchasing/Contracts Manager Keith
Glatz appeared. Director Strain gave a presentation, a copy of which is on file in the City
Clerk's Office. He spoke about the citywide program to repair and/or reconstruct culvert
crossings with significant erosion problems detailing six (6) locations included in Phase
V that totaled 25 locations throughout the City from Phase I to Phase V. Director Strain
provided pictures of Culvert Headwall improvements before and after completion and
made a reference to pictures of Westwood Boulevard (west side) before and after
Hurricane Wilma, as the first improvement done. Director Strain entertained questions
from Vice Mayor Gomez related to the improvements in helping with trash flowing
throughout the canals and monitoring.
2. Tamarac Village - FPL Consent Decree: Public Services Director Jack Strain
appeared and gave a presentation, a copy of which is on file in the City Clerk's Office.
Director Strain said he has nothing written to bring to the City Commission. Mayor
Dressler opened the floor to the City Commission for questions or discussion on the
item. Commissioner Fishman asked if the land use from the lake is a part of the Park
and Director Strain affirmed it is passive land laid out for future uses. Director Strain
added that none of the existing construction will be affected. Director Strain answered
questions from the Commission related to safety measures and concluded his
presentation.

3. Update on Creating a Vacation Rental Registration Program and Amendment to
Community Development Fee Schedule Update on - TO 2375 - Item No. 10 (a) on
Ordinances on Second Reading - Creating a Vacation Rental Registration Program and
TR13092 - Item No. 6(c) on the Consent Agenda - Amendment to Community
Development Fee Schedule - Community Development Director Maxine Calloway
appeared and gave a presentation on both items, a copy of which is on file in the City
Clerk's Office. Director Calloway said the update is on the Vacation Rental Ordinance
and on minor changes and fees incorporated to the fee schedule. Director Calloway
highlighted updates related to maintaining the application notarized by the applicant,
maximum of 2 persons per bedroom, certificate of liability insurance and discussed
HOA approval as part of the application process. Mayor Dressler asked City Attorney
Horowitz a question related to prohibition and the impact to the City if the HOA does not
approve the application. City Attorney Horowitz responded that the City evaluates
applications based on Code requirements, issues with HOAs will not include the City.
Vice Mayor Gomez suggested adding wording for applicant to acknowledge there is
another step. Director Calloway presented the recommended Fee Schedule and
entertained questions from the City Commission related to cost of hotels per year,
causes for shut down of a vacation rental property, owner's responsibilities and
compliance. Mayor Dressler said issues of costs for compliance would be for staff to
determine, feasibility or not, given budget constraints. Vice Mayor Gomez asked if there
was a distinction on limited number of persons per room between vacation rentals and
other City Ordinances, and City Attorney Horowitz responded there is a distinction.
Director Calloway responded to questions related to HOA Letter of Approval, website
updates, searches, and specific list on home rentals. She said the City reserves the
right to inspect. Discussion continued regarding inspections and Director Calloway said
after Wednesday's meeting, Neighborhood meetings will be used to notify the
community.
4. Other
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 10:38 a.m.
