CITY COMMISSION WORKSHOP
MONDAY, APRIL 9, 2018
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:36 a.m. on Monday, April 9, 2018 in Conference Room 105, City Hall, 7525
NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner
Marlon Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael Cernech, Assistant City Manager
Kathleen Gunn, City Attorney Samuel S. Goren and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance.
1. TR13084 - Oakland Park Automatic & Mutual Aid Agreement: Item No. 6 (c) on the
Consent Agenda. A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing the appropriate City Officials to approve and to execute an automatic and
mutual aid agreement between the City of Tamarac and the City of Oakland Park;
allowing for the provision of cooperative emergency medical and fire protection services
for a term commencing immediately upon execution of the agreement for one (1) year
term with automatic one (1) year renewals; providing for conflicts; providing for
severability; and providing for an effective date. Fire Chief Percy Sayles and Oakland
Park Fire Chief Steve Krivjanik appeared. Fire Chief Sayles gave a presentation, a copy
of which is on file in the City Clerk's office. Fire Chief Sayles said a lot of what is
contained in the presentation was gone over in detail at a previous Update Meeting with
the Commission on March 21, 2018. Fire Chief Sayles said they will be seeking
legislative approval from the Oakland Park Commission on April 18, 2018.
2. T02374 - Amending Ordinance 2017-09 Adoption of FY18 Operating & Capital
Budget: Item No. 8 (a) on Ordinance(s) - First Reading. (T02374) An Ordinance of the
City Commission of the City of Tamarac, Florida, Amending Ordinance 2017-09, which
adopted the City of Tamarac Operating Budget, Revenues and Expenditures, the
Capital Budget, and the Financial Policies for the Fiscal Year 2018, by increasing the
Total Revenues and Expenditures by a total of $2,100,112 as detailed in Attachment A,
attached hereto and summarized In Attachment B; providing for conflicts; providing for
severability; providing for an effective date. Financial Services Director Mark Mason
appeared and gave a presentation, a copy of which is on file in the City Clerk's Office.
3. T02375 - Creating a Vacation Rental Registration Program: Item No. 8 (b) on
Ordinance(s) - First Reading. (T02375) An Ordinance of the City of Tamarac, Florida,
amending Chapter 12 of the Code of Ordinances, entitled "Licenses and Business
Regulations," to create article xvi, to be entitled "Vacation Rentals Registration;"
providing for the regulation of vacation rentals as defined herein; providing for
definitions, process for issuance of vacation rental permits, requirements, regulations,
and standards for vacation rentals, compliance inspections, suspension and revocation
of vacation rental permits, providing for penalty and enforcement; providing for conflicts;
providing for severability; providing for codification; and providing an effective date.

Community Development Director Maxine Calloway appeared and gave a presentation,
a copy of which is on file in the City Clerk's Office. Vice Mayor Gomez said she is
appreciative of all the work that staff and the City Attorney's Office has put into this
Ordinance. Vice Mayor Gomez said she is not happy that Tallahassee is regulating
Vacation Rentals and not leaving it up to local government. Vice Mayor Gomez
expressed her concerns about enforcement and transient people in a residential area.
City Attorney Goren said it was the intent to provide a legally defensible ordinance and
enforcement will raise some challenges. Vice Mayor Gomez said she was concerned
about landlords taking advantage of the City and wants the penalties tightened up.
Community Development Director Calloway said we need to be careful that we are not
proposing prohibiting vacation rentals. Vice Mayor Gomez said they need to comply
with local and community laws as well. Vice Mayor Gomez said she felt that the permit
fee was too low, and City Attorney Goren said it cannot be unreasonably high which
would prohibit vacation rentals. There was a discussion about the process for inspecting
vacation rentals. Vice Mayor Gomez said she wants to make sure that the landlords are
fully aware of the permit process and what is expected of them and Community
Development Director Calloway said the owner will have proper notice and due process.
Vice Mayor Gomez said staff might want to re -work the section relative to off-street
parking as it is not clear. City Attorney Goren said this drafted legislation was tailored to
comply with State law and reminded the Commission that no Ordinance is written in
concrete and can be amended.
4. TR13080 - Authorizing Four Week Hiatus: Item No 6 (a) on the Consent Agenda.
(TR13080) A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing a four -week consecutive period (July 15, 2018 — August 12, 2018) during
which time the City Commission will not schedule any regular meetings pursuant to
section 4.06(a) of the City Charter; providing for conflicts; providing for severability, and
providing an effective date. City Clerk Patricia Teufel appeared and said this is in
accordance with Section 4.06 of the Charter which says this hiatus is to be determined
by the City Commission no later than April 15th of each year. All agreed to the hiatus of
July 15, 2018 to August 12, 2018.
5. Discussion - Selection of Director, Alternate and Second Alternate to Broward
League of Cities Discussion - Selection of Director, Alternate and Second Alternate to
Broward League of Cities — City Clerk Patricia Teufel appeared and after some
discussion it was decided that Vice Mayor Gomez would be Director, Commissioner
Fishman would be Alternate, and Commissioner Bolton would be Second Alternate. It
was also decided, on the advice of City Attorney Goren, that it would be confirmed by a
Motion and Vote at the Meeting on Wednesday, April 11, 2018.
6. Other
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 10:48 a.m.
