CITY COMMISSION WORKSHOP
TUESDAY, NOVEMBER 13, 2018
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order
at 9:34 a.m. on Tuesday, November 13, 2018 in Conference Room 105, City Hall, 7525 NW
88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Marlon
Bolton and Commissioner Debra Placko were in attendance. Commissioner Julie Fishman
joined the meeting via phone at 9:50 a.m.
Also in attendance were City Manager Michael Cernech, City Attorney Samuel S. Goren and
City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Mayor Commissioner Bolton led the Pledge of Allegiance.
Vice Mayor Gomez announced that she has to leave the meeting at 10.00 a.m. but wants it on
the record that she is in support of Item No. 5 on today's agenda.
1. TR13205 - Fitness Court and National Fitness Campaign Resources: Item No. 6 (e) on the
Consent Agenda. (TR13205) A Resolution of the City Commission of the City of Tamarac,
Florida, authorizing the appropriate City Officials to accept a grant from the National Fitness
Campaign, LLC, in the amount of $15,000.00 and approve the purchase of a Fitness Court and
National Fitness Campaign Resources from National Fitness Campaign, LLC, in an amount not
to exceed $80,700.00; approving funding from the Capital Improvement Account; providing for
conflicts; providing for severability; and providing for an effective date. Parks & Recreation
Director Greg Warner and Purchasing/Contracts Manager Keith Glatz appeared. Parks &
Recreation Director Warner gave a presentation, a copy of which is on file in the City Clerk's
Office. Parks & Recreation Director Warner responded to a few questions from the
Commission.
2. TR13210 2017 - 18 Justice Assistance Grant (JAG) Award and Memorandum of
Understanding with BSO: Item No. 6 (f) on the Consent Agenda. (TR13210) A Resolution of
The City Commission of The City Of Tamarac, Florida accepting The 2017-2018 Edward Byrne
Memorial Justice Assistance Grant (Jag) award in the amount of $14,108.00; authorizing the
execution of the documents necessary to effectuate such acceptance; further authorizing the
appropriate City Officials to execute A Memorandum Of Understanding between The City Of
Tamarac and The Broward Sheriff's Office pending legal review; authorizing The Broward
Sheriff's Office to continue to serve as the Lead Agency providing for the Administration of the
2017-18 Jag Grant Award; Providing For Conflicts; Providing For Severability; And Providing
For An Effective Date. Grants Administrator Michael Gresek and BSO Captain Neal Glassman
appeared. Grants Administrator Gresek gave a presentation, a copy of which is on file in the
City Clerk's Office. Captain Glassman said this will allow BSO to put additional units in retail
and shopping plazas. Captain Glassman responded to a few questions from the Commission.
Vice Mayor Gomez left the meeting at 10:00 a.m.
3. TR13163 - WTP WELLS 9, 15,16 & 17: Item No. 6 (d) on the Consent Agenda. (TR13163) A
Resolution of the City Commission of the City of Tamarac, Florida, approves awarding a
contract to AMPS, Inc. utilizing the Martin County Utilities Contract RFB Number 2017-2969
and authorizing the appropriate City Officials to execute a Purchase Order Agreement between

the City of Tamarac and Aquifer Maintenance & Performance Systems, Inc. (AMPS, Inc.),
utilizing pricing from an Agreement obtained through a formal competitive process by Martin
County Utilities, Contract RFB Number 2017-2969 for an amount not to exceed $147,176.90 for
the rehabilitation of four (4) raw water wells for the Water Treatment Plant; a contingency of
10% or $14,717.69 will be added to the project account for a total amount of $161,894.59;
providing for conflicts; providing for severability; and providing for an effective date. Public
Services Director Jack Strain and Purchasing/Contracts Manager Keith Glatz appeared. Public
Services Director Strain gave a presentation, a copy of which is on file in the City Clerk's Office.
Public Services Director Strain responded to a few questions from the Commission.
4. TR13202 - Award of Bid No. 18-25B for the NW 51st Court Road Construction Project: Item
No. 6 (c) on the Consent Agenda. (TR13202) A Resolution of the City Commission of the City
of Tamarac, Florida, awarding Bid No. 18-25B to and approving an Agreement with FG
Construction, LLC for the NW 51 st Court Resurfacing Project, in accordance with Bid No. 18-
25B for a contract amount of $114,236.90; a contingency in the amount of $11,423.69 will be
added to the project account for a total project budget of $125,660.59; authorizing an
expenditure from the appropriate accounts; providing for conflicts; providing for severability;
and providing for an effective date. Public Services Director Jack Strain and Purchasing and
Contracts Manager Keith Glatz appeared. Public Services Director Strain gave a presentation,
a copy of which is on file in the City Clerk's Office. Public Services Director Strain responded to
a few questions from the Commission.
5. Discussion on Long Term, Low Income Tax Exemption. Financial Services Director Mark
Mason appeared and gave a presentation, a copy of which is on file in the City Clerk's Office.
Finance Director Mason responded to a few questions from the Commission. There was a
consensus to bring forth an Ordinance for first reading at the November 14, 2018 Regular
Commission Meeting.
6. Other:
City Attorney Goren said several Commission members need two (2) hours of Ethics Training
prior to December 31, 2018. The Broward League of Cities is hosting a four-hour ethics
workshop on November 30, 2018 from 8:30 a.m. to 1:30 p.m. at the Coconut Creek Community
Center. Two of those hours would qualify for end of year credit. The Office of the Inspector
General is also offering a workshop on November 29, 2018 from 1.00 p.m. to 5:00 p.m. at the
Government Center in Plantation.
City Attorney Goren noted that there is reason to believe that the actual certified results of the
November 6, 2018 election will not be available until November 20, 2018. Mayor Dressler
noted for the record that the Florida Statutes have a carry over provision and current members
will remain on the Commission until the certified results have been received by the City.
There being no further business to come before the City Commission, Mayor Dressler
adjourned the meeting at 10:24 a.m.
